AN ORDINANCE AUTHORIZING AN AMENDED SPECIAL USE
FOR THE DEERFIELD PUBLIC LIBRARY RENOVATIONS
(DEERFIELD PUBLIC LIBRARY - 920 WAUKEGAN ROAD)
WHEREAS, the Deerfield Public Library (the "Applicant "), the owner of certain property
connnonly known as the Deerfield Public Library building at 920 Waukegan Road and legally
described on Exhibit A attached hereto (the "Subject Property"), has petitioned the Village of
Deerfield pursuant to Article 7.02 -C, Article 7.06 -13 and Article 13.11 of the Zoning Ordinance of
the Village of Deerfield for approval of an amendment to the Special Use for the Subject Property in
the P -1 Public Lands District to authorize and permit certain additions, renovations and site
modifications to the Deerfield Public Library building and property generally consisting of an
additional 11,950 square feet of building area on the east and west sides of the existing building, a
new lobby and main building entrance, modifications to the Waukegan Road driveway access to the
site, new parking lot improvements, a modification to allow a 5 -foot high fence at the north property
line in lieu of the required 7 -foot fence and a waiver for landscape screening at the west parking lot
facing Jewett Park (collectively referred to herein as the "Deerfield Public Library Renovations ");

WHEREAS, the Plan Commission of the Village of Deerfield held a public hearing on July
14, 2011 to consider said application, said hearing being held pursuant to public notice and
conforming in all respects, in both manner and form, with the requirements of the statutes of the
State of Illinois and the Zoning Ordinance of the Village of Deerfield; and,
WHEREAS, the Plan Commission of the Village of Deerfield, after considering the
testimony, documentary evidence and supporting materials offered at said public hearing, filed its
report with the President and Board of Trustees containing its written findings of fact and
recommendations that the Deerfield Public Library Renovations be authorized pursuant to Article
7.02 -C, Article 7.06 -B and Article 13.11 of the Zoning Ordinance of the Village of Deerfield as an
amendment to the Special Use for the Subject Property in the P -1 Public Lands District; and,
WHEREAS, the President and Board of Trustees of the Village of Deerfield have
determined that the best interests of the Village will be served by the authorization and approval of
the Deerfield Public Library Renovations as an amended Special Use, including a modification to
allow a 5 -foot high fence at the north property line of the Subject Property in lieu of the required 7-
foot fence and a waiver for landscape screening at the west parking lot facing Jewett Park, all to the
extent provided herein;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in
the exercise of its home rule powers, as follows:
SECTION 1: That the above and foregoing recitals, being material to this Ordinance, are
hereby incorporated and made a part of this Ordinance as if fully set forth herein.
SECTION 2: That the President and Board of Trustees do hereby affirmatively find that the
proposed Deerfield Public Library Renovations, hereby authorized as an amended Special Use of the
Subject Property in the P -1 Public Lands District, fully complies with the requirements and
standards for special uses and modifications set forth in Article 7.02 -C, Article 7.06 -B and Article
13.11 of the Zoning Ordinance of the Village of Deerfield.

