November 8, 1954
The regular meeting of the Board of Trustees of the Village of Deerfield
was called to order by the President in the Council Chambers of the Village Hall
on Monday, November 8, 1954 at 7:30 P.M. The Clerkcalled the roll and reported
that the following were

and that a quorum was present and in attendance at the meeting.
Minutes of the regular meeting held October 11, 1954, and the adjourned
meetings held, October 18, 1954, October 25, 1954 and October 26, 1954, were
approved.
Trustee Wynkoop entered the meeting and was present thereafter.

The Police report submitted by Justice of the Peace
Approve Reports George showing 51 cases, and fines was $420.00 was
approved. The Health report submitted by Hearth
Officer Ester Giss was approved. Both reports were ordered placed:on file.
The report of the Plan Commission was read, recommending
Plan Commission Report the rezoning of the vacant property at the northwest
Rezoning to B-2 corner of Rosemary Terrace and Deerfield Road from
Approved R-6 to B-2. Trustee Kelley moved, seconded by Trustee
Engelhard, that the Board concur in the recommendation
of the Plan Commission, and that an ordinance effecting this rezoning be prepared.
Adopted by the following vote:
Ayes: Dicus, Engelhard, Kelley, King, Meyer, Wynkoop (6)
Nays: None (0)
A letter from Mrs. Willard Loarie, urging united action in protesting the
proposed Toll Roads, was read.
Division of Waterways Permit No. 7766, for the construction of a headwall
at the sewage treatment plant on the West Fork of the North Branch of the Chicago
River, was received and filed.
Trustee Meyer moved, seconded by Trustee Kelley, that
VAriance --Bldg. Code the Board approve the request of Mr. Dey watts for a
variance from the Building Code and permit the install-
ation of a three'inch copper vent stack.
Carried unanimously.
Trustee Engelhard moved, seconded by Trustee King, that
Ordinance Ratifying an ordinance be passed ratifying all acts taken at the )� C
Alts Taken at Adjourned adjourned meetings of the Board of Trustees held on
Meetings October 11, 18 and 26, 1954. Adopted by.the following
vote:

Motion by Trustee Dicus, seconded by Trustee Meyer, that
Bids Opened the offers to purchase bonds authorized by election on
November 6, 1963 and the $160,000 Sewerage Revenue
Bonds authorized by an ordinance passed October 26, 1954, be opened by the Clerk.
Motion carried.
The Clerk thereupon opened And read the offers received and made a record of
them.

Resolution Filed - authorizing the sale of $575,000 general obligation
575,000 G.O. Bonds sewer improvement bonds to Nongard & Co., Mullaney
Wells & Co., F. S. Yantis & Co., Inc., and Robert
Showers in accordance with their offer, a copy of which offer was referred to
and made a part of the resolution; and moved that the resolution be placed on
file with the Village Clerk for public inspection. Seconded by Trustee Meyer.
On roll call, the vote was:

Trustee Engelhard then presented and read a
Resolution Filed - resolution directing the officers of the Village to
Execute Sewerage Revenue execute $160,000 Sewerage Revenue Bonds, designating
Bonds the paying agent therefor and the interest rate, and
moved.that the said resolution be placed on file
with the Village Clerk for public inspection. Trustee Wynkoop seconded the
motion. On roll call, the vote was:

Authorize Return of the c}.ecks of the unsuccessful bidders be returned

Trustee King moved, seconded by Trustee Wynkoop, that
Resolutions - Special resolutions be passed authorizing the foreclosure of
%ssessment Foreclosures special assessments with a guaranteed bid of 50%
on the following properties:
Lot 18, Block 4, Branigar Brothers' Woodland Park, a subdivision in
Section 29, Township 43 North, Range 12, East of the 3rd P.M. in Lake County,
Illinois.

Bids Assessment projects to be received December 10, 1954

Trustee Dicus moved, seconded by Trustee Wynkoop, that
an ordinance be enacted prohibiting the consumption of
Ordinance - Liquor alcoholic liquor in any place or establishment open to
Consumption in Public the public which is not licensed to sell alcoholic
Places liquor for consumption on the premises, and setting
forth penalties for violation of said ordinance.

Collison Employed that Floyd Collison be employed by the Department of
Dept. of Public Works Public Works at a salary of $300 per month, starting

Trustee Dicus moved, seconded by Trustee Neyer, that
School 'Crossing Guard William Behnke be hired as a school crossing guard at
Emploved a salary of $1.25 per hour, effective November 8, 1954.

Rezoning Denied the adoption of an ordinance rezoning to R -2 the three

the Jonquil Terrace - Osterman Avenue area. Motion failed to pass by the following
vote:

Trustee Dicus moved, seconded by Trustee Engelhard, that
Ordinance Cedar Street an ordinance be passed establishing a speed limit of' n
Bridge Speed Limit teiD miles per hour across the Cedat Street bridge,
and setting forth penalties for violations. Adopted by the following vote:

Trustee Meyer moved, seconded by Trustee Engelhard,
Approve Tag Day that permission be given the Association for Retarded
Children to hold a Tag Day in Deerfield on Tuesday,
November 16, 1954.
Carried unanimously.
Trustee Wynkoop moved, seconded by Trustee Engelhard, that the tentative
plat of subdivision submitted by Larry Carr be referred to the Plan Commission.
Carried unanimously.
Approval of Forest Park Subdivision, recommended by the Plan Commission,
was held over to the next meeting.
On motion by Trustee Wynkoop, seconded by Trustee Engelhard, the
meeting was adjourned to Monday, November 15, 1954 at 7:30 P.M.
