I have a copy of and have read your Ordinance #88 -79 -2 and
wish to state the following:
I am firmly against the passage of your ordinance, banning
the manufacture and sale of guns within the confines of
Deerfield, Illinois.
My opposition stems from the fact that your ordinance will
force me into disobedience of the law within Deerfield.
My family and I have lived in Deerfield for twenty three
(23) years and I have been active in community projects over
a period of years. I have served on the Village Center
Development Commission, and have been active in numerous
other ways to improve our village. I am currently President
of the Deerfield - Lincolnshire Rotary Club and I am sure I
need not elucidate the many projects the Rotary Club has
accomplished for the betterment of our village.
I own several long guns that I use in my sport of trap
shooting. I find shooting to be very relaxing and a useful
method of stemming the daily tensions of my occupation.
Currently I am selling one of my guns and have just ordered
a new one, both of which will make me a criminal in you
eyes.
I personally know of twenty (20) other individuals living in
Deerfield that own long guns and look upon your ordinance as
I do. Eight (8) of the twenty (20) are personal friends of
mine, and they too have been very active in community
projects.

Passage of your ordinance leaves me only one alternative to
becoming a criminal, that is to move my family from
Deerfield to a village that is more realistic with their
laws.
If you are trying to keep criminals from obtaining guns,
your ordinance will not accomplish its goal. You will
merely be creating criminals.

I attended the council meeting last Monday and was somewhat dismayed by the
attendance. The room appeared to be packed with a group organized to oppose the ban
on gun sales and manufacture in Deerfield. It is unclear as to the number of people in
that group who were actually from Deerfield. This type of scene is all too common
today and points to a basic flaw in our implementation of the democratic process.
When small, well funded radical groups organize to oppose an issue, the issue is all too
often decided on the amount of noise that is produced and the number of dollars that
are passed out. Democracy is based on the premise of one person - one vote, not one
decibel - one vote or one dollar - one vote.
I predict that the response to the request for written opinions on this icslie will be
weighted in opposition to the ban. This would not be surprising considering the
extremely well organized efforts of the pro -gun groups. In addition, the only people
who heard your request were those who attended the meeting. There must be a better
way to solicit the opinions of the populace, short of an election.
In discussing this issue over the years with my acquaintances, my consensus is that
there is an overwhelming majority of people who favor some form of gun control.
This view appears to have been upheld in the many public opinion polls that have been
taken on this subject. Yet, the U.S. Congress and the Illinois Legislature both recently
defeated bills that were designed not to limit the availability of guns but only to allow
the authorities to be better able to make sure the wrong people were not getting guns.
These bills were defeated based on the decibels and dollars of the pro -gun lobby and
not on the apparent majority opinion of the people. Is it and, surprise that those who
favor gun control do not turn out to express their opinions at your meeting? These
people feel that they are wasting their time going up against the NRA. I am inclined
to agree, but am idealistic enough to believe that my voice will be heard nevertheless.
My wife and I are very, much opposed to the availability of guns in our society.
The arguments for both sides have been made until everyone must be sick of hearing
them. Based on all of the arguments that I have heard over the years that I have been
listening, the only sensible course of action is to severely limit the number of guns and
the people who are permitted to have them. The shocking statistics, the experiences in
Gt scr countrics, unu ,just F!-: -n common sense support this point of view.
Please show everyone that democracy is alive and well and cannot be outshouted or
bought in Deerfield. Vote FOR the ban on gun sales and manufacture. If then you
wish to consider even more stringent controls on guns in Deerfield, you can count on
us to be in favor of them as well.

I have been a resident of Deerfield for the past fifteen years. I would like to
see Deerfield continue to be the peaceful and supportive community that I
have come to know and to depend on.

step in keeping Deerfield free of the potential for violence that is inherent

Dear Mr. Bernard:
I am writing to communicate to you my concerns and those of
many of our members who live in Deerfield, about the legislation
now under consideration by you and members of the Council banning
the manufacture and sale of all firearms in Deerfield.
Though it is clear that possession of firearms would not be
affected by such an action, it would remove the ease of access
that is now fostered by lack of restrictions in Deerfield. I
believe only one vendor would be affected - -and it is a small part
of their total business. The act would be a symbolic one,
sending a message to the community you serve that the acquisition
of all firearms is a serious business, not to be conducted with
the same casual manner that pertains to the sale of jewelry,
appliances, furniture - -the other kinds of things that are readily
available at this vendor's store.
If firearms are to be acquired and possessed by residents of
our city, I believe they should be treated on a higher level of
care and responsibility than now is followed. I urge you to pass
the legislation you are considering.