SECTION 3: That the President and Board of Trustees of the Village of Deerfield do hereby
authorize and approve the Deerfield Public Library Renovations, as more fully described in the
supporting materials incorporated as part of Exhibit B to this Ordinance, including but not limited to,
additions, renovations and site modifications to the Deerfield Public Library building, and property
consisting of an additional 11,950 square feet of building area on the east and west sides of the
existing building, a new lobby and main building entrance, modifications to the Waukegan Road
driveway access to the site, new parking lot improvements, a modification to allow a 5 -foot high
fence at the north property line in lieu of the required 7 -foot fence, and a waiver for landscape
screening at the west parking lot facing Jewett Park (collectively referred to herein as the "Deerfield
Public Library Renovations "), all as an amendment to the Special Use previously approved for the
Subject Property in the P -1 Public Lands District pursuant to Article 7.02 -C, Article 7.06 -B and
Article 13.11 of the Zoning Ordinance of the Village of Deerfield, subject to the conditions and
restrictions set forth in Section 4 hereof.
SECTION 4: That the approval and authorization of said amended Special Use is granted
subject to the following additional conditions, regulations and restrictions:
(i) The construction, development, maintenance and use of the Deerfield Public Library
Renovations shall be in accordance with the site plans, floor plans, elevations, landscape
plans, engineering plans and supporting materials attached hereto and made a part of this
Ordinance as Exhibit B hereof, and with all representations made and submitted by the
Applicant to the Plan Commission and to the President and Board of Trustees.
(ii) Library employees shall be required to park off -site.
(iii) Compliance by the Applicant with all other applicable provisions of the Zoning
Ordinance of the Village of Deerfield.
SECTION 5: That the amended Special Use as hereby authorized shall be binding upon and
inure to the benefit of the Applicant and to Applicant's successors, grantees, transferees and assigns,
and any violation of the conditions herein set forth by the Applicant or its successors, grantees,

transferees or assigns shall authorize the revocation of the amended Special Use as hereby
authorized.
SECTION 6: That this Ordinance, and each of its terms, shall be the effective legislative act
of a home rule municipality without regard to whether such Ordinance should: (a) contain terms
contrary to the provisions of current or subsequent non - preemptive state law; or, (b) legislate in a
manner or regarding a matter not delegated to municipalities by state law. It is the intent of the
corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance
should be inconsistent with any non - preemptive state law, this Ordinance shall supersede state law
in that regard within its jurisdiction.
SECTION 7: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form as provided by law.

GEWALT HAMILTON ASSOCIATES, INC. (GHA) has conducted a traffic and parking impact
study for the above referenced project. The following details our analysis and
recommendations. All referenced exhibits are contained in the Appendix. Site photos
are found in the Addendum.
As proposed, the existing library building (Site) will be expanded to include a 11,950
square foot expansion to the existing 33,238 square foot building. Upon completion the
new building will be 45,188 gross square feet.
The library currently employs a staff of 45 employees of which a maximum of 36 are
there at any one time on a weekday. On Saturday there are only 18 employees working.
The primary areas for the expansion would include more space for reading and study
rooms, the children's department, reference area, and classroom space. Much of this
space is already required and overcrowded. Accordingly, use of it will not necessarily
mean a totally new increase in traffic or parking demand. However for purposes of a
conservative evaluation this additional square footage was evaluated as totally "new ".
The building is situated at the north end of an "institutional" campus that includes the
Village Hall, the Park District headquarters, the First Presbyterian Church, Jewett Park,
and public and private parking lots. Consequently much of the traffic and parking activity
is shared. Circulation and access requires use of lots to the rear as well as Jewett Park
Drive, public roadway.
Accordingly this study focuses on traffic circulation and parking within the broader
context of the campus. The exhibits and analysis pertain to an assumption of sharing

Scope of Study
The dynamics of the site as part of a campus of institutional uses, as well as the
proposed addition, require a study of the following seven key issues:
• What are the new traffic and parking demands
• Who parks in the library areas at peak times
• Access from Waukegan Rd.
• Site and campus circulation
• New parking demands
• Shared parking opportunities within the site and the campus
• Alternate parking areas for the employees of the library
The scope of the study includes a collection of existing data including traffic and
parking; a review of previous actions by the Village Board and Committees; a review of
the current site conditions and circulation; identification of parking operations and
shared parking with the Park District and Village; new traffic and parking demands by
virtue of the site plan; and new access location and its operations.
Part 2. Existing Conditions
The site is situated along Waukegan Rd. (II 43) north of Deerfield Rd. and south of the
signalized intersections at both Hazel Ave. and Elder Ln. At the site Waukegan Rd. has
two travel lanes in each direction with no exclusive turn lane at the library entrance. The
speed limit in the site vicinity is posted at 30 miles per hour. Access to the site is via a
single inbound access drive along Waukegan Rd. and also from a shared driveway
along the west side that connects the Village Hall and Park District facilities. Land uses
in the area include multifamily housing immediately north and east, the Village Hall
complex immediately south, and the Jewett Park District athletic fields to the west.
The library is open seven days per week during the following hours:
• Monday — Thursday 9AM — 9PM
• Friday 9AM - 6PM
• Saturday 9AM — 5 PM
• Sunday 1 PM - 5PM
Tables 1 and 2 on the next page show the results of data collected by the library. The
results indicate that the peak day of operations (number of patrons) to be Monday and
the weekday peak hour of operation to be 5PM.

