November 15, 1954
The adjourned meeting of the Board of Trustees of the Village of
Deerfield was called to order in the Council Chambers of the Village Hall on
Monday, November 15, 1954 at 7:30 P.M. The Clerk called the roll and reported
that the following were
Present: Fred D. Dicus
Eugene F. Engelhard
Joseph W. King
Raymond T. Meyer
Absent: John D. Schneider, President
Hubert N. Keller
Harold W. Wynkoop
and that a quorum was present and in attendance at the meeting.
Trustee Engelhard moved, seconded by Trustee Dicus, that Trustee King
serve as President pro tem. Motion carried.
Trustee Engelhard moved, seconded by Trustee Meyer,
Resolution - S&le of that a resolution be passed authorizing the sale of
$575.000 G.O. Bonds $575,000 General Obligation Bonds for Sewer Improve-
ment, said resolution having been filed for one week
with the Village Clerkq for public inspection. Adopted by the following vote:
Ages: Dicus, Engelhard, King, Meyer (4)
Nays: None (0)
Trustee Engelhard moved, seconded by Trustee Meyer,
Resolution - Sale of that a resolution be passed authorizing the sale of
$160,000 Revenue Bonds $160,000 Sewerage Revenue Bonds, said resolution
having been on file with the Village Clerk for one
week for public inspection. Adopted by the following vote:
Ayes: Dicus, Engelhard, King, Meyer (4)
Nays: None (0)
Trustee Engelhard moved, seconded by Trustee Meyer,
Authorize Execution of that the President and Clerk be authorized to
$160.000 Llevenue Bonds execute and deliver the $160,000 Sewerage Revenue
Bonds authorized by the ordinance passed by the
President and Board of Trustees on October 26, 1954. Adopted by the following
vote: -
Ayes: Dicus, Engelhard, King, Meyer (4)
Nays: None (0)
Trustee Engelhard moved, seconded by Trustee Meyer,
Ordinance - $575,000 that an ordinance providing for the issuance of
G.O. Bonds Filed $575,000 General Obligation Bonds at an interest
rate of 2J percent, be placed on file with the Vilage
Clerk for public inspection. Adopted by the following vote:
Ayes: Dicus, Engelhard, King, Meyer (4)

Trustee Meyer moved, seconded by Trustee Dicus, I�`Y
Ordinance - Water that an ordinance be passed establishing water rates,
Charges, Regulations regulations and billing procedures. Adopted by the
following vote:
Ayes: Dicus, Engelhard, King, Meyer (4)

Trustee Engelhard moved, seconded by Trustee Meyer,
Forest Park Subdivision that the Forest Park Subdivision be approved subject
Approved to the following conditions: curbs and gutters
throughout the entire subdivision, except on the
north side of Woodvale Road, where a treated wood strip may be used; 3 ft.
carriage walk along the curb on Warrington Road; a 20 ft. wide, 8" macadam base
on the extension of Kenton Road to Cumnor Court; sewer and water as specified
by the Village Engineer; and subject to bond for these improvements being
furnished, with a time limit of three years for completion of said improvements.

Trustee Meyer moved, seconded by Trustee Engelhard,
Approve ImQrovements that the plans and specifications for street improve -
Woodland Manor ments in Woodland Manor be approved subject to the
recommendations of the Village Engineer regarding
curb and gutter, and working out the details of the dedication of Lot 13 for
connection with Linden Avenue, and the vacations of street by owners, the Village
fee for such vacation being waived. Adopted by the following vote:

Ordinance - Subdivision that an ordinance be passed establishing standards
Specifications for of design for subdivision improvements, and setting
Improvements fees for inspection, both of plans and work. Adopted
by the following vote:
Ayes: Dicus, Engelhard, King, Meyer (4)
Nays: None (0)
A letter from the Deerfield Mothers' group was read, requesting the
Board to take action in connection with the violation of the Lake County
Zoning Ordinance by the National Brick Company.
Mr Rupp, Village Manager, discussed the installation of a street
washer in i(illage property on Waukegan.Road.
Purchase or rental of a fronrend loader was discussed. Trustee Meyer
recommended the purchase of a front end loader and a new tractor.
On motion by Trustee Dicus, seconded by Trustee Engelhard, and carried
unanimously, the meeting was adjourned to November 22, 1954 at 7:30 P.M.