Dear Mr. Mayor:
As a resident of the Village of Deerfield for more than twenty years, l am
extremely upset by the proposed gun ban ordinance. Guns and shooting have
been my hobby for some fifty -five years now, and I think that it is rather
ludicrous to deprive me and many other local shooters and collectors of
their right to collect and to shoot guns in a safe and sane manner, because
of an act being proposed in haste.
Recently speaking with the Village Manager, Mr. Bob Franz, I told him that I
was very seriously thinking of removing my domicile from within the confines
of the Village of Deerfield. This is not a statement that I make lightly,
because I have lived in the same home on Crestview Drive for the past twenty
years. Moving from your home is also something that you don't do in haste.
My leaving Deerfield will be of no great loss to the Village, although in
all the time that I have been here, I spent twenty -two years with the local
Rotary doing everything I possibly could for community service and to assist
in community projects.
I have now reached that time in my life where I think I am entitled to spend
whatever time I want in relaxation and the pursuit of my hobby.
I guess what I am trying to say, Bernie, is please don't pass this
repressive law. You would be making a criminal out of me and many other
people. It is our custom and right to buy, trade or sell among one another
various firearms that we momentarily tire of. As I said before, this type of
action would cause me to seriously consider immediately moving to a City or a
Village where repressive actions such as these are not contemplated. I don't
believe that if the citizens of Deerfield were given the opportunity to vote
on this proposed ordinance, through a referendum that would ban hand guns,
that you would get any kind of a positive response, because in all of my
time associated in the Village of Deerfield since 1939, 1 can think of only
one incident where a gun was used in the commission of a crime, and that was
the late Mr. Wytula, who was dispatched by a very irritated homeowner,
because he believed he had been cheated.
Your consideration of these facts would be greatly appreciated by myself and
all the other shooters, collectors and homeowners. Thank you for your time.

Thank you for publicly extending the opportunity for private
citizens to write to you. We have tried to attend the past two
meetings, but one of us works every Monday evening and the other
must stay home with our baby. Based on the descriptions of those
meetings in the Deerfield Review, we doubt our voices would have
been heard in any event.
We are strongly in favor of the ban on the manufacture and
sale of firearms in Deerfield. Laurie Dann's shooting spree in
Winnetka last spring brought home a clear point: there are many
emotionally unstable people who can buy a gun and use it on a
mere whim. We believe that even here on the quiet, affluent
North Shore, some people cannot handle the everyday pressures of
life and choose violence to express their anger and frustration.
It seems much easier to purchase a gun than to find psychological
counseling (and cheaper, too).
We also support the resolution for the IACP's position on
handgun control. Perhaps if enough communities favor this
position, it will become law. Then we may not have to witness
another tragedy like Nick Corwin's untimely death.

To Mayor Bernard Forest and the members of the Deerfield Village
Board:
At the last village board meeting, those of us in attendance were
denied the right to vocally voice our opinions on the resolution
and ordinance concerning firearm restrictions. Mayor Forest
decreed that all objections or support be reduce to written
documentation prior to the next scheduled meeting of the board.
Herein is my opinion:.
I cast my objection to both the resolution and the ordinance. The
constitution of the United States, at my last recollection, the
wisdom of our founding fathers, provided that every citizen has
the right to bear arms. A provision, recognised as important by
our forefathers, as well as ancient Greek philosophers, who said
that "the first action of every autocratic government is to deny
citizens the possession of arms." I find the purpose of anti -gun
activist circumspect, as I hope you will.
A weapon, any weapon, is an inanimate object. It only becomes an
offensive object when used for offensive purposes by another. The
vast majority of Americans own guns. They own guns because they
hunt, collect, or trade. The gun owners in Deerfield are
responsible and careful citizens. At least 20 Deerfield residents
are holders of Federal licenses to sell and trade in firearms.
Hundreds, if not thousands, of Deerfield residents own guns for
hunting and recreational purposes. Indeed, if it were not for the
hunters and fishermen, the entire Conservation Department of
Illinois would be without funds. Hunting and fishing licenses
support the entire conservation program. Migratory water fowl
exist today because hunters purchase a $7.00 Illinois "duck"
stamp as well as a $10.00 Federal "duck" stamp. The entire state
and federal wildlife conservation system is supported almost
exclusively by licenses and fees paid by hunters and fishermen.
Twenty five or more years ago, I registered all my guns with the
Deerfield Police Department. An action proposed by the department
to identify stolen and illegal guns. Several years later, I tried
to register a new purchase. I was told that all previous records
had been lost or destroyed and voluntary gun registration was no
longer accepted.
I agree with the anti -gun activists that, in normal times, guns
have no purpose in American society to put food on the table.
Neither do tennis rackets, jogging equipment, or golf clubs, nor
any other pieces of avocational equipment, unless that is your
livelihood. A gun is offensive only if it offensively used. Is
the gun offensive or is it the person using it? A recent
Chicagoland mental case used an ax to kill his wife and drowned
his daughter in the bath tub. Are we to outlaw axes and bathtubs?
Indeed, along with guns, axes and bathtubs, shall we outlaw
butcher knives, tire irons, chains, baseball bats, ropes, golf
clubs, automobiles and "you- name -it "? All are potential weapons
of injury and death. After the last Bear's game, with the downing
of McMann, should we outlaw defensive linemen? How about high
school football? More players are injured there, nationally, than
gun victims.
Ladies and gentlemen of the board: I applaud your dedication to
responsible government, however, don't legislate oppression of
the majority for the supposed benefit of the few. Have we learned
nothing from history? Prohibition of alcohol in the 120s didn't
work, the Harrison Narcotic Act of 1905 hasn't lessened the
illegal use of narcotics, cocaine, and marijuana. Anti -gun
legislation will not reduce the illegal use of the gun in violent
crime. I can make a gun, in my home workshop, sufficient to kill
a fellow human in an evening. Criminals, with a "source" can do
much better. History has proven that prohibition does not
"prohibit ", but only fatten the coffers of organized crime. Your
responsibility should not be to legislate against an inanimate
object but to legislate against the abuser using that object.
Will you legislate against the bow and arrow or the atlatl? Can
you legislate against all possible weapons?
The Lindburg Law deterred kidnapping for many years. The
enforcement of similar laws could deter homicide with any kind of
a weapon including the fist. Accidental death, suicide, or crimes
by mentally deficients will occur regardless of the weapon
available. I personally prevented a Deerfield resident from
committing suicide on "my pills" for several years. She finally
got the job done by running her car in a closed garage. Where
there is a will, there is a way. We can not always be "our
brother's keeper"
I hope the Village Board will view the proposed gun legislation
from the position of responsibility instead of naivete and
activist minority pressure, remembering our heritage, our
constitutional rights, and the will of the unspoken majority.
Regardless of laws, Americans will not give up their God- given-
rights unless the law is just. Gun legislation not only is unjust
but has already been proven to be counter - productive. A lot of
tea went to waste in the Boston Harbor for less.
I respectfully demand that this letter be read into the official
record prior to any vote that would pass the proposed resolution
and /or ordinance concerning "gun" legislation.

