AN ORDINANCE AMENDING THE OFFICIAL COMPREHENSIVE
PLAN FOR THE VILLAGE OF DEERFIELD, ILLINOIS
WHEREAS, the Corporate Authorities of the Village of Deerfield and its
residents, for more than 55 years, have been concerned with land use in the
Village and have planned for the orderly growth and development of the Village,
as evidenced by the following; and
WHEREAS, the Corporate Authorities have previously reviewed and updated
the Comprehensive Plans which have been adopted from time to time by the
Village; and
WHEREAS, on February 19, 1979 by passage of Ordinance 79 -6 the Corporate
Authorities adopted the Official Comprehensive Plan presently in effect; and
WHEREAS, Section Four of said Ordinance 79 -6 provides that said Official
Comprehensive Plan may be amended from time to time; and
WHEREAS, the President and the Board of Trustees of the Village of
Deerfield have requested the Village Plan Commission in 1981 to consider
certain amendments to the Official Comprehensive Plan and to prepare, pursuant
to the authority of Section 11 -12 -1, et seq., of the Illinois Municipal Code
(Chapter 24, Ill.Rev.Stats. 1981) and recommend the same to the Corporate
Authorities; and
WHEREAS, the Village Plan Commission held a joint hearing with respect to
proposed amendments to the Official Comprehensive Plan and the various parts
thereof in conjunction with the President and Board of Trustees on July 30,
1981 after published notice thereof and thereafter the Plan Commission
formulated its recommendations thereon; and
WHEREAS, the President and Board of Trustees have determined that it is in
the best interests of the Village to adopt certain amendments to the Official
Comprehensive Plan and, in particular, to adopt the amendments as recommended
by the Village Plan Commission, it being understood that such Official
Comprehensive Plan, as amended, may hereafter be supplemented and augmented by
additional plans and maps, and that said Plan may hereafter be implemented by
various ordinances which may be considered and adopted.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF DEERFIELD, LAKE,AND COOK COUNTIES, ILLINOIS, AS FOLLOWS:
SECTION Short Title. This Ordinance shall be known as may be cited as
ONE: "An Ordinance Amending the Official Comprehensive Plan."
SECTION Purpose. It is the purpose of this Ordinance to (a) adopt
TWO: amendments to the Official Comprehensive Plan, and (b) provide
for the filing of copies of the Amended Plan in the office of
the Village Clerk for the information of the public, and the filing of notice
of adoption of said Plan.
SECTION Amendment to Plan Adopted. The following Amendment to the
THREE: Official Comprehensive Plan set forth below plus the maps and
exhibits made a part thereof and marked Exhibit A, attached
hereto and made a part hereof, prepared by the Deerfield Plan Commission are
hereby adopted and designated as the Amended Official Comprehensive Plan of
the Village of Deerfield.
A. Commercial Areas, Page 10, Section 1.
Section 1 to be deleted in its entirety and the following is to
be inserted in lieu thereof.
"1. Preserve and strengthen (1) the Village Center* and (2) the
area between the west side of Waukegan Road and the eastern
right -of -way line of the Chicago, Milwaukee, St. Paul and
Pacific Railroad on both sides of Lake -Cook Road, all lying
south of the Village Center* as the two major commercial
areas of the Village.
This will be done by encouraging commercial development and
redevelopment in these areas and discouraging commercial
development elsewhere in the Village, except for those
properties currently zoned for business use and those areas
designated in the Possible Development Areas Section."

Additional Sections 10, 11, 12 and 13 as follows are to be added
following the present Section 9.
"10. Encourage high quality office developments and well
designed high density* housing developments to supplement
the commercial areas.
11. Provide street extensions and connections and traffic
control devices to reduce traffic conflicts and to improve
circulation;
12. Encourage development and redevelopments which emphasize
energy- efficient building siting and pedestrian facilities.
13. Develop a system of pedestrian bicycle routes which connect
locations of major activity within the Village Center *."

C. Possible Development Area 1, Page 45, Section 2.
Section 2 is to be deleted in its entirety and the following is
to be inserted in lieu thereof:
2. Preferred Uses
a. High density* housing (including senior citizen
housing) limited to Subarea A.
b. Professional office buildings, which may also include
commercial and service uses compatible with the
principle use of the building, high- density* housing
(including senior citizen housing), and buildings
containing a combination of office uses, and /or
high- density* housing, limited to Subarea B.
C. The uses as set forth in "b" above and "d" below,
limited to Subarea D
d. Commercial uses limited to Subarea C.
e. Public uses such as parks, cemeteries, and postal
facilities as indicated (A small map included showing
the above areas)."
D. Possible Development Area 1, Page 45, Section 3.
All of Section 3 with the exception of the first sentence is to
be deleted.
SECTION Further Amendments. Either the Plan Commission or the Board of
FOUR: Trustees in the manner provided by statute, may initiate or
originate proposed further amendments to this Ordinance.
SECTION Availability of Copies of the Ordinance. The Village Clerk shall
FIVE: keep in the Village Hall for inspection by interested persons,
copies of this Ordinance. The Clerk shall also make available
copies of the Ordinance for purchase at cost, either through duplication in
advance of contemplated demand or upon order as required. The foregoing copies
of the Ordinance shall be in addition to the original copy which the statutes
require the Clerk to keep as part of the official record of enacted ordinances.
SECTION Severability. Any provisions of this Ordinance held invalid
SIX: shall not affect the validity of the remaining provisions.
SECTION Repeal. All ordinances or parts of ordinances in conflict
SEVEN: herewith are, to the extent of such conflict, hereby repealed.
SECTION Procedure for Adoption - Effective Date. This Amendment to the
EIGHT: Comprehensive Plan Ordinance shall become effective upon its
passage and approval, the filing of a notice of adoption of such
Amendment to the Official Comprehensive Plan with the County Recorders of Lake
and Cook Counties, which notices the Village Clerk is hereby directed to file,
and upon the expiration of ten (10) days following the filing of such notice.