Field Observations and Data Collection
GHA conducted field observations and collected relevant data pertinent to the
pedestrian, parking, circulation and access issues. This included the following:
✓ General roadway operations along Waukegan Rd
✓ Morning, evening, and Saturday peak hour counts at the library access drives.
✓ Pedestrian counts on the library property.
✓ Discussions and data collection from the Village of Deerfield, the library, the Park
District.
✓ General observations of traffic and pedestrian flow during busy hours
✓ Parking counts in the library lot as well as all neighboring campus lots.

These exhibits show the results of traffic and pedestrian counts summarizing the peak
hours of operations of vehicles and pedestrians. Table 3 below shows the comparison:

Saturday they were performed from 10AM to 3PM. The intent was to capture both the
peak hour of the arterial street (Waukegan Rd.) as well as the library drive. The results
indicate that in the morning the street and library peak hours are one hour apart
reflecting on street "rush hour" and later library opening. However during the 8AM to
9AM time period the library drive was also busy. Since the library doesn't open until 9
AM this indicates the fact that a good part of the driveway traffic at this time was cut
through or traffic dropping off children for the Park District camps. During the evening
the library traffic peaked one hour earlier (3PM — 4PM) than the street. On Saturday it
was identical at 10AM.
Pedestrian hourly traffic was significant during the evening and Saturday peak periods.
It was heaviest at the front door moving into the north parking field — a factor that in
large part drove the new traffic circulation design.

Loading and refuse pick up is done at the rear of the property or through the rear door.
The library indicates that most daily deliveries are by Fed Ex or UPS type vehicles
(single unit type truck or smaller). Refuse is operated by the Village contract and
location at the rear. These deliveries and services will not change with the new
addition.
Site aisle widths and curb radii were tested, designed and approved by the Village Fire
Department.
Parking
Exhibits 4 and 5 Parking Areas and Occupancies
Currently the site contains 77 surface parking spaces including 2 ADA spaces. Of these
48 are located directly north of the building, 22 are located to the west adjacent to the
Park District athletic fields, and 7 are located on the south side of the building adjacent
to 7 spaces owned by the Village of Deerfield. Note: The property line runs through a
space along the west side of the property and was included in this calculation.
Parking occupancy counts were performed on Saturday April 30 from 9AM to 9PM, and
Wednesday May 4 during the same hours. Although parking on the site is at times fairly
heavily utilized, our counts for both a weekday and Saturday indicate that there is still
remaining spaces - clearly within the context of acceptable standards (below 80%
occupied). However recognizing the fact that the addition will add approximately 33%
more space to the building and a proportional new demand (explained further in Part 3),
we surveyed the entire campus area to the south including the Village Hall, church and
Village public lot along Deerfield Rd. for "shared parking" opportunities. The areas
surveyed, as well as the current number of occupied spaces by lot and times, are
shown on Exhibits 4 and 5. The following are key findings:
• The heaviest times for parking demand on a weekday are between 2PM and
8PM. The peak demand occurred at 4PM when 56 spaces or 75% of the library
lot was occupied.
• Between 2PM and 8PM on a weekday the available spaces in the adjacent
Village lot (non police) ranged from a low of 26 to a high of 53 spaces.
• The heaviest times on a Saturday occur between 12PM and 4PM. The peak
demand was at 2PM when 66 spaces or 88% of the spaces are occupied.
• Between 12 PM and 4PM on a Saturday the available spaces in the adjacent
Village lot ranged from 47 — 54 spaces. These spaces can be used for library
overflow if necessary.
The overall peak parking demand rate during the busiest time of the library (Saturday at
4PM) is 1.99 (used 2.0 for evaluation) spaces per 1000 square feet.