At the Village Board meeting of Monday Oct. 17, 198rge
contingent of residents attended, to observe or speak,
regarding the proposed ordinance (or amendment) that would
prohibit the sale and manufacture of fire arms within the
village.
I was unable to attend the previous meeting that addressed
this issue. I understand that that meeting was not one of
our better examples of self - control or rational behavior from
a number of people. I had hoped to speak at this meeting in
opposition to the proposed ordinance, but like the rest of
the audience, was never allowed to say one word... we were
summarily dismissed.
I have lived in Deerfield over 35 years, and have attended
many board meetings. We have had some real "knock- down -and
drag -out" meetings, but I was shocked by the treatment that
we received at this Oct. 17th meeting. It was requested that
any of us who had something to say to put it in writing and
it would be studied by the board prior to the Nov. 7th
meeting. Following these instructions, I am writing, and I
also request that this letter, in its entirety, be read into
the minutes of the Nov. 7th meeting.
The recent tragedy that occurred in our neighboring town was
a tragedy that can never be undone. One more law on the
books will not undo that tragedy. We have four
grandchildren, and even the thought of something happening to
one of them gives me the chills.
However well intended this ordinance may be it is not
possible to legislate away the horrible things that occur in
this world. We now have so many laws on the books that the
police do not have the time or the manpower to enforce them.
We have not had any trouble in Deerfield, and I pray that we
don't in the future. Additional gun laws will not guarantee
citizen safety.
I have no objection to the proposals that there be a required
waiting period before a gun may be purchased. nor the
investigation of the character etc. of the proposed owner. I
am a gun owner. I belong to a gun club. I shoot both pistol
and long guns, and I reload my own shells. I feel that there
is no reason for anyone to curtail my activities to reload or
to buy and sell guns in a responsible manner. We do not need
"Big Brother" to hold our hand.
It is wrong for our elected officials to take it upon
themselves to pass rules, regulations and laws that are not
the will of the majority of the citizens they are serving.
It is wrong for these same officials to pass legislation to
satisfy their own convictions, but which are not shared by
the electorate.
I am sure that the board has seen the results of the poll
that the NEWS /VOICE ran for A months. In that long period of
time, only 801 people from their entire circulation area were
concerned enough to respond. U that number only U, gx- less
than 3.3%. at #l= responses were from Deerfield. It does not
seem to me that the residents of Deerfield are breaking down
the boardroom doors asking for this legislation.
I respectfully request that the board take a long and hard
look at the facts, and vote against this proposed gun
legislation.
A majority of the board know me personally. I have served
this village in many ways over the years (the last nine years
as a trustee of our Fire Protection District). I hope I have
earned the reputation as a steady and sensible citizen.
Please answer for me, one question. What evidence ha been

Dear Mayor Forrest and Village Trustees:
The League of Women Voters of Illinois, of which the Deerfield Area
League of Women Voters is a member, has a long- standing position on hand-
gun control. The Deerfield Area League was a participant in the study
and consensus that led to that position which is as follows:
The League believes that the proliferation of the private ownership
of handguns and their irresponsible use must be controlled through
legislation. The League, therefore, supports a ban on the further
manufacture, sale, transportation and importation for private owner-
ship of handguns and their parts. There should be a clear statutory
definition of "Saturday Night Specials" which would make their re-
gulation enforceable. The League supports restrictive regulation of
all handguns and ammunition enforcement of existing regulations at
all levels of government, strict penalties for handgun crimes and
better regulation of handgun dealers.
Handgun owners must assume complete responsibility for their hand-
guns. To this end, the League supports registration of the hand-
gun itself which will allow it to be traced to its owner. There
should be comprehensive licensing procedures,.with gun safety edu-
cation, fingerprinting, photographs, plussa verification of the
applicant's qualifications and a permit system which restricts
handgun ownership. The cost of these programs should be borne
by fees paid by the handgun owner sufficient to.cover a careful
system which ideally would be administered locally under federal
guidelines. The sale of ammunition should also be regulated.
There should be additional penalties and strict enforcement for
all crimes committed with a handgun. All dealers selling hand-
guns must be carefully regulated to assure that they are legiti-
mate dealers and not merely persons wishing to have access to
interstate shipments. The League recommends high fees, annual
renewal of license and a thorough investigation of the dealer
and his place of business. The League supports the need for
further controls or elimination of mail order sales and inter-
state shipments.

