AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE
VILLAGE OF DEERFIELD TO ESTABLISH A CLASS L LIQUOR LICENSE FOR
THE RETAIL SALE OR SERVICE OF ALCOHOLIC LIQUOR BY CATERING
SERVICES IN PRIVATE SPORTS RECREATIONAL FACILITIES OF NOT LESS
THAN 45,000 SQUARE FEET IN THE C -2 OUTLYING COMMERCIAL DISTRICT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its
home rule powers, as follows:
SECTION 1: Section 3 -8 ( "Classes of Licenses ") of Chapter 3 ( "Alcoholic Beverages ") of
the Municipal Code of the Village of Deerfield, as amended, be and the same is hereby further
amended to add the following:
CLASS L, Caterer's license for private sports recreational facility. This license
shall authorize the retail sale of alcoholic liquor by the drink and /or the serving of
alcoholic liquor by catering services at private events and other corporate, civic and
charitable events (a "Catered Event ") held in a private sports recreational facility of
not less than 45,000 square feet located in the C -2 Outlying Commercial Zoning
District. The serving of alcohol shall only occur at Catered Events by a licensed
caterer or Outside Caterer. Alcohol shall not be sold or made available on a daily
basis in the private recreational center. The liquor license shall be obtained by the
caterer. The retail sale or delivery of alcoholic liquor pursuant to a Class L license is
expressly subject to the following further conditions:
An Outside Caterer, one holding a liquor license issued by another jurisdiction, may
be licensed pursuant to a Class L license by registering with the Village and
supplying the following information to the Village Manager and Chief of Police for
approval:
a. Location, date, time and host of the Catered Event; and
b. Proof of a valid license for the preparation of food for service of the
licensed premises, issued by the appropriate licensing authority of the
jurisdiction where the applicant's catering business is located; and
Proof of its ability to store, handle, prepare, transport and serve food
in a safe and sanitary manner in accordance with the standards no less
stringent than those imposed by the Village; and
d. Proof of a valid license for the sale of alcoholic liquor issued by the
appropriate licensing authority; and
e. Proof of dram shop insurance; and
f. Proof of completion of a state - certified beverage alcohol sellers and
servers educational and training (BASSET) program or its equivalent
for any person employed by an Outside Caterer as a bartender, server,
or to act as a bouncer or identification checker for the Catered Event;
and
g. Proof of a license or contract to provide catering services for the
Catered Event.
The registration period for each Outside Caterer shall be on a per event basis, with no
event exceeding five (5) consecutive days.
Any person desiring an Outside Caterer registration shall file an application therefore
no less than ten calendar (10) days before the intended date of the event, with the
Village Manager or his designee.
The annual fee for a Class L liquor license shall be $1,000. The annual fee for an
Outside Caterer to serve alcohol in the private sports recreational facility shall be
$100 per day of event.
Every person engaged in the sale of alcoholic liquor as a caterer in the Village shall
keep a record of each event catered by that person. The record shall indicate the
place and time of the event. All such records shall be kept at the caterer's place of
business and available for inspection by any authorized representative of the Village
for at least two (2) years after the event.
A caterer shall sell or provide alcoholic liquor only to the guests at the Catered
Event.
Either the caterer, or an employee of the caterer, shall be present at all times during a
Catered Event where alcoholic liquor is dispensed. The caterer or caterer's
employee shall have on his person a copy of the caterer's liquor license or Outside
Caterer's registration.
It shall be unlawful for any person to be employed by a holder of a Class L License
as a bartender, server, or manager, unless such person obtains certification via an

Alcoholic Beverage Seller and Service Permit or its equivalent to sell or serve
alcoholic beverages.
SECTION 2: That this Ordinance, and each of its terms, shall be the effective legislative act
of a home rule municipality without regard to whether such Ordinance should: (a) contain terms
contrary to the provisions of current or subsequent non - preemptive state law; or, (b) legislate in a
manner or regarding a matter not delegated to municipalities by state law. It is the intent of the
corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance
should be inconsistent with any non - preemptive state law, this Ordinance shall supersede state law
in that regard within its jurisdiction.
SECTION 3: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form as provided by law.
