A RESOLUTION REGARDING PLANS FOR CLEANING THE
MIDDLE FORK OF THE CHICAGO RIVER
WHEREAS, the Village of Deerfield (Village) over the past decade has spent
millions of dollars to alleviate flooding problems and improve stormwater management
within its corporate limits; and
WHEREAS, the Village has always supported a regional approach to addressing
flooding problems in Southern Lake County, and has demonstrated that position through its
active participation in the Lake County Stormwater Management Commission; and
WHEREAS, the Village was successful in its efforts to get major retention basins
constructed on both the Middle and West Forks of the North Branch of the Chicago River;
and
WHEREAS, these facilities are of minimal value unless the drainage creeks
connecting them are operating to their maximum efficiency; and
WHEREAS, the West Skokie Drainage District has applied for a Federal permit
for work on the 11.9 miles of the Middle Fork of the North ' Branch of the Chicago River;
WHEREAS, a section of this creek, between Deerfield High, School and Deerfield
Road, is within the corporate limits of the Village; and
WHEREAS, no maintenance has occurred on this area of the Middle Fork since
approximately 1976; and
WHEREAS, the condition and conveyance capacity of the channel is reduced due
to the lack of maintenance, thereby increasing the potential for over -bank flooding; and
WHEREAS, the Village, over the years, has played an active role in assuring that
creeks within its borders are maintained in order to operate as designed; and
WHEREAS, the cleaning of other Deerfield creeks has proven beneficial to
effective stormwater management practices.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES,
ILLINOIS, AS FOLLOWS:
SECTION That the Village of Deerfield supports the efforts of the West
ONE: Skokie Drainage District to clean the Middle Fork of the North
Branch of the Chicago River within its jurisdiction.
SECTION That the U.S. Army Corps of Engineers should be the final
TWO: arbitrator in determining the scope of the work in an effort to
balance the need to maximize the capacity of the creek while
minimizing the impact of the cleaning project on adjacent property
owners, and minimizing the impact on ecological environs in and
around the Middle Fork.

SECTION That the application process should proceed in an expeditious
THREE : manner and a decision reached as soon as possible.
SECTION That copies of this Resolution shall be forwarded to the West
FOUR: Skokie Drainage District, the U.S. Army Corps of Engineers, the
City of Lake Forest, and the City of Highland Park.