The League supports handgun safety education only if is required
for owners as part of the licensing procedures, does not promote
or glorify handgun usage or ownership, and is used to convey the
dangers of handgun misuse and ownership.
The League favors federal legislation governing the use of hand-
guns but will support state legislation meeting League criteria.
The League will not support state or federal legislation for
specific areas only, such as metropolitan or high crime areas.
We will support legislation that will assist in accomplishing

Village Trustees,
I have written pages and pages of why each ordinance you
are suggesting would not help crime or Deerfield. I'm sure you
have received many replies already. My husband, two college
students, and I no doubt agree with the majority of them. The
only thing I found worth while is resolution # R -88 -E,
provission for training and demonstration of proficiency ...etc.
Everyone should be able to be trained and learn to respect
firearms. This should include anyone who does not want to own
A firearm and children. Accidents happen when people are
ignorant. Crimes occur when the criminal knows you are not
protected properly. We have to stop becoming a wimpy country,
hiding anything that might hurt us and turn around and learn to
deal with and respect what might hurt us. Remember it's not the
firearm but the person behind it that we have to deal with.
Deerfield should be sure that anyone holding a firearms card is
not a criminal, mental patient, or on any drugs. There should
be 'a place for anyone to go to learn to shoot and handle
firearms. It should be mandatory for a person holding a
firearms card to.show how to handle, shoot and respect a firearm
at least once a year. Deerfield should show the nation that we
as law abiding citizens can take care of ourselves, and take
the time to do it properly. Firearms are here to stay if not
for the law abiding thenn� /jusst� for the �criminal.

I am writing in regards to the proposed gun ban being reviewed
by the board of trustees. I am a young mother with two small
children who has grown up in Deerfield. How do you expect
children to grow up and understand the importance of firearms,
by taking away each individual the choice whether to bear arms
or not.
What angers me the most is that seven individuals feel that
they have the right to vote for 17,000 individuals.
Besides that the gun ban is unconstitutional, you are also
taking away our constitutional right to vote by not
putting this up as a referendum. Would you want seven
individuals to choose the next president of the United States?
I vehemently oppose any gun ban that would take away our

Attention: Mayor Forest and Board of Trustees
I attended the Village Board meeting the night of
October 17, 1988, for the purpose of expressing my
feelings to the board regarding its proposed gun
control ordinance. At the meeting, Mayor Forest
informed the audience to submit their comments in
letter form to the board.
I have resided in the Village of Deerfield since 1972
but members of my family have resided in Deerfield
since 1925. I was employed my the Deerfield Police
Department from 1969 until 1982 and presently I am a
police officer in Bannockburn. During my employment
with the Deerfield Police Department, I became engaged
in the sport of competitive target shooting. The
Department encouraged its officers to participate in
target shooting, thereby increasing the level of
proficiency with their service weapons. During this
time, I asked the former Village Manager Norris
Stilphen and the present Manager Robert Franz if it was
possible for me to sell reloaded ammunition and police
supplies to the Department on a competitive basis.
They both informed me that they checked with the Mayor
and that it was allright as long as it was done on a
competitive bid basis. Since 1974, I have had a
Federal License and have supplied Deerfield and other
area police departments with their shooting supply
needs.
After leaving Deerfield Police, my interest continued
in shooting and I still shoot competitively. I belong
to several gun clubs and, as a result of this
involvement, I have met many interesting people, many
of whom have become my friends. These individuals are
all safe gun handlers and responsible citizens. In
addition, I have met many gunowners who reside in
Deerfield. They are all educated, hard working
individuals, with occupations as lawyers, doctors and
successful businessman.
The Village Board is now considering an ordinance that
would prohibit the sale or manufacture of guns in the
Village. This comes, I understand, as a result of the
shooting spree of Laurie Dann in Winnetka in May of
this year. Now a concerned member of the board wants
the Village to make a statement regarding gun control.
While it is true the Winnetka incident was a tragedy
for us all, so to was the recent death of a Deerfield
girl who died in an automobile accident several weeks
ago in which drinking was involved. I do not believe
that banning the sale of alcohol in Deerfield would
have prevented that tragedy. In fact, I heard that the
alcohol came from another community just as Laurie
Dann's guns came from a community other than Winnetka.
Presently there are numerous laws and ordinances on the
books for conduct in our society. These laws also
explain the penalties that should be imposed if these
laws are broken. All too often we hear about offenders
who are given probation, supervision or other light
sentences for serious crimes. Even now offenders are
being released from jail because of over crowding. If
the Village of Deerfield wants to make a statement
concerning the safety of its citizens, then I feel it
should ask for stricter enforcement of current laws and
less leniency for people who violate the law rather
than prohibiting law abiding citizens the right to buy
or sell guns.

