Ceremony - November 23
Kick-off the holiday season at the Village’s
Downtown Lighting Ceremony on
Wednesday, November 23, from 4 to 5 p.m.
at Deerfield Village Centre Plaza between
Starbucks and Bobby’s Deerfield, presented
by the Village of Deerfield and DBR Chamber
of Commerce.
Join Mayor Daniel C. Shapiro and local
businesses for free treats and entertainment
as downtown Deerfield is lit up with holiday
lights. Complimentary holiday beverages and
snacks will be provided by Coldwell Banker,
PetPeople, Seta Salon and Starbucks while
attendees are entertained by holiday music.
Mayor Shapiro will plug in the lights at 5 p.m.,
but arrive early with your family and friends

Consolidated Election
Starting September 20, the Village of
Deerfield will have candidate nomination
papers available in the Clerk’s Office for
circulation for the April 4, 2023, Consolidated
Election. Petition forms may be picked up
during regular business hours (8:00 a.m. to
noon and 1:00 p.m. to 4:30 p.m.) at Village
Hall, 850 Waukegan Road. Positions up for
election include three Village Trustees and
three Library Trustees.

Winter Celebration And
Winter Market Dec. 2-3
Save the date for the Village of Deerfield’s
Winter Celebration – December 2 and 3 –
presented by the Village and DBR Chamber
of Commerce. The two-day event will feature
traditional Friday-evening festivities at Village
Hall, as well as the return of our popular
Winter Market on Saturday morning at its
new Jewett Park location.
The Winter Celebration will take place on
Friday, December 2, at Village Hall, 850
Waukegan Road, from 5 p.m. to 8 p.m. and
Saturday, December 3, at Jewett Park, 836
Jewett Park Drive, from 9 a.m. to 2 p.m.
Friday evening will feature traditional
Winter Celebration festivities including

Village Offers Online
Permit Applications
The Village of Deerfield is now offering
certain building permits to be applied for
online. The Village is utilizing OpenGov,
a cloud permitting software, to facilitate
online permit applications and credit card
payments allowing applicants a seamless
and efficient way to apply for certain
building permits.
Once the online building permit application
has been submitted, applicants will be able
to pay fees remotely and view the complete
workflow for their specific permit; improving
transparency and improving customer
satisfaction. To date, the following permits
can be applied for online:
• Re-Roof Permit
• Solar Panel Permit
• Fence Permit
• Sign Permit
• Garage / Estate Sale Permit
• Block Party Permit
• Change of Contractor
• Contractor Registration
Additional online permits will be released
over the coming months. Residents and/or
contractors can apply for online permits at

Do I Need a Water
Filter?
Have you ever wondered where our water
comes from? How it is tested? If you need a
water filter? Or which type of water filter is
best? The Village of Deerfield Sustainabil-
ity Commission invites you to join us for
a one-hour interactive discussion to learn
about the municipal water supply.
Sustainability Commission member,
Deerfield resident and water treatment
industry expert, Bill Mertes, will lead the
discussion at the Deerfield Public Library
on Saturday, November 19, at 10 a.m. Mr.
Mertes has over 30 years of experience
working in the water treatment industry
including for companies serving industrial,
municipal, residential and commercial
customers. Mr. Mertes will present an
in-depth summary of the Village’s water
sourcing and filtration process and will
be available to answer your specific water
consumption questions.

Train Whistle
Regulations
There are approximately three miles of
railroad running through the Village
carrying Metra, Amtrak and commercial
freight. As a “Quiet Zone,” trains in
Deerfield do not whistle - 2 longs, 1 short
followed by 1 long whistle - when they are
approaching a public grade crossing as you
might observe in a rural area.
However, there are still numerous occa-
sions that train operators are mandated
to whistle, even in a “Quiet Zone.” Trains
are required to whistle whenever there is
a grade crossing warning device malfunc-
tion, whenever they are approaching and
passing a worker near the track, or when
approaching and passing another train near
a grade crossing. When road construction
is taking place near the tracks or crews are
working on the tracks, train horns will be
more frequent. e
TeenConnect Program
Deerfield’s TeenConnect program connects
Deerfield teens who are available to do
outside yard work with Deerfield residents
who need the service. The TeenConnect list
contains contact information for Deerfield
teens, the type of work they are willing to
do and their expected rate of pay.