Part 3. Evaluation
TRAFFIC
Exhibits 6 and 7 New Site Traffic and Total Traffic
New site traffic was estimated using two methods both of which would be acceptable
methodologies:
1. An extrapolation of the existing total traffic in and out of the site factored at 133%
(33% building increase). This is the approximate ratio of the new addition to the
existing building size.
2. As a comparison we also calculated projected new traffic based on the Institute
of Transportation Engineers (ITE) surveys for libraries.

turn lane total traffic at the busiest time will result in approximately one left turn every
1.5 minutes. During these busier peak hours vehicles turning left into the site (total of
approximately 1 every 90 seconds) could block traffic behind them. However, gaps from
the signals to the north (Hazel Ave. and Elder Ln.) will create gaps for the vehicles to
turn. Accordingly any delays should be primarily during peak hours such as Saturday
midday and evening rush hour.
Parking
Based on the observed library peak parking rate (2.0 per 1000 square feet on a
Saturday) the total demand for the entire new building would be 90 spaces. This is a
demand rate and includes employees. The Village requires 1 space per 800 square feet
or a total of 56 spaces. The new site will have 65 spaces. The new site will meet Village
code requirements.
However the library is not hiring any additional staff which is part of the current demand.
Of the 36 staff currently working on a weekday, an estimated 27 of them drive and
would require parking spaces. On a Saturday, 15 drive and require parking spaces
(based on library survey data). If employees were moved to an offsite location the rate
on a weekday would be only approximately 1.0 space per 1000 square feet for patrons.
On a Saturday it would only be approximately 1.5 spaces per 1000 square feet.
On a Saturday, using these demand rate numbers, even during the worst peak demand
period, this would mean that 68 spaces would be required without accounting for staff
(1.5 x 45.1 KSF — new building size). Once again, this calculation is without staff parking
demands as explained above. The resulting demand is very close to the number
supplied (65 spaces). If employees were not relocated the new plan would need to
accommodate the existing Saturday staff load of 15 spaces and result in a total on site
demand of 83 spaces. Therefore there would not be adequate "on site" parking unless
employees are moved.
On a weekday the calculated rate is approximately 1.0 without staff. This would result in
a 44 space demand for the new building with the addition, plus the staff load of 27
employees or 71 spaces required. If employees were moved there would be adequate
parking on a weekday. If not, there is a shortage
During winter months and in accord with general parking standards, available parking
spaces should be factored to 90% to account for those lost with snow or not having
persons continuously circulate the lot to find a space. That would reduce the available
parking spaces even further.
As indicated further in our recommendations, the site plan can work if it implements a
plan that utilizes offsite parking for staff, as well as "sharing" the Village spaces to the
south during the busy hours. The nearest spaces are to the south are in Village lots.
However, recognizing the fact that Park District employees now park in the Village

