The Deerfield Farmers Market has lots of food, friends and fun planned to mark its
third decade as a Village staple.
Get ready for the grand opening of the 30th season of the Deerfield Farmers Market! The
Village and the Farmers Market Committee are thrilled to invite you to visit us on Park
Avenue between Jewett Park Drive and Hazel Avenue, every Saturday morning from June
8 to October 5, 7 a.m. to 12:30 p.m.
Get ready to dive into a plethora of market activities - from live musical performances
to engaging kids’ activities, community group involvement and special events - there’s
something for everyone. Keep an eye out for the 2024 Farmers Market Events Calendar
on the Village’s website before the season kicks off.
For the safety and comfort of all visitors, please remember that bikes are not permitted
inside the market, and dogs must be leashed on a 6-foot lead or less.

Public Art Program Open House May 21
Preview this year’s pieces at an Open House May 21 before
they go on display in public buildings.
The Deerfield Fine Arts Commission will host an open house to
showcase the pieces selected for the eighth year of the Deerfield
Public Art Program at the Deerfield Public Library, 920 Waukegan
Road, on Tuesday, May 21 from 6 p.m. to 8 p.m.
Participating artists include Michael Riley, P J Barcani, Charlotte
Kaplan, Matt Plofsky, Leslie Outten, Linda Trytek, Amy Duffy,
Kimberly Perl, Amuri Morris, Kevin Lahvic, Cindy Robin, Tegwen
Conzemius, Chantal Blaustein, Alan Schulte and Robert Tolchin.
The artists will discuss their work and answer questions from the
public in a new “Meet the Artist” forum at the open house.
The specific artwork selected for display were chosen from
submissions by a very talented pool of artists and were reviewed
via jury process. The Fine Arts Commission is responsible
for reviewing artwork submissions and making a final
recommendation. The artists have agreed to loan their works of art
for public display for up to one year.

Deerfield Art Festival Returns June 1 - 2
Two days of beautiful art, live music and food set for the first
weekend in June.
Start off the summer at this exciting show returning for its second
year in downtown Deerfield on Park Avenue! The Deerfield Art
Festival takes place on Saturday, June 1, and Sunday, June 2,
from 10 a.m. to 5 p.m. each day. It will feature 80+ juried artists
showcasing and selling their unique pieces including paintings,
photography, ceramics, furniture, jewelry, wood, fiber and more.
Live music, activities for kids, “Start to Paint” on-site painting
classes, selfie stations, and the very popular “Kids Art Stop” where
artists invite children to stop at their booth to learn more about the
art-making process, add to the family-friendly vibe of this event.
Festival food will be on site and several restaurants are just steps
away from the artists’ booths ensure that no one goes hungry!
Admission is free, there is plenty of free parking, and the area is
wheel-friendly for wheelchairs and strollers.

VEHICLE STICKERS DUE BY JULY 1
Applications for 2024 vehicle stickers will be mailed in mid-May.
Stickers must be displayed on all vehicles registered or garaged
in Deerfield by July 1. Stickers for passenger vehicles cost $30
if purchased by June 30. After June 30, a 50% late penalty is
assessed. If you do not receive your application, you still need to
have your stickers by July 1. Additional applications are available
online or at Village Hall. The Village offers an online payment
system for vehicle stickers. Visit www.deerfield.il.us and click
the “Pay Online” button on the website’s homepage. There is no
additional charge for online payment. Additional vehicle sticker
purchasing options include in-person at Village Hall, returning
the renewal application by mail, or using the payment drop box
located in the median just south of Village Hall on Jewett Park
Drive. The deadline to display a new 2024 sticker is July 1.

The Village of Deerfield is gathering data
to update its Americans with Disabilities
Act (ADA) Self-Evaluation and Transition
Plan. Help the Village of Deerfield
identify and prioritize improvements
needed to better serve people with
disabilities by completing
a short online survey.
Your answers will provide valuable
information as the Village works to make our facilities, services,
programs and events more accessible to all. You can find the
survey on the Village website at www.deerfield.il.us/ADA. The
survey will remain open until Friday, June 7.

As we approach the end of
the school year and eagerly
anticipate the warmth of
summer, I am delighted to
share with you exciting events
and developments happening
in the Village.
May 15 is the return of Food
Truck Wednesdays, followed by
the Deerfield Art Festival on June
1-2. One week later, on June 8, is
the opening of the 30th season
of the Farmers Market and our
Family Days celebration will
again be on July 3-4
In March, I had the privilege of
appointing Jennifer Goldstone
to fill the trustee vacancy
left by the late Bill Seiden.
Jennifer’s extensive history of
service to our Village, coupled
with her seven years of
invaluable experience on the
Plan Commission, make her a
tremendous asset to our Board
and to the community. Her
contributions have already had
a positive impact on the Village
Board, and I am confident in
her ability to continue serving
Deerfield with dedication and
insight.
There are several proposed
residential developments that
our Village Board will soon
consider including: Continental
Development’s proposal for a
residential rental community
featuring 254 units on 10.7
acres in the back of Deerbrook
Mall, Pulte Homes’ plan for the
redevelopment of 18 acres on
the northern-most portion of
the Walgreens Wilmot Road
campus with 42 single-family
homes, VennPoint’s proposal
for 147 rental townhomes on 10
acres at 5 & 8 Parkway North.
In addition, we just celebrated
the groundbreaking for Zion
Woods, which will provide 25
affordable apartments in the
northeast part of the Village.