Township Holiday Wish
Program Returns
West Deerfield Township’s annual “Holiday
Wish” program is a wonderful opportunity to
spread extra cheer to our neighbors in need.
Residents may “adopt” singles, couples or
families and provide gift cards to a variety
stores. Recipients may then purchase a
needed item or a special treat for themselves
or their families.

Toys for Tots
In addition to the Deerfield Police
Department’s annual participation as a
drop-off spot for the Marines Toys for
Tots program from November 21 through
December 22, they will also be assisting
the Marines with a collection event at the
Deerfield Winter Market on Saturday,
December 3 from 9 a.m. to 1 p.m. at the west
entrance of the Jewett Park building. Watch
for more details in e-blasts closer to the date.

November 19
The Deerfield Police Department Will Host
Its Annual “Cram a Cruiser” at Jewel, 16 S.
Waukegan Road, on Saturday, November
19, from 10 a.m. to 2 p.m. We’re asking our
generous community to join us in dropping
off non-perishable food items to support
the Midwest Veteran’s Closet!
Last year we “crammed” several cruisers
full of necessities for our veterans and their
families. Help us do it again and start this
Holiday Season off right. e
Beard It Up & Color for
the Cure
The Deerfield Police Department will
participate in Beard It Up & Color for
the Cure in the months of November and
December to raise money in support of
pediatric cancer research.
First responders across the country will
donate to flaunt their finest facial hair or
most colorful nails in honor of our smallest
warriors battling cancer. The Beard It Up
and Color for the Cure campaigns are
in their fifth year and since 2018 have
raised over $620,000 with the help of
law enforcement agency partnerships
nationwide.
We look forward to a successful partnership
and campaign this year with a department
fundraising goal of $4,000.

The holiday shopping season is upon us
and the Deerfield Police Department would
like to remind everyone to practice good
crime prevention techniques to prevent
or minimize the risk of becoming a victim
of vehicle break-ins. In most cases these
crimes are committed in unlocked vehicles.
Car burglaries are crimes of opportunity
and failing to lock your vehicle makes
it a target for thieves. A vehicle can be
burglarized or stolen while on your street,
in your driveway, or in a parking lot —even
if it is only unattended for a short time.
Every time you exit your vehicle, remember
to Hide, Lock, Take.
• Hide (or remove) your valuables
• Lock your car doors
• Take your keys
Do not leave packages or valuables in your
car where they can be seen. If you must
leave something in the car, lock it in the
trunk or put it out of sight.
If you see something, say something.
Remain vigilant and report any suspicious
people, vehicles or circumstances to the
Police at 9-1-1 or 847.945.8636. e

If you see something suspicious taking
place, call the Police Department immedi-
ately. No police department can function
effectively without the concerned assistance
of responsible citizens.
The Police Department depends on
residents and visitors to call us and tell us
whenever you observe suspicious persons,
activities or motor vehicles. This allows the
Police Department to respond in a prompt
manner and have a better chance of resolv-
ing the matter.
Call 9-1-1 when you see a crime in progress
or if it just occurred. Call the non-emergen-
cy number, 847.945.8636, when you want
to file a police report that is delayed.

Outsmart Email and
Online Scams
The holidays are a great time for email
scammers to send out viruses and malware
in the guise of a gift or special offer.
Don’t open emails from someone you don’t
know or a site you haven’t visited.
Another way the bad guys try to get you is
with phony messages from your bank or
other financial institution saying there is an
alert or problem with your account. Always
call the bank directly to verify any potential
problems and never enter your account
information in response to an email like this.
Watch out for product scams, too. In
addition to sneaky attacks in emails, beware
of links to deals that are too good to be
true on social networking sites. Look out
for unbelievable offers and holiday gifts
and bonuses. If you’re really tempted by an
offer, do some research or find out if anyone
else has tried to take advantage of the deal
before clicking. e

Sidewalk Snow Clearing
Program
The Village asks all residents to please
be considerate of pedestrians by clearing
sidewalks of snow and ice.
Trash bins should be placed on the
driveway apron or parkway to keep the
sidewalk unobstructed.
After 2 inches of snow fall, the Public
Works Department clears over 24 miles of
sidewalks throughout the Village.
The snow clearing route focuses on strategic
locations that include the sidewalks along
major thoroughfares such as Deerfield,
Waukegan and Lake Cook Roads as well
as the sidewalks around schools and Metra
parking lots.