owned lot along Deerfield Rd., it may be advantageous (due to proximity) to have library
employees park in the Park District spaces along Hazel Ave. Further discussion follows.
Circulation
Location of the new access drive to the north side of the property improves circulation
and safety for pedestrians. Incoming vehicles from the street will be separated from the
front door of the library and pedestrians. Those entering from the westerly drive or from
the north aisle and turning in front of the building will turn right from a stop sign
controlled intersection or traveling at slower speeds.
Part 4. Conclusion and Recommendations
The library works very well as part of the campus for access, circulation, and especially
shared parking. Parking can work if employees are relocated and the library is allowed
to "share" with the plentiful spaces to the south during busy times. Logically this
relocation would be for both weekdays and Saturday. However, Saturday is the most
critical time as the library is busiest. During some peak athletic season (baseball) the
spaces on the west side of the village property fill rather quickly. These could overlap for
a time during the peak hour on Saturday at which time library parkers would need to
park further away. However, as indicated above the parking demand from the new
addition is a conservative estimate and it is apparent to us that the overflow will be only
during infrequent times. Once again it should be emphasized that shared parking is
available on the campus and most times proximate to the library. One example is the
Hazel St. lot and also further south in the Village lots.
Likewise traffic and circulation will improve if controlled and signed appropriately. The
location of the book drop off should not adversely affect the traffic flow as this activity is
rather infrequent and the location has been moved to a more direct east -west drive aisle
per recommendations from the Plan Commission. The drive aisle next to the drop box is
20 feet wide and will allow for bypass if necessary.
Specific recommendations follow:
Parking
1. Move all employees offsite to adjacent nearby lots. This is needed on both weekdays
and Saturday. Although weekdays are not as busy there are more employees parked.
Consequently, with the new addition parking will be short and requires this relocation or
sharing. Currently the furthest south lot (Lindeman's pharmacy lot) has plentiful parking
available. However the Park District Hazel Ave. lot is nearby and may afford a better
opportunity for library employees. It is noted that Park District employees currently park
in the Village lot along Deerfield Rd. Moving the employees is essential.

2. Continue with current signage of "Library Parking" but remain cognizant of the fact
that the area is campus oriented and shared parking is encouraged. Our observations
show Park District athletic field users parking in the library lot.
3. Monitor shared operations during the infrequent very busy times for spaces to the
south.
Traffic and Site Circulation
1. The driveway can be relocated to the north as shown. This was confirmed with
IDOT. Appropriate signage is required to control inbound and outbound
moments.
2. The first space on the north side next to the Waukegan Rd. entrance has been
removed per our recommendations. This is to allow for a small queue if someone
is entering the same time someone is backing out.
3. The north -south drive aisle should be under stop sign control at its intersection
with the Waukegan Road access drive.
4. The north -south westerly drive aisle should be under stop sign control (both
approaches) at its intersection with the east -west drive aisle that runs in front of
the building.
5. The drive aisle widths are sufficient to accommodate the parking configuration.
6. Signage should be erected to instruct drivers picking up patrons to proceed to the
furthest point east in front of the library.
In conclusion, with the implementation of these recommendations the site plan should
work efficiently to accommodate the new library addition. The value of shared parking
as discussed will work and also presents a sustainable plan that avoids constructing
new paved parking areas as well as a respect for limited financial resources.

ORDINANCE NO. 0 -11 -32
AN ORDINANCE AUTHORIZING AN AMENDED SPECIAL USE
FOR THE DEERFIELD PUBLIC LIBRARY RENOVATIONS
( DEERFIELD PUBLIC LIBRARY - 920 WAUKEGAN ROAD)
WHEREAS, the Deerfield Public Library (the "Applicant "), the owner of certain property
commonly known as the Deerfield Public Library building at 920 Waukegan Road and legally
described on Exhibit A attached hereto (the "Subject Property"), has petitioned the Village of
Deerfield pursuant to Article 7.02 -C, Article 7.06 -13 and Article 13.11 of the Zoning Ordinance of
the Village of Deerfield for approval of an amendment to the Special Use for the Subject Property in
the P -1 Public Lands District to authorize and permit certain additions, renovations and site
modifications to the Deerfield Public Library building and property generally consisting of an
additional 11,950 square feet of building area on the east and west sides of the existing building, a
new lobby and main building entrance, modifications to the Waukegan Road driveway access to the
site, new parking lot improvements, a modification to allow a 5 -foot high fence at the north property
line in lieu of the required 7 -foot fence and a waiver for landscape screening at the west parking lot
facing Jewett Park (collectively referred to herein as the "Deerfield Public Library Renovations ");
and,
WHEREAS, the Plan Commission of the Village of Deerfield held a public hearing on July
14, 2011 to consider said application, said hearing being held pursuant to public notice and
conforming in all respects, in both manner and form, with the requirements of the statutes of the
State of Illinois and the Zoning Ordinance of the Village of Deerfield; and,
WHEREAS, the Plan Commission of the Village of Deerfield, after considering the
testimony, documentary evidence and supporting materials offered at said public hearing, filed its
report with the President and Board of Trustees containing its written findings of fact and
recommendations that the Deerfield Public Library Renovations be authorized pursuant to Article
7.02 -C, Article 7.06 -13 and Article 13.11 of the Zoning Ordinance of the Village of Deerfield as an
amendment to the Special Use for the Subject Property in the P -1 Public Lands District; and,
WHEREAS, the President and Board of Trustees of the Village of Deerfield have
determined that the best interests of the Village will be served by the authorization and approval of
the Deerfield Public Library Renovations as an amended Special Use, including a modification to
allow a 5 -foot high fence at the north property line of the Subject Property in lieu of the required 7-
foot fence and a waiver for landscape screening at the west parking lot facing Jewett Park, all to the
extent provided herein;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in
the exercise of its home rule powers, as follows:
SECTION 1: That the above and foregoing recitals, being material to this Ordinance, are
hereby incorporated and made a part of this Ordinance as if fully set forth herein.
SECTION 2: That the President and Board of Trustees do hereby affirmatively find that the
proposed Deerfield Public Library Renovations, hereby authorized as an amended Special Use of the
Subject Property in the P -1 Public Lands District, fully complies with the requirements and
standards for special uses and modifications set forth in Article 7.02 -C, Article 7.06 -13 and Article
13.11 of the Zoning Ordinance of the Village of Deerfield.

