RESOLUTION NO. 2022- R-22-28
A RESOLUTION WAIVING COMPETITIVE BIDDING AND APPROVING AN
AWARD OF CONTRACT TO JETCO, LTD., OF WAUCONDA, ILLINOIS
FOR MONOPOLE PAINTING SERVICES
WHEREAS, the Village of Deerfield ("Village's is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970; and
WHEREAS, the Village sought quotes for the award of a contract to power wash,
prime and paint the Village Hall monopole ("Work'); and
WHEREAS, the Contract is not adaptable to completive bidding because there are
few contractors that perform the Work, the Work is highly technical, and requires significant
skill due to the tight confines of the work space; and
WHEREAS, Jetco, Ltd. of Wauconda, Illinois ("Contractor's, provided the lowest
quote to perform the Work and previously performed satisfactory work for the Village; and
WHEREAS, the Mayor and Board of Trustees have determined that waiving bidding
and entering into a contract with Contractor to perform the Work will serve and be in the
best interest of the Village and its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals as
its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to Section 9-16
of the Village Code and the Village's home rule authority, the Village Board waives the
requirement of competitive bidding for the procurement of the Work.
SECTION 3: APPROVAL OF CONTRACT. Pursuant to the Village's home rule
authority, the contract by and between the Village and Contractor is hereby approved in
substantially the form attached to this Resolution as Exhibit A ("Contract's.
SECTION 4: AUTHORIZATION TO EXECUTE CONTRACT. The Mayor and the
Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final Contract upon receipt by the Village Clerk of at least one original copy of
the final Agreement executed by Contractor; provided, however, that if the executed copy of
the final Contract is not received by the Village Clerk within 60 days after the effective date
of this Resolution, then this authority to execute and attest will, at the option of the Mayor
and Board of Trustees, be null and void.
SECTION 5: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

PROPOSAL

We hereby submit our proposal for labor, supervision, equipment, and materials to perform the following
repairs to the monopole located at 850 Waukegan Road, Deerfield IL 60015 and owned by the Village of
Deerfield:
Scope of Work:
• Waterblast galvanized steel monopole with no less than 7,000 psi water to remove all loosely
adhered epoxy coatings.
• Brush and roll apply one coat Sherwin Williams Macropoxy 646 epoxy coating to properly
prepared galvanized surfaces @ 2.0-3.0 mils DFT. Color: Extra White
• Brush and roll apply one coat Sherwin Williams Hi Solids Polyurethane coating to all primed
surfaces @ 2.0-3.0 mils DFT. Color: Gypsum SW4028
• Brush and roll apply one coat Sherwin Williams Fluorokem HS fluoropolymer urethane coating
@ 2.0-3.0 mils DFT. Color: SW 7008 Alabaster
Clarifications:
• Village to make space available for 125' articulating manlift in the immediate vicinity of the
monopole including the northeast portion of the west police parking lot and library staff parking
north of the pole. Jetco to cordon off these areas with temporary fencing to eliminate pedestrian
or vehicular hazards.
• Cooperation from police department, library, and others to move vehicles that may be impacted
due to wind blown debris/overspray.
• Village to provide water usage by Jetco, Ltd. at no additional charge (Use of hose bib on west side
of police department is sufficient supply of water for our work).
• Existing antennas mounted to monopole shall be removed and reinstalled by others to allow
complete cleaning and painting.
• Jetco is not responsible for damage by others to finished coatings. Those responsible for damage
to newly applied coatings shall be required to reimburse Jetco for any required coating repairs
after the antennas have been reinstalled.

All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices. Any alteration or deviation from specifications involving extra costs will be executed only
upon written orders, and will become an extra cost over and above the estimate. All agreements contingent upon strikes, accidents or delays beyond our control. Owner to carry fire and other necessary insurance. Our
workers are fully covered by worker's compensation insurance.