2022 Leaf Collection
Program Continues
The Village’s annual leaf collection program
provides residents with an alternative for
disposal of their autumn leaves.
Residents who do not mulch or bag their
leaves may rake leaves to the curb or car-
riage walk before their scheduled pickup.
The Village began collecting leaves on
October 31 this year and will continue this
service through December 1.
Public Works Department crews will make
one pass by all homes in the Village each
week during the four-week program. The
specific day of the week for each home is
shown on the corresponding map.
We ask that you do not put out leaves
more than one day prior to your scheduled
pickup day. Leaves should be raked in a
long, neat row that does not exceed five feet
in width.
They should be raked as close to the curb
as possible, so long as they are not placed
in the street or on top of the carriage walks
or sidewalk, as this causes safety hazards.
If you have landscapers, please direct them
to abide by the Village’s leaf collection
guidelines.
Crews will not follow the normal collection
schedule during the week of Thanksgiving
(November 21 through the November 23)
but will still hit every street in the Village.
Therefore, it’s important to have your leaves
out by Monday of this particular week.

“Taking Turns” - How
the Village Prioritizes
Construction Projects
Every year, Village staff prepares a capital
plan outlining needed infrastructure
improvements, and every year they rely
on data, field observation and science to
determine which streets receive the highest
priority. Starting by looking at the surface
of the road and then looking underground,
layer by layer, the projects that are most in
need are weighed against available funds to
develop each year’s construction projects.
Some of the factors that are considered
when selecting a road for reconstruction/
rehabilitation are: surface condition,
existing material make-up of the roadway
pavement, underlying soil conditions, the
age/condition of Village utilities, traffic
characteristics, and ultimately, the cost to
achieve the desired outcome.
The Village endeavors to schedule projects
so that any required detour routes are not
also under construction. This requires
communication between Deerfield staff and
neighboring communities, Lake and Cook
Counties, and the Illinois Department of
Transportation.
In the current year, the Village spent more
than $4 million on capital improvements.
That represents a fraction of the cost of
bringing all infrastructure up to levels
that both the Village and residents would
like. In recent years, the Village Board has
accelerated spending on infrastructure with
the goal of bringing all roads and utilities up
to acceptable standards in order to be able
to replace infrastructure when it reaches the
end of its estimated lifecycle.

Collection Schedule
Lakeshore Recycling follows the
schedule below for refuse collection
during the weeks of these holidays:
• Thanksgiving Day - Thursday,
November 24, 2022 - No delay
• Christmas Day - Sunday,

be delayed by one day
• New Year’s Day - Sunday, January
1, 2023 - Service will be delayed

Lakeshore Recycling will pick up trees
and other organic holiday decorations
on your regular collection day between
January 3 to January 26 at no charge. All
bags, metal and other decorations must
be removed.
Per Village ordinance, refuse and
recycling carts can be set out as early
as sundown the day before collection
and no later than 7 a.m. the day of
collection. Collection on Waukegan
and Deerfield Roads must be out no
later than 6:30 a.m. on the scheduled
collection day.
Be courteous to your neighbors by
following Village regulations on when
carts are permitted in your driveway.
After collection, all carts should be
removed from the front yard no later
than the evening of your collection day.
On non-collection days, all containers
should be stored in the garage or out of
plain sight from the street in an effort
to make the containers inconspicuous
from the public way.