SECTION 3: That the President and Board of Trustees of the Village of Deerfield do hereby
authorize and approve the Deerfield Public Library Renovations, as more fully described in the
supporting materials incorporated as part of Exhibit B to this Ordinance, including but not limited to,
additions, renovations and site modifications to the Deerfield Public Library building and property
consisting of an additional 11,950 square feet of building area on the east and west sides of the
existing building, a new lobby and main building entrance, modifications to the Waukegan Road
driveway access to the site, new parking lot improvements, a modification to allow a 5 -foot high
fence at the north property line in lieu of the required 7 -foot fence, and a waiver for landscape
screening at the west parking lot facing Jewett Park (collectively referred to herein as the "Deerfield
Public Library Renovations "), all as an amendment to the Special Use previously approved for the
Subject Property in the P -1 Public Lands District pursuant to Article 7.02 -C, Article 7.06 -B and
Article 13.11 of the Zoning Ordinance of the Village of Deerfield, subject to the conditions and
restrictions set forth in Section 4 hereof.
SECTION 4: That the approval and authorization of said amended Special Use is granted
subject to the following additional conditions, regulations and restrictions:
(i) The construction, development, maintenance and use of the Deerfield Public Library
Renovations shall be in accordance with the site plans, floor plans, elevations, landscape
plans, engineering plans and supporting materials attached hereto and made a part of this
Ordinance as Exhibit B hereof, and with all representations made and submitted by the
Applicant to the Plan Commission and to the President and Board of Trustees.
(ii) Library employees shall be required to park off -site.
(iii) Compliance by the Applicant with all other applicable provisions of the Zoning
Ordinance of the Village of Deerfield.
SECTION 5: That the amended Special Use as hereby authorized shall be binding upon and
inure to the benefit of the Applicant and to Applicant's successors, grantees, transferees and assigns,
and any violation of the conditions herein set forth by the Applicant or its successors, grantees,

transferees or assigns shall authorize the revocation of the amended Special Use as hereby
authorized.
SECTION 6: That this Ordinance, and each of its terms, shall be the effective legislative act
of a home rule municipality without regard to whether such Ordinance should: (a) contain terms
contrary to the provisions of current or subsequent non - preemptive state law; or, (b) legislate in a
manner or regarding a matter not delegated to municipalities by state law. It is the intent of the
corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance
should be inconsistent with any non - preemptive state law, this Ordinance shall supersede state law
in that regard within its jurisdiction.
SECTION 7: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form as provided by law.
