AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 12, OF THE
MUNICIPAL CODE OF THE VILLAGE OF DEERFIELD ENTITLED
"ESTABLISHMENT OF ENERGY ADVISORY COUNCIL"
WHEREAS, recent dramatic increases in cost of energy and shortages of
supply have imposed increasing financial burdens on both local government and
the citizens of the Village of Deerfield; and
WHEREAS, these increased burdens have alerted both local government and
the citizens to the necessity of energy management and conservation as a means
of both reducing the costs of energy and expanding the energy supply; and
WHEREAS, the need to practice energy management and conservation should
best begin at the community level through the joint cooperation and effort of
the local governmental unit and the citizenry; and
WHEREAS, it is in the best interest of the Village of Deerfield to estab-
lish an Advisory Council to assist the Corporate Authorities and the citizens
of the Village of Deerfield in developing information and methods to assist in
the management and conservation of energy.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, AS FOLLOWS:
SECTION That Section 2 -156 entitled "Establishment; Number of Members" of
ONE: Chapter 2 of the Municipal Code of Deerfield of 1975, as amended,
be and the same is hereby further amended by adding thereto the
following:
"(7) Energy Advisory Council - 5 members."
SECTION That Section 2 -158 entitled "Duties and Functions" of Chapter 2
TWO: of the Municipal Code of Deerfield of 1975, as amended, be and
the same is hereby further amended by adding thereto the
following:
"(7) Energy Advisory Council - The Energy Advisory
Council shall have the following functions and
duties:
(A) To research and develop a comprehensive
energy plan for the Village and to advise
the Corporate Authorities concerning:
1. application of energy conservation
principles to land use planning.
2. energy efficiency in transportation.
3.
development of in -house knowledge
of
energy management and its application.
4.
communication of energy saving steps
to
the public.
5.
incentives and financing methods
of
energy conservation and the use
of
reusable energy sources.
6.
faciliation of inter - agency exchange
of
information, findings and expertise
in
the field of energy conservation.
(B) Term of appointment: Initially, two members
shall be appointed for a term of three (3)
years, two members for two (2) years, and
one member for one (1) year. All appoint-
ments thereafter shall be for a period of
three (3) years as provided in Section
2- 157."
SECTION That all ordinances or parts of ordinances in conflict herewith
THREE: are, to the extent of such conflict, hereby repealed.
SECTION That this Ordinance shall be in full force and effect from and
FOUR: after its passage and approval as provided by law.
