05/14/1956118 May 14, 1956 The regular meeting of the Board of 'trustees of the Village of Deerfield was called to order in the Council_ Chambers of the Village Hall on A4onday, Eay 14, 1956 at 8:00 P.M. the Clerk c ,-lled the roll and reported that the fcllowing were Present: Joseph W. Brown Martha White Clark Carl J. Jaeger Hubert N. Kelley Raymond T. Meyer Absent: John D. Schneider, President r1aurice C. t etesch and that a quorum was present and in attendance at the meeting. On motion by Trustee Brown, seconded by Trustee Kelley, and carried unanimously, Trustee Meyer was appointed President pro tem. Minutes of the regular meeting held April 9, 1956, and the adjourned meeting held April 23, 1956 were approved. Adopted by the following vote: .Ayes: Brown, Clark, Jaeger, Kelley, Meyer (5) Nays: None (0) Approve Reports Chief of Police David J. Petersen's report for April, showing 75 cases and fines of $477, was approved. the Health report submitted by Health Officer Esther Giss was approved. The Building Commissioner's report was approved. Request 20' Pavement- Mr. Woodrow Fisher, sprokesman for Somerset Avenue Somerset Avenue residents, requested the Board to permit the improve- ment of Somerset Avenue with a 20' pavement, and presented a letter to the Board giving the reasons they considered the narrower street adequate and reasonable. Trustee Meyer said the Board of Local Improve- ments would consider the request. Complaints - Flooded Residents of the Village whose basements were flooded by Basements recent rains requested information regarding what would be done if disconnection of downspouts did not eliminate the flooding. Mr. Rupp, Village Manager, reported letters were being sent to property owners to disconnect downspouts from sanitary sewers. Trustee Meyer stated that when the survey of connections was completed, all downspouts / disconnected from the sanitary sewers, and the new.treatment plant in operation, the problem should be solved. Employ Rockwell - Trustee Clark moved, seconded by Trustee Jaeger, that Land Planner Mr. Matthew Rockwell of the firm of Stanton and Rock- well be hired by the Village as 'a' witness in the Zoning suits, and as a consultant to the Plan Commission. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Kelley, Meyer (5) Nays: None (0) Approve Payments - Trustee Jaeger moved, seconded by Trustee Kelley, Baxter & Woodman - $1088.46 that payments be approved of $1.088.46 to Baxter Mercury Bldrs. - ,2155.50 and Woodman for resident engineering and super - vision, and of $32,155.50 to Mercury Builders for work completed on the Sdwage Treatment plant. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Kelley, Meyer (5) Nays: None (0) Approve Payment- Trustee Kelley moved, seconded by Trustee Brown, Walton & Walton -61750 that payment of $1750.00 be approved to Walton and Walton for architectural services in connection with the new Village Hall. Adopted by the following vote: Ayes: Brown, Clark, Jaeger, Kelley, Meyer (5) Nays: None (0) Communications Five petitions were referred to the Plan Commission for public hearing on rezoning property south of Central Avenue between Waukegan Road and the Milwaukee tracks from R -2 and R -5 to B -1 Neighborhood Business or M- Manufacturing. Mr..Rupp reported that the Public Service Company had installed four street lights on Fairview Avenue in Hovland Subdivision. A letter from Mr. Elobison, Inland Sash and Door Co.p requested the 120 Board to permit the use of the storage shed on his property until December 31, 1956. T,ir. Matthews stated the Beard could not grant a request that was I.n violation of ordinances, and the Village Manager was requested to notify I,ir. Llowson that the building must be removed in compliance with the decision of the Board on January 9, 1956. :r. tjinston Parter, writing for "The Committee," asked the Board tc suggest some worthy local project they*miuht support. Trustee Kelley rn guested the Village Manager to write "The Committee" expressing the thanks of the Board for their generous offer; and the proposal be considered later. Kuch and Watson notified the Board by letter that the new sewer system is being improperly used, and they are not resrcnsible for the flolding of basements caused by this improper use. Yx . Rupp, Village Manager, reported Wolf and Company would begin the annual audit May 18, 1956. Subdivisiclll e a� proved, as recommended by the Village Engineer, and rayment be authori_7ed in accordance with the terms of the bond. C_rried unanimously. Approve Viking Sub. Trustee Clark moved, seconded by Trustee Kelley, that the Board concur in the recommendation of the Plan Commission, and approve Viking's Subdivision of Lots 38, 39, 40, 79 and S0, Osterman's Subdivision, on Osterman Avenue. Carried unanimously. Ordinance - No "U" Turns Trustee Clark moved, seconded by Trustee Jaeger, that an ordinance be adopted prohibiting "U" turns in the business district, providing for posting of signs, and sett_ng forth penalties for violations thereof. xdorted by the following vote: Ayes: brown, Clark, Jaeger, Kelley, Meyer (5) Nays: None (0) Crdinrnce - No iarkin Trustee Clark moved, seconded by 'Trustee Jnrger, Forest Ave. - 100 ft. that an ordinance be adopted prohibiting pnrkinr on Forest Avenue for 100 feet north of Deerfield ',.cad. Adopted-by the following vote: Ayes: Brown, Clark, Jaeger, Kelley, Meyer (5) Neys: None (0) Mr. Harold t,,ynkoop, attorney for Davis' Greenwood Park. Subdivision, asked that requirements for storm water drainage in the subdivision be defined, in order that wotk might proceed. Tr?lstee Kelley moved, seconded by Trustee Jaeger, thr-t Trustee Mieyer, the Village Engineer, the Village Manager, and the engineering des -gning the improvement work out the d -tails of design; a report to be made to the Board at the adiourned meeting to be h.c•l.d N.uy 28, 1956. Anprve Zahnle's Sub. The Plan Commission recommended approval of Zah_nle's Subdivision with a L;0' dedication for a future street. Trustee Clark moved, seconded by Trustee Jaeger, that the Board approve Zahnle's Subdivision with a 30 foot street dedication. Carried unanimously.