Ladies and Gentlemen:
Q On Monday night, October 17th, we had every intention of attending the
1 Board Meeting so that we could listen and if necessary, participate in
a the discussion of the proposed gun control ordinance. Unfortunately,
Q business responsibilities kept us occupied quite late and we did not
arrive at the Village Hall until approximately 8:30 p.m.
UJ At that time, there was a rather large group of very interested
N spectators milling around in the hallway and in front of the Village
Hall. It became quite apparent in just a few minutes of listening to
them, that they were all members of The National Rifle Association and
all very strongly opposed to the ordinance which you were discussing.
They were more than a little upset at being unable to participate in the
Q discussion and their leaders, who were obviously professionals and non -
Deerfield residents, were very carefully explaining to them the actions
they should be taking to make your lives miserable and to be
absolutely certain that no new gun control ordinance would ever be passed
X in Deerfield. They certainly had every right to do that, but it sort of
bothered us when it became apparent that the vast majority of them were
W non - Deerfield residents and their leaders were obviously paid
professionals and not your normal interested citizens.
Z Therefore, it seems very important that we take a few moments to let you
know that at least two residents of Deerfield are very much in favor of
the gun control ordinance and we urge you to pass it, and to pass it
speedily and, if possible, even strengthen it.

It occurs to us that in any situation such as the one existing with gun
control, all of those who are opposed are prodded by their leaders and
become very vocal and do the necessary work to prevent progress, while
those of us who are generally in favor are pretty quiet and a little
hesitant 'to make our views known. Nevertheless, if the truth were
totally known, and all residents of Deerfield could and would speak up,
we're sure that our community is no different from any other and the
overwhelming majority of us would like to see gun control established.

Perhaps the subject is important enough to have a referendum and if, in
fact, such a referendum were put on the ballot, we would like to
volunteer some of our time to try and convince at least a few other
residents to go to work to see that it passed and that the rest of the
Deerfield residents who are in favor of gun control would at least start
to make their voices heard. It's very unfortunate when public opinion
can be so easily swayed by paid professional outside rabble rousers.
It's rather annoying.
While we were standing outside listening to the instructions from the

Dear Mr. Mayor and Board of Trustee Members:
Please read this letter into the minutes of the November 7, 1988 Board
of Trustee's meeting regarding the resolution and ordinance pertaining to
sale and manufacture of firearms, ownership of handguns - firearms in the
Village of Deerfield.
As a citizen of the Village of Deerfield, I oppose the regulation of sale
and /or manufacture of handguns and /or firearms in the Village of Deerfield.
Being an avid hunter, competive handgun shooter and participant in shooting
sports of other kinds, I am uemy;:concerned that these ordinances take the
first steps. in limiting our rights as an American in this area.
I recognize that while a free society exists, it will always be difficult
to legislate the extremes of the human condition. But to affect such a large
group of law abiding citizens with the intent of regulating a minority of
people that do not and will not adhere to laws pertaining to capitol offensives,
why expect them to even consider these less offenses.
To be more constructive, let me suggest that the majority of state and federal
laws that are already in place can be used more effectively to serve the intent
of our pending ordinances. An example of the Illinois F.O.I.D. card system
being more effective and better managed would do quite a lot to improve the
screening out of individuals who should not possess firearms. I also feel
Deerfield could offer an educational program to familiarize our community
with safety, responsibility and issues raised dealing with firearms. As a
Certified Firearm and Home Firearm Safety instructor, I would volunteer my
time to help in better education dealing with firearms on any level.
In conclusion, I feel these ordinances are unnecessary and unfair to the
majority of our community and I suggest that the existing F.O.I.D. system
can be used and improved upon to better serve our needs. This along with
community education will keep Deerfield safe and hopefully free from the
threat of the loss of our citizens' personal freedom.

Mr: Mayor:
I attended the meeting of October 17, 1988, where the proposed items on the
agenda included item #88 -79 -1 and #88 -79 -2, regarding the International
Association of Chiefs of Police's position on handgun control, as well as the
ordinance involving the prohibition of the sale and manufacture of firearms in.
Deerfield.
Upon my speaking to you at the end of the meeting, you and one of the Trustees
made it clear that the Village is not considering handgun bans, but rather a
ban of the sale and manufacture of firearms and a resolution supporting the
IACP. While I will address these specific items, I would like to point out
that in the Deerfield Review of September 1, 1988, you are quoted as saying
that a state or regional ban on the possession of firearms is the only answer.
Another one of the Trustees is quoted as being in favor of banning the sale,
possession and manufacture of firearms, period. The Chief of Police is also
quoted as saying that the total elimination of handguns might be a desirable
goal. While I understand the Board is not considering a handgun ban at the
present time, it seems clear to me that you and some of the Trustees do seem to
favor these bans. Maybe that is why some people in the community and I fear
that these supports of the IACP resolution and the ordinance prohibiting the
manufacture and sale might lead to a ban in Deerfield.
Regarding Resolution #R- 88 -79 -1 on the IACP position on handgun control, it
seems to me that while an organization like the International Association of
Chiefs of Police may come out with this position, I have talked to many police
officers, including a few on your own Village police department, that.do not
share this point of view. The administrative branch of a law enforcement
agency, whether it be in a small community, such as Deerfield, or in a large
city or state, may take an anti - handgun position, while the rank and file
police officers do not adhere to that viewpoint. They may be of the position
that if the current laws were more strictly enforced and criminals had fear of
prosecution and incarceration, rather than being let out on parole or being
given probation, stricter gun laws would not be needed. Many times police
officers make what they feel to be a good arrest, go into court and have a
judge give the convicted felon another slap on the wrist and send him on his
way.

