The adjourned meeting of the Board of Trustees of the Village of
Deerfield was called to order by the President in the Council Chambers of
the Village Hall on Monday, March 21; 1955 at 7:30 P.M. The Clerk called
the roll a nd reported that the following were
Present: John D. Schneider, President
Fred 0. Dicus
Hubert N. Kelley
Joseph W. King
Raymond T. Meyer
Absent: Eugene-F. Engelhard
Harold W. Wynkoop
and that a quorum was present and in attendance at the meeting.
The Police report for February, showing 13 cases and fines of $47.00
was approved.
The water meter installation policy was tabled for further study.
Trustee King moved, seconded by Trustee Dicus,
Re4olution - Special that a resolution be adopted authorizing fore -
Assessment Foreclosure closure of special assessment liens on Lot 14,
Lot 14, Northwoods Sub. McGuire and Orr's Northwoods Subdivision, with
a guaranteed bid of 50 %. Adopted by the following
vote:
Ayes: Dicus, Kelley, King, Meyer (4)
Nays: None (0)
Trustee Dicus moved, seconded by Trustee Meyer, that payment of $67.73
be authorized to the Citizens' Committee for a Better Deerfield for the
balance of the cost of publication of the Village Plan. Adopted by the
following vote:
Ayes: Dicus, Kelley, King, Meyer (4)
Nays: None (0)
a.Tmstee Dicus moved, seconded by Trustee Kelley, that the Village
I9ianager purchase a stamp "Official Village Plan" to be used on copies of
"A Guide for the Future of Deerfield." Adopted by the following vote:
Ayes: Dicus, Kelley, King, Meyer (4)
Nays: None (0)
It was the consensus of the Board that the Village Manager be author-
ized to negotiate for vacant lots which would permit the extension of
Carlisle Avenue as a secondary street.
Mr. Rupp, Village Manager, stated that School Board #109 had no
desire to deve�,op a school in the northeast quadrant of the Village as
proposed by the Kincaid plan. He was requested to get a letter from the
School Board confirming their verbal report.
Acquisition of the Forke property on Waukegan Road at a quoted price
of $2500 was discussed, plus special assessments and taxes. Trustee Kelley
moved that the Village acquire the Forke property at a cost of $2500 subject
to special assessments and taxes. Motion failed for lack of a second.
The contract with Walsh Construction Company
Walsh Contract for construction of the sewage treatment plants
was discussed at length. Trustee Meyer moved,
seconded by Trustee Dicus, that the Village Attorney notify the Walsh
Construction Company that the Walsh Construction Company is expected to
construct plants and inside road work in accordance with Baxter and Wood-
man's letter of February 15, 1955, accepted by them on February 21, 1955,
and in accordance with Change Bulletin from our engineer dated March 3, 1955
labeled Bulletin N.1S. Adopted by the Collowing vote:

Trustee Meyer moved, seconded by Trustee Dicus,
Authorize bard Contract that the execution of contracts with board
for Roads Brothers for the construction of roads to
the sewage treatment sites be authorized,
work to start as soon as possible. Adopted by the following vote:
Ayes: Dicus, Kelley, King, Meyer (4)
Nays: None (0)
Mr. Arnold Liebling discussed his petition for rezoning property
in Deerfield, and the suit he had filed in connection with his oOtition.
Mr. Matthews stated the Board had accepted and concurred in the report of the
Plan Commission denying his petition}.
Trustee Dicus left the meeting.
Mrs. Willard Loarie discussed the Toll Road, and requested the Board
to send night letters to representatives in the legislature, asking their
support of H.B. 19, appointing a committee to investigate the Toll Road
Commission. The Board agreed to take this action.
There being no further business to come before the meeting, on
motion duly made and seconded, the meeting was adjourned.