We recently celebrated the
opening of Shake Shack with
a ribbon cutting in late April.
Construction work continues
at the new Floor & Décor in
Deerbrook Mall as well as
redevelopment of the former
Barnes & Noble space in
Deerfield Square. And the
Village continues to see interest
in other vacant spaces while
actively pursuing new tenants.
In response to evolving needs,
the Village Board has made
important adjustments to our
zoning code. These changes
support the repurposing of
office spaces for medical and
dental use, aligning with the
shifting landscape of remote
work. Additionally, we have
clarified regulations to prohibit
motor freight terminals, logistic
centers, fulfillment centers
and facilities used for parking
and storage of moving trucks
or vans, ensuring that our
community’s character and
quality of life are preserved.

Waukegan Road Resurfacing Project
The Illinois Department of Transportation (IDOT) began their
resurfacing project along Waukegan Road from Lake Cook Road
to Half Day Road (IL 22) in April. This project is anticipated to
be completed by October. As the owners of the road, IDOT is
managing the project but the Village is in coordination with IDOT
throughout the construction. This project will be similar in nature
to the Waukegan Road resurfacing project that took place in 2021
south of Lake Cook Road.
Updates are shared via the Village website when available. Residents
can sign up to receive email and/or text message updates on the
project at www.deerfeld.il.us under “Notify Me.”

Special Flood Hazard Areas
(100-year floodplain) in
the Village of Deerfield are
located near the Middle
Fork and West Fork of the
North Branch of the Chicago
River. The eastern portion of
Deerfield is in the Middle Fork
watershed, while the western
part of town is in the West
Fork watershed.
Flood Recommendations
The following common-
sense guidelines can help
protect you from the
dangers of flooding:
• Stay away from power
lines and electrical wires.
If your house is about
to be flooded, turn off
the power at the service
box. Electrical current
can travel through water.
Electrocution is the
second leading cause of
death during floods.
• Be alert for gas leaks.
Turn off the gas to your
house before it floods. If
you smell gas, report it to
a Village official or your
gas company. Do not use
candles, lanterns or open
flames if you smell gas or
are unsure if your gas has
been shut off.
• Keep children away from
the flood waters, ditches,
culverts and storm drains.
Flood waters can carry
items that have dislodged
themselves.
• Clean everything that has
been wet. Flood water
will be contaminated with
sewage and other chemicals
that pose severe health
threats.
• Look out for animals,
especially snakes. Small
animals flooded out of their
homes may seek shelter in
yours.
• Do not use gas engines,
such as generators, or
charcoal fires indoors during
power outages. Carbon
monoxide exhaust can pose
serious health hazards.

property, if required, and help
to assess the problem and
may be able to offer solutions.

Lawn Irrigation
RPZ Regulations
From May 15 through
September 15, lawn sprinkling
regulations will be in place.
Even numbered addresses
may water on even numbered
dates from midnight to
noon and/or from 6 p.m. to
midnight. Odd numbered
addresses water on odd
numbered dates from
midnight to noon and/or
from 6 p.m. to midnight.
This applies only to lawn
sprinkling.
All irrigation systems are
required to have a backflow
prevention device called
a Reduced Pressure Zone
Backflow Preventer (RPZ)
that is certified annually by
a licensed inspector. This
testing must be completed
every year. The deadline for
residential RPZ’s is June 30th.
The Village has contracted
with Backflow Solutions,
Inc. (BSI) to administer the
backflow prevention tracking
program. The annual
backflow assembly test
report must be submitted
electronically by your
inspector via the BSI Online
system at BSIOnline.com.

Memorial Patch Fundraiser
During the month of May, Deerfield Police Officers
will wear subdued memorial patches on their
uniforms in honor of National Police Week, May
12-18, 2024. Established by a joint resolution
of Congress in 1962, National Police Week pays
special recognition to those law enforcement
officers who have lost their lives in the line of duty
for the safety and protection of others.
Collectable patches are available to the public for
a minimum donation of $10. All donations will
support the 100 Club of Illinois, which provides
resources, financial support, access to training
and moral support to both the families of first
responders killed in the line of duty and active
duty first responders throughout Illinois. Patches
may be purchased with cash, or with proof of a
donation made to the 100 Club of Illinois via their
website.