Section 2 of this resolution talks about a mandatory waiting period, positive
verification, mandatory checks by local police agencies and various other
provisions for restricting the sale of a handgun. I think that the state law
regarding the Firearm Owner's Identification Card (FOID), is quite adequate;
that is if it is enforced and carried out the way it was meant to in 1968 when
it was adapted.
Years ago, the state wanted to do further mental health checks on applicants
for FOID cards, but the A.C.L.U. stepped in and 'said it was an invasion of
privacy and the state had no right to do that. 'It seems that if we want to
keep guns out of the hands of people such as Laurie Dann, who should not have
them, we should allow the state to do these background checks so we can
eliminate these people from owning handguns.
With all of the stipulations listed in Section 2 of the Resolution, I think
that giving this burden to the local police chief could burden him too much, he
could be too subjective. Leaving it to one person would not be proper. Maybe
he has personal feelings toward an individual or it could become too political
as to who would or would not be given permits by the local police chief. I do
not think he would want that burden, nor should he alone be responsible for
issuing these permits. Maybe if the wrong person was issued a permit, the
chief could be held personally and legally responsible for issuing that permit.
The Chief has said that the total elimination of guns might be the desirable
goal. Mr. Mayor, you have also said state or regional bans on possession is
the only answer. I assume you would not restrict police officers and military
personnel from the ownership of these handguns. It seems to me that allowing
only a few choice or elite people to own handguns reminds me of something we
had back in Europe in the '30's and '40's. If communities such as Deerfield
pass sale, manufacture and possession bans on handguns, where do you propose
that your police officers and other officers obtain weapons they would need?
With regard to your proposed ordinance banning the sale and manufacture of
firearms in Deerfield, again in reading the local papers I found a statement
from one of the trustees saying if someone wants to buy a rifle for hunting,
they will have to go somewhere else. I would equate this position to banning
the sale of alcohol in Deerfield to prevent drunk driving.
In the proposed ordinance, the statement "...WHEREAS, it has been determined
that in order to promote and protect the health,,safety, and welfare of the
public it is necessary to regulate the manufacture and sale of firearms... ", I
would like to know "who" has determined this. Was a study conducted? Is my
health, safety and welfare in jeopardy if you do not pass this ordinance? Is
our local government turning into an Orwellian Big Brother - someone to watch
over me?

Furthermore, "...WHEREAS, the Corporate Authorities of the Village of Deerfield
have found and determined that the convenient availability of certain types of
firearms have increased the potentiality of firearm - related deaths and
injuries..." I would like the statistics made public that the Village has
determined this. Who conducted this study? When was this study done? Over
how long a period of time? Is this "legalese" needed to propose this ordinance
or do we really have this problem in our community?
Also, one of the Trustees said she would still favor a.total ban on the sale,
manufacture and possession of firearms in the Village, as it makes a stronger
statement. Is this Village board empowered to make statements or to pass
ordinances that are needed and wanted in the Village? Doesn't the planning
commission do studies and give recommendations to the Board before a decision
is voted on by the Board.' Have crime studies been done? Have they been
released to the public? Is there a crime problem in Deerfield that.we do not
know about?
I am the father of two young children and am horrified that an incident such as
with Laurie Dann could happen again, either here or somewhere else. But I am
more fearful of a drunk driver running into my car or running into my children
as they cross the street, or a pusher selling drugs at the grammar school or
high school, or a.day care center employee molesting or sexually assaulting my
children.
I want to thank you for your time taken in reading this letter. I would also
like to request that at the next board meeting you allow the people, the
residents of Deerfield, some sort of forum to express their views, whether it
be limiting comments to one minute, limiting it to Deerfield residents only or
some other limitations to allow the community to respond.
I have written to you as per your request, but I would also like to have the
opportunity, if the need arises, to speak at the board meeting, not to repeat
what is written in my letter, but maybe to comment on something that has been
discussed at that meeting. I agree with you that people can get emotional and
shouting and yelling does not accomplish anything or help the situation.
However, if a person conducts himself in a professional manner, I think he
should be given the opportunity to speak at a public meeting.

Greetings :
I am very much opposed to both the suggested resolution supporting the IACP
proposals and the ordinance banning sale and manufacture of firearms in Deerfield.
I view all of these types of legislative maneuvering as an attempt to circumvent
and subvert my Second Amendment rights. This is not an anti -crime measure, since
the only people it will affect are the already honest and law- abiding citizens of
our community.. It will have no effect on criminals and will only make it more
difficult for victims of criminals to defend themselves.
This is apparently a personal vendetta by board member Harriet Rosenthal. She
has been quoted in the press that she favors even tougher gun laws (which trans -
lates to the elimination of gun ownership by the citizenry.)
'The meeting of September 19 must have, or should have, caused doubt among the
board of trustees. The public does not.want or need additional_ anti -gun laws.
Ms. Rosenthal.and the rest of the board are entitled to their. personal opinions;
however,. they are there to uphold the Constitution and serve the constituency,
and the constituency has spoken out against additional gun,laws.
Ms. Rosenthal took advantage of the Laurie Dann tragedy to advance her anti -gun
aqenda. How unfortunate for law - abiding gun owners and protectors of the Second
Amendment rights. A crazy, like Laurie Dann, always stimulates this kind of
reaction. Just as Laurie Dann had a blind rage against mankind, so do the anti -
Second Amendment people have a blind rage that might inappropriately result in
forfeiture of our basic Constitutional rights.
There will always be Laurie Danns that slip through the system. New laws will
not prevent it. Nothing will be perfect. Her illness was covered up by family
members who must now live with the burden of her acts. Before we let the emotions
of the. moment void our Constitutional rights, we should take time to allow
rational thinking-'to enter in.

