RESOLUTION NO. 2022- R-22-37
A RESOLUTION APPROVING AN AGREEMENT WITH CONCENTRIC
INTEGRATION, INC. OF CRYSTAL LAKE, ILLINOIS FOR
SCADA IMPROVEMENT SERVICES
WHEREAS, the Village of Deerfield ("Village's is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970;
and
WHEREAS, the Village desires to retain a firm to provide contracting services for
SCADA Improvement Services ("Services'); and
WHEREAS, the Village received proposals from Concentric Integration, Inc. of
Crystal Lake, IL ("Consultant") to provide the Services; and
WHEREAS, the Village and Consultant desire to enter into an agreement for the
provision of the Services by Consultant ("Agreement'); and
WHEREAS, the Mayor and Board of Trustees have determined that entering into
the Agreement with Consultant will serve and be in the best interest of the Village and its
residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals
as its findings, as if fully set forth herein.
SECTION 2: APPROVAL OF AGREEMENT. Pursuant to the Village's home
rule authority, the Agreement by and between the Village and Consultant is hereby
approved in substantially the form attached to this Resolution as Exhibit A, and in a final
form and substance acceptable to the Village Manager and the Village Attorney.
SECTION 3: AUTHORIZATION TO EXECUTE AGREEMENT. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final Agreement upon receipt by the Village Clerk of at least one original copy
of the final Agreement executed by Consultant; provided, however, that if the executed copy
of the final Agreement is not received by the Village Clerk within 60 days after the effective
date of this Resolution, then this authority to execute and attest will, at the option of the
Mayor and Board of Trustees, be null and void.
SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

Subject: 2022 SCADA Improvements

Dear Mr. Dickinson:
The Village's existing SCADA system has a variety of areas requiring improvements to provide a more resilient and
functional system. Concentric Integration provided a SCADA system assessment in 2021 which consisted of
reviewing the existing SCADA system and discussion with Village staff to better understand their needs, which
resulted in a number of recommended improvements. Following is our proposal for providing these
improvements based on the SCADA assessment, discussions and meetings.
Scope of Services
General Project Mang ement
1. Plan, schedule, and coordinate the activities that must be performed to complete the Project.
2. Coordinate and attend project kick-off meeting.
3. Provide monthly project status updates via email and discuss status with the Customer's Project Manager.
SCADA Software Improvements
General
This scope item consist of replacing the existing GE iFix SCADA software with Inductive Automation Ignition. This
includes complete graphic redevelopment using high performance HMI graphic styling and input from Village staff.
The existing WIN-911 alarming software will be removed and will use Ignition's alarming notification software
module. A VoIP PBX device will be included to allow voice notifications using a standard phone line.
Software Licensing
Provide the following software licensing:
1. Quantity (1) license of Inductive Automation Ignition with the following:

Concentric Provided Equipment
Provide the following equipment:
1. Quantity (1) Yeastar S20 VoIP PBX with phone module.
Village Provided Services
Village will provide the following:
1. Provision the following virtual servers on Village's existing Virtual Host server -
a. SCADA/Alarming Server
b. SCADA SQL Server
Labor
1. Install Ignition SCADA software on SCADA computer.
2. Develop SCADA graphics to provide a more intuitive, user-friendly, and functional system.
3. Coordinate and attend initial graphic development meeting to determine general nature of graphic
requirements with input from Village staff prior to starting development.
4. Develop conceptual graphics after first meeting for Village staff review, then proceed with final
development after agreement with the Village regarding the conceptual graphic design.
5. Confer will Village staff throughout the development process to ensure new graphics meet Village staff
expectations.
6. Configure the Ignition SCADA software to provide voice notification for alarms similar to the current
function of WIN-911, which will be replaced.
7. Configure Yeastar VoIP PBX device to allow operation with the new SCADA computer for providing phone
notification for alarms.
8. Configure up to four Village -provided mobile devices to allow SCADA remote access.
9. Provide up to 8 hours of training on using the new SCADA graphics.

Pump Stations & Booster Station Control Improvements
General
This scope item consist of reprogramming Richfield Pump Station, Mitchell Pump Station, Hawthorne Pump
Station, North Feed Booster Station, Elevated Tank, and Primary PLC at Public Works to a consistent and standard
programming style. Control improvement recommendations will be discussed with Village staff and included in
the reprogramming.
Labor
1. Coordinate and attend initial control system improvement meeting to determine Village staff
requirements for new controls.
2. Provide Operational Description write-up that includes how the control system will operate. Village and
Concentric will use this as a baseline for reprogramming.
3. Provide PLC programming for each of the PLCs. Programming will include migrating portions of the
existing programs as well as enhancing the programs using Studio5000 features such as tag -based
addressing and Add -On Instructions (AOIs) for repetitive routines. Communication programming will also
be improved to reduce the amount of traffic on the cellular network.
4. Provide data mapping to existing OITs. Existing OIT graphics will not be modified.
5. Provide programming for new VFD at Mitchell Pump Station.
6. Test 1/0 and logic functions at each site.
Mitchell Pump Station Pump 3 & 4 Variable Frequency Drive (VFD)
General
This scope item consist of adding a packaged 100HP VFD with output contactors for two motors.
Equipment
Provide the following equipment:
1. Quantity (1) Allen-Bradley Custom Packaged 100HP PowerFlex 755TL Drive consisting of the following:
a. PowerFlex 755TL which provides harmonic mitigation to help reduce energy costs
b. Output contactors for two motors
c. Door mounted HIM, Start Push Button, Stop Push Button, Motor Selector Switch

Labor
1. Extend housekeeping pad for installation of VFD.
2. Install VFD.
3. Remove existing MCC starter bucket and replace with MCC breaker bucket.
4. Furnish and install conduit and wire to power VFD.
5. Modify existing conduits and install wiring to pumps 3 & 4.
6. Install conduit and control wiring to SCADA panel.
7. Install (2) 200A disconnects, one at each pump.
8. Provide VFD configuration, startup and testing to confirm proper operation.
Fee
Our fee for the above scope will be computed on the basis of hourly billing rates for actual work time performed
plus reimbursement of out-of-pocket expenses including travel costs, which total amount will not exceed
$206,410.
This proposal is valid for 90 days from the date issued.
Concentric Assumptions / Customer Responsibilities
1. Customer will assign an initial project manager at the project kickoff meeting.
2. Customer will provide site access for installation, programming, and startup during Customer's normal
business hours. Work outside of Customer's normal business hours can be agreed upon as needed,
provided Concentric can secure the site(s) upon departure.
3. Customer understands that all existing equipment to remain is assumed to be in good, working order. In
the event that any other equipment does not perform as -expected, Concentric will work with the
Customer to repair, as -needed, under a separate contract.
4. Customer will dispose of/recycle any removed equipment.

5. Customer understands that software/materials purchased outside Concentric may require regular
support, and it will coordinate directly with the manufacturer to identify support costs for future
budgeting purposes.
Annual Support
This project will add additional hardware and software to the Customer, some of which has support or
maintenance associated with it. Concentric recommends the Customer maintain any applicable support
agreements once the initial support/warranty periods expire. On this project, we have included the following
support agreements, that all begin approximately at the date the product is shipped (not necessarily the date it is
onsite) and last for periods varying from one year to three years.
Following is the recommended support and estimated amounts for annual renewals (this is provided solely for
budgetary purposes and will need to be quoted at the time of renewal):

Project Schedule
Mitchell Pump Station VFD lead time is approximately 20 weeks after acceptance of order, subject to change
based on manufacturer's ability to supply the equipment.
