ORDINANCE NO. 0 -04 -69
AN ORDINANCE ESTABLISHING THE DEERFIELD
COMMUNITY RELATIONS COMMISSION
WHEREAS, the Deerfield Human Relations Commission and the Deerfield Youth
Commission have overlapping responsibilities to study and recommend actions to foster better
relations within the Deerfield community; and,
WHEREAS, the corporate authorities of the Village of Deerfield have determined that it
would be in the best interests of the Village of Deerfield to vest the responsibility for fostering better
community relations within a single advisory commission;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in
the exercise of its home rule powers, as follows:
SECTION 1: That Section 2 -156 (Establishment; Number of Members) of Article 12
(Special Purpose Boards and Commissions) of the Municipal Code of the Village of Deerfield be and
the same is hereby amended to repeal subsection (a)(2) thereof establishing the Youth Commission,
to repeal subsection (a)(3) thereof establishing of the Human Relations Commission, and add new
subsection (a)(2) thereto establishing the Community Relations Commission as a special purpose
commission within the Village with the responsibility to foster better community relations. Section
2- 156(a) of Article 12 of the Municipal Code of the Village of Deerfield be and the same is hereby
amended to read as follows:

(a) There are hereby established the following special purpose boards and
commissions within the village:
(1) Safety commission - 7 members
(2) Community relations commission - 7 members
(3) [Repealed]
(4) Environmental commission - 7 members
(5) Manpower commission - 5 members
(6) Village center district development and redevelopment
commission - 9 members
(7) Energy and recycling commission - 7 members
(8) Appearance review commission - 5 members
(9) Deerfield cemetery commission - 3 members
(10) Deerfield cable and telecommunications commission
- 9 members
(11) Fine arts commission - 7 members
(12) Family Days commission - 9 members
SECTION 2: That Section 2 -158 (Duties and Functions) of Article 12 (Special Purpose
Boards and Commissions) of the Municipal Code of the Village of Deerfield be and the same is
hereby amended to delete subsection (a)(2) thereof entitled Human Relations Commission, and to
delete subsection (a)(5) thereof entitled Youth Commission.
SECTION 3: That Section 2 -158 (Duties and Functions) of Article 12 (Special Purpose
Boards and Commissions) of the Municipal Code of the Village of Deerfield be and the same is
further amended to add a new subsection (a)(2) entitled Community Relations Commission, which
shall read as follows:
(2) Community Relations Commission:
(A) Establishment and Purpose: A Community Relations
Commission established to foster and promote understanding, mutual
respect, cooperation and positive relations between and among all
residents of Deerfield regardless of age, economic status, race,
religious affiliation and ethnic origin for the purpose of promoting
increased participation in all aspects of community life and a sense of
shared community among all residents.

(B) Membership and Terms of Appointment: Initially, the
Community Relations Commission shall consist of the presently
appointed and serving incumbent members of the Youth Commission
and of the Human Relations Commission. Upon resignation or
failure to reappoint and qualify of any of such incumbent members,
the authorized membership of the Community Relations Commission
shall be reduced by one (1) until the number of members is seven (7).
Thereafter, the Community Relations Commission shall consist of
seven (7) members appointed pursuant to Section 2 -157 of this
Article. All appointments shall be for a period of three (3) years as
provided in section 2 -157 of this chapter.
(C) Functions and Duties: The Community Relations
Commission shall act in an advisory capacity to the President and
Board of Trustees. In furtherance thereof, the Community Relations
Commission shall have the following functions and duties:
(1) Study and recommend means of developing better
relationships among all residents of Deerfield, regardless of
age, economic status, race, religious affiliation and ethnic
origin, with respect to housing, education, employment,
recreation, health and other community activities.
(2) Identify and evaluate the social, recreational and
development needs of Village youth, and recommend
programs and services to encourage and develop active and
responsible participation by young residents in all aspects of
community life.
(3) Assist residents to discover, develop and promote
opportunities for residents to gather together, contribute,
volunteer and participate in neighborhood and community
events and services.
(4) Cooperate with and enlist the aid of other
commissions, organizations, schools, religious institutions,
service organizations and neighborhood and civic groups in
promoting good will and understanding among the residents
of the community.
(5) Cooperate and participate with state and local
governmental agencies and communities when it deems such
action appropriate in carrying out the purpose of the
commission.

(6) Initiate and conduct such educational or
informational programs which it believes will further the
purpose and objectives of the Commission.
(7) Award Village assistance to senior residents of the
Village in accordance with eligibility criteria, budgetary
parameters and application and review procedures approved
by the Village for the grant of such assistance.
(8) Initiate and approve honors or awards for persons,
firms or entities that serve or advance understanding, mutual
respect, cooperation and positive relations between and
among residents of Deerfield
(D) Meetings: The Commission may meet as necessary,
but shall meet at least once during each fiscal year.
(E) Staff Liaison: The Village Manager shall designate a
staff member who shall attend Commission meetings and hearings,
prepare minutes thereof, and assist the Commission in the
performance of its functions and duties.
SECTION 4: That paragraph (b) of Section 2 -160 (Definitions) of Article 13
(Discrimination in the Sale and Leasing of Real Estate) of Chapter 2 (Administration) of the
Municipal Code of the Village of Deerfield be and the same is hereby amended to read as follows:
(b) "Commission" or "Community Relations Commission" means the
Deerfield Community Relations Commission as established in Article 12 of
this Chapter.
SECTION 5: That Section 2 -163 (Additional Powers and Duties of the Human Relations
Commission) of Article 13 (Discrimination in the Sale and Leasing of Real Estate) of Chapter 2
(Administration) of the Municipal Code of the Village of Deerfield be and the same is hereby
amended to delete all references to "Human Relations Commission" and to insert "Community
Relations Commission" in place thereof.

SECTION 6: That this Ordinance, and each of its terms, shall be the effective legislative act
of a home rule municipality without regard to whether such Ordinance should: (a) contain terms
contrary to the provisions of current or subsequent non - preemptive state law; or, (b) legislate in a
manner or regarding a matter not delegated to municipalities by state law. It is the intent of the
corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance
should be inconsistent with any non - preemptive state law, this Ordinance shall supersede state law in
that regard within its jurisdiction.
SECTION 7: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form as provided by law.