2024 Cop on a Rooftop May 17
The Special Olympics Illinois Cop on a Rooftop is
Friday, May 17, from 5 a.m. to noon at Dunkin’
499 Lake Cook Road. Deerfield Police volunteers
will be onsite collecting donations to benefit the
Illinois Law Enforcement Torch Run for Special
Olympics. Last year we raised approximately
$4,250 for this great cause and we have a
fundraising goal this year of $5,000.
Coffee With a Cop May 10
Join us for Coffee with a Cop on Friday, May
10 from 8-11a.m. at the downtown Deerfield
Starbucks, 675 Deerfield Rd. The mission of
Coffee with a Cop is to break down the barriers
between police officers and the citizens they
serve. There’s no agenda, just coffee and
conversation!
Beware of Scams
We have received multiple reports of scam calls
where the caller solicits donations benefitting
the Deerfield Police Department or a law
enforcement related charity. The calls come
from nearby area codes claiming to support
local officers injured in the line of duty.
These calls are not coming from official
members of the Deerfield Police Department
and this Department will never make calls to
solicit for donations.
In most cases the “charitable organization”
is either 1) not associated at all with a law
enforcement agency, 2) does not directly
contribute to the organizations they claim to
represent, or 3) contributes less than 3-5% of
your donation to the cause!
To assist you in spotting scams, please consider
the following information from the Federal
Trade Commission:
• Simply having the words “police” or
“firefighter” in an organization’s name doesn’t
mean police or firefighters are members of
the group.
• Just because an organization claims it has local
ties or works with local police or firefighters
doesn’t mean contributions will be used locally
or for public safety. The organization should
be able to provide you with written
information describing the programs your
donation will support, and their fundraising
costs before you donate.
• Most solicitations for police and fire service
organizations are made by paid professional
fundraisers.

Pulte’s Leclair Estates
Pulte Home Company
plans to develop the 18-
acre property into a 42-lot
subdivision called Leclair
Estates in the northern
portion of the Walgreens
Corporate Campus. Pulte
would sell and construct the
new detached single family
homes ranging from 2,722
to 3,899 square feet and
offer four to six bedrooms.
The homes will all be two
stories, have two to four-car
garages and full basements.
Three of the new homes
will be affordable per the
Village’s Affordable Housing
Ordinance.
The report and
recommendation from the
Plan Commission on the
preliminary planned unit
development and other
zoning relief is scheduled for
consideration by the Village
Board at its May 20 meeting.
A final zoning consideration on
this petition will be considered
by the Village Board this fall.
NEW DEVELOPMENTS
The Village has a number
of large-scale residential
developments at different
places in the approval
pipeline. These projects
have not all received
final approval and will be
reviewed by the Village
Board later this year.
Lake Cook Crossings
Continental Properties is
proposing to construct a 254-unit
residential rental development
on the rear 10.79 acres of
Deerbrook Shopping Center to
be called Lake Cook Crossings.
The development will consist of
eight, three-story townhome-
style buildings with many
amenities. The mix of units will
include studio, one, two and
three-bedroom units with a path
to the Lake Cook Metra Station.
The development will include 25
affordable units per the Village’s
Affordable Housing Ordinance.
Parkway North Townhomes
VennPoint Real Estate is in the
zoning approval process with
a plan to construct three-story
multi-family townhome style
buildings on 10.03 acre property
located at 5 and 8 Parkway North
in the Parkway North Center. The
residential rental development,
to be called Parkway North
Townhomes, would consist of
147 townhome units in 29, three-
story buildings.
The development will offer one,
two, three and four-bedroom
units, and one to two-car
attached garages and include 15
affordable units.
Zion Woods
Housing Opportunity Development Corporation (HODC) and Brinshore Development held a
groundbreaking ceremony for Zion Woods on Tuesday, April 23. Mayor Shapiro and former
Mayor Rosenthal joined other local leaders and project partners for the groundbreaking
ceremony.

Zion Lutheran Evangelical
Church to create affordable
housing. In partnership with
the Housing Opportunity
Development Corporation

began in 2015 with final
approval of their plan in
January 2021.

to families who work in the
area but cannot afford to live
in Deerfield and to people
living with a disability who

Goldstone Appointed to Trustee Vacancy
On March 19, the Deerfield Village Board of Trustees unanimously
accepted Mayor Daniel C. Shapiro’s appointment of Jennifer
Goldstone to the position of Trustee. Goldstone was sworn into
office following the Board’s approval, filling the vacancy left by
former Trustee William “Bill” Seiden’s recent death.
Goldstone served on the Plan Commission since 2017. Goldstone is
a real estate attorney and managing member of the firm Horwitch
Goldstone & Shaw and has experience in all facets of real estate
transactions. She has lived in Deerfield with her husband Bruce for
more than 20 years, and has two children away in college.
“I am honored to have been appointed by Mayor Shapiro to the
Board of Trustees and look forward to continuing my service to the
Village,” Goldstone said.

Village will be open for tours
Sundays, 2 to 4 p.m., from
June through September.
Located at the southwest
corner of Kipling & Deerfield
Roads, the Village includes
the 1837 Caspar Ott log
house, a carriage house, two
pre-Civil War era homes and
a one-room schoolhouse
that has been a favorite for
children. Admission is free.
The Deerfield Area
Historical Society, a donor-
supported, nonprofit
organization, maintains
the Historic Village.

and electronics. To improve
your recycling habits, visit
nearby facilities for proper