Statistics are overwhelmingly in favor of gun owners. Over 99% of gun owners
are decent; law - abiding citizens. Why, then, do we think the Government should
condemn and restrict these 99% for the sake of the 1 %.that the law enforcement
is not allowed to control, Yes - the law enforcement is not allowed to control.
There are literally hundreds of anti -gun laws on the books - more than I would
ever understand. Nevertheless, while volumes of laws exist, they are selectively
enforced. Hardened criminals appear exempt. Why does anyone feel that additional
laws will somehow be the panacea for the problems of crime. All these laws will
do is make criminals out of innocent people.who choose to continue gun ownership
for the sake of their security. Criminals will not give up their already illegal
firearms. New laws will only hurt innocent people. It is like hanging a sign on
our front doors - "I am unarmed! Take my possessions and violate the inhabitants!"
I certainly hope that you, my representatives in Government, will apply intelli-
gent reasoning to the situation.
The Second Amendment to our cherished Constitution is extremely important, It
protects our basic security not only from intrusion from foreign governments,
but also from an intrusion into our homes from a burglar, robber, rapist,
murderer, etc., etc.
Often, anti -gun people like to use the excuse that if only one person could be
saved by gun laws, then gun laws would be O.K. The fact is that gun owners,
every day, protect themselves and others from the criminal element, and liter-
ally hundreds of people have been saved because they are able to defend themselves.
In fact, a recent Lou Harris poll indicated that 300,000 Americans, each year,
use a handgun to defend themselves from assailants. One could assume that these
defensive actions by handgun owners could have saved thousands of lives.
The left wing political element would like the American citizenry disarmed -
just as Hitler did in Germany and just like Stalin did in Russia. (It is still
going on today in most-Marxist-controlled governments.) Is that what the American
public wants? I don't think so!
Instead of stripping people of their Constitutional rights, why not convict and
prosecute the real criminals._ I do not want my elected officials to "cop -out"
on law and order by.putting all of their deficiencies into a little package
labeled "Gun Control." It simply does not wash..
People do not like to consider that our Government could go out of control.
I know I don't like that possi.bility and while I don't really.think it will
happen, protecting ourselves .against.that possibility is not an unreal precaution,
either. People deserve the preservation of their Second Amendment rights. We
should protect these rights as vehemently as we protect all others, including the
First Amendment rights of freedom of speech and press.

The issue is much bigger than the tragic lawlessness of one (.or.more) crazy
persons. There is a responsibility.to.tell the truth and explain the importance
of the Second Amendment, without implying that those who favor gun ownership are
somehow ogreish folks favoring criminal acts.
The N.R.A. and other pro -gun organizations are on record as favoring mandatory
penalties for criminals using firearms in the commission of a crime, The media
prefer to label the N..R.A. and other pro -.gun organizations as groups that are
impassive to gun violence. Nothing could be further from the truth. The vic-
tims of crime need the protection of the Second Amendment.,.
Why don't the critics of gun ownership favor mandatory punishment for crimes
commited with firearms? It is a mystery! Unless, of course, these same
detractors would want to be excluded from such laws after we have all been
disarmed (i.e., Carl Rowan).
Hopefully you, my elected officials, will use the intellect I expected you would
have when you were elected. Please be objective. Please look into the Consti-
tutional intent and objectives.. They are,.incidentally, no.different now than
they were over 200 years ago when the Constitution was framed.
Don't be a pawn to subversive goals and objectives, Don't be a pawn to current
emotions. Recognize the individual's rights to protect - himself, his family,
and his property. Our personal security is at stake; let's not flush it down
the dra.i n.

