AN ORDINANCE PROVIDING FOR THE SUBMISSION
TO THE VOTERS OF THE VILLAGE OF DEERFIELD, LAKE
AND COOK COUNTIES, ILLINOIS, OF THE QUESTIONS OF
ISSUING $1,080,000 SEWER IMPROVEMENT BONDS AND
$3,300,000 SEWAGE TREATMENT FACILITIES BONDS
AT A SPECIAL ELECTION TO BE HELD IN AND FOR SAID
VILLAGE ON THE 24TH DAY OF :F•EBRUARY. ° 1973
WHEREAS, it is deemed advisable and necessary and in the
best interests of the Village of Deerfield that necessary improve-
ments be made to the existing waste water treatment facilities of
the Village, including the construction of additions and improve-
ments to the existing sewage treatment plant so as to provide
increased capacity to accommodate future growth of the Village and
provide acceptable treatment for excess wet weather flows and to
upgrade the quality of effluent to meet current quality standards
and, further, to increase the capacity of the East Side Pumping
Station and transmission line, all as more fully described in the
preliminary plans and specifications prepared by Baxter and Woodman,
Engineers; Crystal Lake, Illinois, and heretofore approved by the
President and Board of Trustees of the Village'of Deerfield; and
WHEREAS, the President and Board of Trustees have heretofore
estimated the cost of such construction, and it is hereby estimated
that such cost will be not less than $3,300,000; and
WHEREAS, it is deemed advisable and necessary and in the
best interests of the Village of Deerfield that certain improvements,
additions and extensions be made in and to the existing sewer system
of the Village, and that land be acquired and storm water retention
facilities be constructed thereon; and
WHEREAS, the President and Board of Trustees of said
Village have heretofore estimated the cost of such construction and
the purchase of said site, and it is hereby estimated that such
cost will be not less than $1,080,000; and
WHEREAS, there are no funds available to pay the cost of
constructing such improvements as hereinabove described, and it
will, therefore, be necessary to borrow money and, in evidence thereof,
to issue bonds of the Village; and, before bonds can be issued, the
questions of issuing said bonds must be submitted to the voters of
said Village and approved by a majority of the electors voting on
each of said questions at an election called for that purpose.

NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF DEERFIELD•, LAKE AND COOK COUNTIES,
ILLINOIS, AS FOLLOWS:
SECTION That there be borrowed for, by and on behalf
ONE: of said Village, the sum of $1,080,000 for
the purpose of paying the cost of constructing improvements,
additions and extensions to the Village sewer system and to pay
the cost of purchasing a site and constructing storm water reten-
tion facilities thereon, and that, to evidence said loan, negoti-
able bonds of said Village be issued, and that each of said bonds
be designated "Sewer Improvement Bond," and bear interest from
the date of issuance at the rate of not to exceed six per cent
(6 %) per annum.
SECTION That there be borrowed for, by and on behalf

the purpose of paying the cost of constructing additions and
improvements to the existing sewage treatment plant and East Side
Pumping Station of said Village, and that, to evidence said loan,
negotiable bonds of said Village be issued, and that each of said
bonds be designated "Sewage Treatment Facilities Bond," and bear
interest from the date of issuance at the rate of not to exceed
six per cent (6%) per annum.
SECTION That the questions of issuing $1,080,000
THREE: Sewer Improvement Bonds and $3,300,000 Sewage
Treatment Facilities Bonds, as hereinabove described in Sections
One and Two hereof, be submitted to the legal voters of said
Village at a Special Election which is hereby called to be held
in and for said Village on Saturday , the 24th day of February ,
1973, between the hours of 6:00 o'clock A.M.-and 6:00 o'clock P.M.,
C.S.T. of said day.
SECTION That, for the purpose of said Election, the
FOUR: Village of Deerfield shall be divided into
four election precincts, the boundaries thereof and the polling
places therefor being as hereinafter set forth in Section Five of
this Ordinance.
SECTION That the Village Clerk is hereby authorized
FIVE: and directed to give due and timely notice of
said Election by publishing notice thereof once in the Deerfield
Life, being a newspaper published in and having a general circula-
tin in said Village; the date of such publication to be not more
than thirty (30) days nor less than fifteen (15) days prior to the
date set for said Special Election, and said notice, as published,
shall be in substantially the following form:
"NOTICE OF SPECIAL ELECTION TO VOTE UPON THE
QUESTIONS OF ISSUING $1,080,000 SEWER IMPROVE-
MENT BONDS AND $3,300,000 SEWAGE TREATMENT
FACILITIES BONDS OF THE VILLAGE OF DEERFIELD,
LAKE AND COOK COUNTIES, ILLINOIS
PUBLIC NOTICE IS HEREBY GIVEN that a Special Election
will be held in and for the Village of Deerfield, Lake
and Cook Counties, Illinois, on Saturday , the '24th day
of - February; 1973, at which time there will be subm —fitted
to the electors of said Village the following questions:
1. Shall bonds in the amount of $1,080,000 be
issued by the Village of Deerfield, Lake
and Cook Counties, Illinois, for the pur-
pose of paying the cost of constructing
additions, improvements and extensions to
the existing sewer system of said Village,
and to pay the cost of acquiring land and
constructing storm water retention facil-
ities thereon, said bonds bearing interest
at the rate of not to exceed six per cent
(6%) per annum?
2. Shall bonds in the amount of $3,300,000 be
issued by the Village of Deerfield, Lake
and Cook Counties, Illinois, for the pur-
pose of paying the cost of constructing
additions and improvements to the existing
sewage treatment plant and East Side Pumping
Station, said bonds bearing interest at the
rate of not to exceed six per cent (6 %) per
annum?
That,.for said Special Election, the Village shall be
divided into four voting precincts, each voting precinct
and the polling place designated for each of said voting
precincts is as follows:
PRECINCT NO. 1 shall consist of all that part of
e Village lying south of the center line of
Deerfield Road and west of the West Fork of the
North Branch of the Chicago River (West Drainage -
Ditch.)

Deerfield Road and east of the West Fork of the

PRECINCT N0. 3 shall consist of all that part of
the Village lying north of the center line of
Deerfield Road and east of the Chicago, Milwaukee,
St. Paul and Pacific Railroad right -of -way.

the Village lying north of the center line of

The Polls for said Election will be opened at 6:00
o'clock A.M.-and will be closed at 6:OO o'clock P.M.,
C.S.T. on the date of said Election. All persons quali-
fied to vote at regular Village elections.are qualified
to vote on said questions. Voters must vote at the
Polling Place designated for the Election Precinct in
which they reside.

SECTION That the Village Clerk is hereby ordered to
EIGHT: cause a sample of the ballot herein provided
to be used at said Election to be published once in the Deerfield
Life, a newspaper published in and having a general circulation
in said Village, the date of such publication to be not less than
five (5) days prior to the date set for said Election, and to
procure and prepare all necessary election material for holding
and conduting said Election.
SECTION That said Election shall be held and conducted
NINE: and the returns thereof duly canvassed, all
in the manner and time as provided by law and all persons desiring
to vote at such Election, upon presenting themselves at the polls,
shall first request of the judges of the Election and sign an
affidavit which shall contain the following: (a) the name and
address of the voter, (b) a statement that the voter resides
within the limits of such Village, (c) that he is registered to
vote in general elections from such address, and (d) a statement
that such person so desiring to vote at said Election is a qualified
voter.
SECTION That this Ordinance shall be in full force and
TEN: effect from and after its passage and approval
as provided by law.
