AN ORDINANCE AMENDING ARTICLE 6 OF "THE DEERFIELD ZONING
ORDINANCE 1978," AS AMENDED, TO ALLOW MEDICAL AND DENTAL
FACILITIES UP TO 25,000 SQUARE FEET AS PERMITED USES IN
THE I-1 OFFICE RESEARCH, RESTRICTED INDUSTRIAL DISTRICT,
AMENDING THE PARKING STANDARDS FOR SUCH FACILITIES, AND
AMENDING PERFORMANCE STANDARDS IN THE I-1 AND C-4 DISTRICTS
WHEREAS, the Village of Deerfield is a home rule municipal corporation in
accordance with Article VII, Section 6(a) of the Constitution of the State of Illinois of 1970;
and
WHEREAS, the Village has the authority to adopt ordinances and to promulgate
rules and regulations that pertain to its government and affairs; and
WHEREAS, Article 6 of "The Deerfield Zoning Ordinance 1978," as amended
("Zoning Ordinance'), establishes, among other things, regulations for the Village's I-1
Office, Research, Restricted Industrial District ("I-1 District'); and
WHEREAS, to allow for adaptive reuse and more flexibility in development in the I-
1 District, the Village desires to amend the Article 6 of the Zoning Ordinance to allow medical
and dental facilities of up to 25,000 square feet as permitted uses in the I-1 District, change
the parking requirements for such facilities, and to modify the performance standards ("I-1
Amendments'j; and
WHEREAS, the Village desires to amend the performance standards in the C-4
Entertainment and Limited Retail Business District ("C-4 District') to clarify the such
standards ("C-4 Amendments') (the I-1 Amendments and C-4 District is, collectively, the
"Proposed Amendments'); and
WHEREAS, a public hearing by the Plan Commission to consider the Proposed
Amendments to the Zoning Ordinance was duly advertised on December 21, 2023, in the
Deerfield Review, and was held on January 11, 2024; and
WHEREAS, on January 11, 2024, the Plan Commission approved findings of fact in
support of the Proposed Amendments, in accordance with and pursuant to Section 13.10 of
the Zoning Ordinance, and voted to recommend approval of the Proposed Amendments by
the Village Board; and
WHEREAS, the Village Board has considered the standards for amendments set
forth in Section 13.10 of the Zoning Ordinance; and
WHEREAS, the Village Board has determined that it will serve and be in the best
interest of the Village and its residents to amend the Village Code pursuant to this
Ordinance;

NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION ONE: RECITALS. The foregoing recitals are incorporated into, and
made a part of, this Ordinance as findings of the Village Board.
SECTION TWO: AMENDMENT TO SECTION 6.01-B OF THE ZONING
ORDINANCE. Section 6.01-B, titled "Permitted Uses," of Article 6, titled "Industrial
Districts," of the Zoning Ordinance is hereby amended to read as follows:
"6.01-B Permitted Uses
The following uses are permitted in the I-1 Office, Research, Restricted
Industrial District:
1. Office Uses
a. Administrative Offices.
b. Business Offices, in which goods, wares or merchandise are not
sold on the premises.
2. Commercial Service Establishments
a. Bookkeeping Services.
b. Data Processing Services
3. Industrial Uses
a. Research and Testing Laboratories
4. Medical Uses
a. Medical Facilities up to 25,000 square feet.
b. Dental Facilities up to 25,000 square feet."
SECTION THREE: AMENDMENT TO SECTION 6.01-C OF THE ZONING
ORDINANCE. Section 6.01-C, titled "Special Uses," of Article 6, titled "Industrial Districts,"
of the Zoning Ordinance is hereby amended to read as follows:
"6.01-C Special Uses
The following uses are permitted in the I-1 Office, Research, Restricted
Industrial District when authorized in accordance with the procedures for
Special Uses as set forth in Article 13, Administration and Enforcement:
1. Office Uses

a. Professional Offices, but not including medical or dental
facilities and similar office uses which depend upon patient,
client or customer traffic except as otherwise provided.
b. Medical and/or Dental Facilities greater than 25.000 square
feet when authorized as part of a Planned Unit Development in
the I-1 Office, Research, Restricted Industrial District provided
that the parking be provided in accordance with Article S herea
SECTION FOUR: AMENDMENT TO SECTION 6.01-G OF THE ZONING
ORDINANCE. Section 6.01-G, titled "District Standards," of Article 6, titled "Industrial
Districts," of the Zoning Ordinance is hereby amended to read as follows:
"6.01-G District Standards
All of the property located in the I-1 Office, Research, Restricted Industrial
District is subject to the general standards and regulations of this Ordinance.
Property located in this district is also subject to the following:
7. Performance Standards
It is the intent of these regulations to limit the use of land and buildings in the
I-1 Office, Research, Restricted Industrial district to those uses which will net

ORDINANCE. Section 5.04-G, titled "District Standards," of Article 5, titled "Commercial
District," of the Zoning Ordinance is hereby amended to read as follows:
"5.04-G District Standards
All of the property located in the C-4 Entertainment and Limited Retail
Business District is subject to the general standards and regulations of the
Zoning Ordinance. Property located in the C-4 Entertainment and Limited
Retail Business District is also subject to the following:

SECTION SIX: PUBLICATION. The Village Clerk is hereby directed to publish
this Ordinance in pamphlet form pursuant to the Statutes of the State of Illinois.
SECTION SEVEN: EFFECTIVE DATE. This Ordinance will be in full force and
effect from and after its passage and approval in the manner provided by law.