CTAD to Present at
National Conference
The local organization Community - The
Anti-Drug (CTAD) has been invited
to present at CADCA’s 33rd National
Leadership Forum in Washington D.C. in
February 2023. CADCA, or Community
Anti-Drug Coalitions of America, is an
internationally-recognized technical
assistance provider for community-based
drug prevention coalitions like CTAD. They
represent over 5,000 coalitions from every
U.S. state and territory and more than 30
countries around the world.
“It is an honor that CADCA recognized
our good work and offered us the
opportunity to put it on a national stage
for other coalitions to be inspired by and to
learn from,” said Barbara de Nekker, CTAD
Executive Director.
The annual Leadership Forum features
training from top experts in the field,
the latest science on substance misuse
issues and strategies proven by research
to be effective. CTAD will present a full
75-minute session titled From Horror Film
Victim to Action Hero: Transform Materials
to Empower.
“While it’s tempting to try to scare teens
into not using alcohol, marijuana or vapes,
research shows that using fear appeals can
inadvertently have the opposite effect on
many teens,” de Nekker explains. “Rather
than asking youth to run away from
something scary, it is more effective to
give them the tools they need to become
the hero in their story. Our session will
provide specific guidelines and examples
of how to do that.”
Well-implemented, evidence-based
prevention approaches like those
promoted by CTAD can yield a cost-
benefit savings to society. Multiple
studies indicate that every dollar spent
on prevention results in an average of $10
in long-term savings. This factors in the
cost of intervention, healthcare and public
safety, among other things.
This is the third time that CTAD will
present at CADCA’s National Leadership
Forum, and the fifth time that Ms. de
Nekker will present on this national stage.
CTAD’s mission is to reduce the use of
alcohol, marijuana and other drugs among
youth in the communities of Bannockburn,
Deerfield, Highland Park and Highwood,
Illinois. e
Optimist Club Tree Sales
Start November 25
The Deerfield Optimist Club will again be
selling Christmas trees, wreaths and roping/
tree garland at Jewett Park this year starting
November 25.
Regular hours of operation are Monday
through Friday from 4 to 8 p.m., Saturdays
from 9 a.m. to 6 p.m., and Sundays from
noon to 6 p.m.
The tree lot is located at the North end of
Jewett Park, adjacent to the Hazel Avenue
Parking lot. Look for our lights and banners
on Hazel Avenue. Deliveries are available!
Proceeds from the Christmas tree sales
allow the Optimist Club to fund Deerfield
area programs annually. These include
the Essay Contest for elementary, middle
school, and high school students, and
scholarships for high school seniors. In
addition, the Club supports area programs
such as Deerfield High School Warriors
Helping Warriors, the Deerfield Park
District Foundation, the After Prom Party,
Deerfield Give Where you Live, D.A.R.E.,
the West Deerfield Township Holiday Wish
program, the Food Pantry and Christmas
wish program, as well as Elyssa’s Mission
(prevention of teen suicide) and the
Deerfield Emergency Fund.
The trees all come from Michigan or
Quebec, Canada. Available varieties include
Fraser Fir and Balsam Fir as well as table top
Spruce.
Last year the lot sold out by December 12,
so get your trees early for the best selection.

Prevent Damage to
Mailboxes
During the winter months, mailboxes are
sometimes damaged when snow storms
affect Deerfield. If your mailbox is damaged
or if you are planning to install a new one,
please learn to properly install a mailbox in
a way that meets postal standards.
The majority of mailbox knockdowns occur
because the post supporting the mailbox
has deteriorated or because the mailbox was
installed too close to the roadway.
The front of the mailbox must be at least 12
inches away from the back of the curb or
the roadway edge. The mailbox post must
be installed at least 18 inches away from
the back of the curb or roadway edge. The
post should be strong but should be able to
break away if struck by a vehicle that leaves
the pavement.
If you decide to install a new mailbox,
contact JULIE by dialing 811 before you
dig. This will allow you to know where
buried utilities are located.

The following are a few safe driving tips for
inclement weather:
• Make full stops at stop signs and be
sure to stop before the white line. Keep
in mind that stopping distances are
longer in icy and rainy conditions.
• Slow down and increase distances
between cars in inclement weather.
• Maintain your car by checking battery,
tire tread and windshield wipers; keep
windows clear and check antifreeze. e
Snow Plowing
Operations
The Village’s Public Works Department is
prepared for snow and is able to effective-
ly clear Deerfield’s 70 miles of roadway
quickly to make safe travel possible for all
who use our streets.
To assist your neighbors and Village staff
this winter, please remember the following:
One way to ensure that street plows do
not fill a cleared driveway entrance with
snow is to follow this simple guideline:
Shovel the snow to the side, along with
the direction of traffic, and clear a pocket
of snow on the other side of your drive-
way (see the illustration below). The
accumulated snow in the plow will dump
into the pocket and not on your driveway.
This simple step will reduce the amount
of snow being plowed from the street into
your driveway.
Keeping vehicles off the street assists
plows and salt trucks in clearing the
streets more effectively. As a reminder,
vehicles cannot be parked on the street
for 24 hours after 2 inches of snow have
fallen, per Village ordinance.
By Village ordinance, you may not deposit
snow from your property onto the street
or sidewalk. This can hinder safe passage
of vehicles and pedestrians and make
it harder for Village plow crews to keep
streets clear.
Adopt a fire hydrant! Remember, when
you shovel your sidewalk and driveway,
do not forget to clear snow from fire hy-
drants in front of your property to ensure
that they are accessible if needed.
Please remember to shovel an extra area
on your driveway apron or parkway to
properly stage your refuse and recycling
bins for pick-up by Lakeshore Recycling.