Re: Gun Control - Proposed Ordinances
It has been a week since attending the village board meeting
of last Monday and your sudden decision not to listen to
verbal discussions. At the time, I considered your action to
be high-handed and another self-righteous attempt by do-
gooders to deprive me of my constitutional rights. On further
reflection it appears that more might .possibly be gained by
written comments. Therefore, I can only say that your
decision may have been the best way to gain the true feeling
of the citizens. However, your sudden and last minute
announcement was, at best, clumsy and insulting.
My wife and I attended the meeting and although she is just
an occasional shooter she had no strong feelings at the start
of the meeting. However, she immediately placed her finger on
the real issue and resented the fact that someone was trying
to deprive us of our guaranteed rights under the
constitution.
I can go on with all of the stock arguments about "it's not
guns that kill people but people that kill people." (If we
are to eliminate all the items used to kill we must include
knives, baseball bats etc. etc.) Or —how about the fact that
this country was founded and settled by people with guns and
it is still more dangerous on the streets of a major city
than it was crossing the plains and facing the Indians. Or -
if the Jews in Germany, France and Poland hod guns (and used
them) Hitler would have been stopped in 1938 or before. I
could go on and on but there is no real point because these
are relatively minor reasons.
I can not escape the real fact that I believe that the
founders of this republic knew what they were doing and in
the 200+ years since its founding they have been proved right
in all they had committed to. I can't believe that on this
one issue they were wrong. Therefore, I'll defend my right to
own and use a gun - with or without an ordinance.
I have been shooting for 55 years. My father gave me my first
.22 rifle for my eighth birthday. I still own that gun (and
quite a few more) and have enjoyed my hobby of target
shooting for these many years. For some reason I don't
believe or trust those who say that these "laws" do not apply
to target shooters. The criminals don't care what laws you
pass so it doesn't affect them. What it will do is make
criminals (by their standards) out of citizens who have never
even received a traffic ticket. Thisattack on rights of
others is caused by the frenzy of a few do-gooders and the
subsequent acquiescence by elected officials.
Addressing the particular ordinances at hand - during the
first meeting I was told that the ICAP position was not a
"gun control" measure. Please, don't insult me and make
yourself look foolish. I'm sure you are familiar with the
concept of the "edge of Se wedge".
In addition, the administrative costs must be paid by the gun
owner. A neat way of pricing ownership out of the reach of
most people.
According to the local papers the new wording is designed to
protect firearms owners who shoot as a hobby as part of an
organized gun club. I shoot as a hobby but not as part of an
organized gun club. I shoot at what-ever range appeals to me.
Why do I have to belong to a group that may not enhance the
enjoyment I get from my hobby? When I was a boy there were
ranges in the high schools, American Legion halls, etc.
I have expressed my concerns to the Deerfield League of Women
Voters and was assured that they intend to maintain a neutral
position In any event, I'm sure you get the gist of my

On Monday night, October 17th, we had every intention of attending the
Board Meeting so that we could listen and if necessary, participate in
the discussion of the proposed gun control ordinance. Unfortunately,
business responsibilities kept us occupied quite late and we did not
arrive at the Village Hall until approximately 8:30 p.m.

Hall. It became quite apparent in just a few minutes of listening to
them, that they were all members cf The National Rifle Association and
N all very strongly opposed to the ordinance which you were discussing.
They were more than a little upset at being unable to participate in the
Q discussion and their leaders, who were obviously professionals and non -
Deerfield residents, were very carefully explaining to them the actions
they should be taking to make your lives miserable and to be
F. absolutely certain that no new gun control ordinance would ever be passed
X in Deerfield. They certainly had every right to do that, but it sort of
bothered us when it became apparent that the vast majority of them were
W non - Deerfield residents and their leaders were obviously paid
professionals and not your normal interested citizens.
Z Therefore, it seems very important that we take a few moments to let you
know that at least two residents of Deerfield are very much in favor of
the gun control ordinance and we urge you to pass it, and to pass it
speedily and, if possible, even strengthen it.

It occurs to us that in any situation such as the one existing with gun
control, all of those who are opposed are prodded by their leaders and
N become very vocal and do the necessary work to prevent progress, while
those of us who are generally in favor are pretty quiet and a little
-J hesitant to make our views known. Nevertheless, if the truth were
Q totally known, and all residents of Deerfield could and would speak up,
_ we're sure that our community is no different from any other and the
overwhelming majority of us would like to see gun control established.

Perhaps the subject is important enough to have a referendum and if, in
fact, such a referendum were put on the ballot, we would like to
volunteer some of our time to try and convince at least a few other
residents to go to work to see that it passed and that the rest of the
Deerfield residents who are in favor of gun control would at least start
to make their voices heard. It's very unfortunate when public opinion
can be so easily swayed by paid professional outside rabble rousers.
It's rather annoying.
While we were standing outside listening to the instructions from the
professionals., they indicated that everyone who wrote a letter should
include in the letter that it be read into the minutes so as to become .-
official. Therefore, we'll request the same thing.
Thank you very much for your attention and we're looking forward to
seeing prompt actiop)on this most important life - saving measure.

Please read this letter into the minutes of the November 7, 1988 Board
of Trustee's meeting regarding the resolution and ordinance pertaining to
sale and manufacture of firearms, ownership of handguns - firearms in the
Village of Deerfield.
As a citizen of the Village of.Deerfield, I oppose the regulation of sale
and /or manufacture of handguns and /or firearms in the Village of Deerfield.
Being an avid hunter, competive handgun shooter and participant in shooting
sports of other kinds, I am very. concerned that these ordinances take the
first steps. in limiting our rights as an American in this area.
I recognize that while a free society exists, it will always be difficult
to legislate the extremes of the human condition. But to affect such a large
group of law abiding citizens with the intent of regulating a minority of
people that do not and will not adhere to laws pertaining to capitol offensives,
why expect them to even consider these less offenses.
To be more constructive, let me suggest that the majority of state and federal
laws that are already in place can be used more effectively to serve the intent
of our pending ordinances. An example of the Illinois F.O.I.D. card system
being more effective and better managed would do quite a lot to improve the
screening out of individuals who should not possess firearms. I also feel
Deerfield could offer an educational program to familiarize our community
with safety, responsibility and issues raised dealing with firearms. As a
Certified Firearm and Home Firearm Safety instructor, I would volunteer my
time to help in better education dealing with firearms on any level.
In conclusion, I feel these ordinances are unnecessary and unfair to the
majority of our community and I suggest that the existing F.O.I.D. system
can be used and improved upon "to. better serve our needs. This along with
community education will keep Deerfield safe and hopefully free from the
threat of the loss of our citizens' personal freedom.
