AN ORDINANCE APPROVING A SPECIAL USE FOR A
TEMPORARY LOCATION FOR THE DEERFIELD PUBLIC LIBRARY
AT CADWELLS CORNERS SHOPPING CENTER
WHEREAS, the Plan Commission of the Village of Deerfield held a public hearing on the
application of the Deerfield Public Library (the "Applicant") for approval of a Special Use in the
Cadwells Corners Commercial Planned Unit Development in the C-2 Outlying Commercial District
authorizing the establishment and operation of an approximately 22,000 square foot temporary
public library at 7 North Waukegan Road in the Cadwells Corners Shopping Center, said property
being described by PINS 16-33-404-033, 16-33-404.034, 16-33-404-035, 16-33-404-036, 16-33-
404-037, 16-33-404-038 and 16-33-404-039 (the Subject Property"); and
WHEREAS, said public hearing was held on March 8, 2012 pursuant to public notice duly
given and published as required by statute and conforming in all respects, in both manner and form,
with the requirements of the statutes of the State of Illinois and the Zoning Ordinance of the Village
of Deerfield; and
WHEREAS, the Plan Commission of the Village of Deerfield, after considering the
proposed Special Use to authorize the establishment and operation of a temporary public library on
the Subject Property, together with the evidence, testimony and supporting materials offered at said
public hearing, filed its report with the President and Board of Trustees containing its written
findings of fact and recommendation that the requested Special Use be authorized pursuant to
Article 13.11 and Article 5.02-C, Paragraph 6, Subparagraph c, of the Zoning Ordinance of the
Village of Deerfield to allow an approximately 22,000 square foot temporary public library to be
located, established and operated as a Special Use of the Subject Property in the Cadwells Corners
Commercial Planned Unit Development in the C-2 Outlying Commercial District; and
WHEREAS, the President and Board of Trustees of the Village of Deerfield have
determined that the proposed Special Use for the Subject Property fully complies with the
requirements and standards set forth in Article 5.02-C, Paragraph 6, Subparagraph c, and Article
13.11 of the Zoning Ordinance of the Village of Deerfield, and that the best interests of the Village
will be served by the authorization and granting of said special use as provided herein, subject to and
in accordance with the plans and supporting materials submitted by the Applicant which are
incorporated herein and made a part hereof;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in
the exercise of its home rule powers, as follows:
SECTION 1: That the President and Board of Trustees do hereby affirmatively find that the
Special Use as hereby authorized fully complies with the requirements and standards set forth in
Article 5.02-C, Paragraph 6, Subparagraph c, and Article 13.11 of the Zoning Ordinance of the
Village of Deerfield.
SECTION 2: That the President and Board of Trustees do hereby authorize and approve a
Special Use to permit the establishment, operation and use of an approximately 22,000 square foot
temporary public library as a Special Use of the Subject Property in the Cadwells Corners
Commercial Planned Unit Development in the C-2 Outlying Commercial District, subject to the
conditions, regulations and restrictions set forth in Section 3 of this Ordinance.

SECTION 3: That the approval and authorization of said Special Use is granted subject to
the following conditions, regulations and restrictions: (i) the establishment, development,
maintenance and use of the Subject Property for said Special Use shall be in accordance with the
plans and supporting materials attached hereto and made a part of this Ordinance as Exhibit A
hereof, and with all representations and supporting materials made and submitted by the Applicant to
the Plan Commission and to the President and Board of Trustees of the Village of Deerfield; and (ii)
compliance with the requirements of the Final Development Plan and ordinances for the Cadwells
Corners Planned Unit Development, as amended, and with all applicable provisions of the Zoning
Ordinance of the Village of Deerfield.
SECTION 4: That the Special Use as hereby authorized shall be binding upon and inure to
the benefit of the Applicant and Applicant's successors, grantees, transferees and assigns, and any
violation of this Ordinance or the conditions, regulations and restrictions set forth herein by
Applicant or its successors, grantees, transferees or assigns shall authorize the revocation of the
Special Use as hereby authorized.
SECTION 5: That the Village Clerk is hereby authorized and directed to publish this
Ordinance in pamphlet form and to record this Ordinance in the Office of the Recorder of Deeds of
Lake County, Illinois, at Applicant's expense.
SECTION 6: That this Ordinance, and each of its terms, shall be the effective legislative act
of a home rule municipality without regard to whether such Ordinance should: (a) contain terms
contrary to the provisions of current or subsequent non -preemptive state law; or, (b) legislate in a
manner or regarding a matter not delegated to municipalities by state law. It is the intent of the
corporate authorities of the Village of Deerfield that to the extent that the terms of this Ordinance

should be inconsistent with any non -preemptive state law, this Ordinance shall supersede state law
in that regard within its jurisdiction.
SECTION 7: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form as provided by law.

GEwALT HAMILTON ASSOCIATES, INC. (GHA) has conducted a parking study for the site of the
temporary relocation of the Deerfield Public Library. The library is currently constructing an addition
to their facility located at 920 Waukegan Rd. in Deerfield, and requires a temporary location during
construction. The location of the temporary facility will be in the Cadwell's Corner Shopping Center
("Site") located at the northwest corner of Lake Cook Rd. and Waukegan Rd.in Deerfield, Illinois.
The location is shown on Exhibit 1.
As proposed, the new library building will be expanded to include an 11,950 square foot expansion to
the existing 33,238 square foot building. The temporary site, however, will be much smaller and have
limited facilities. The Site will be open seven days per week during the following hours:
o Monday — Thursday 9AM — 9PM
o Friday 9AM — 6PM
o Saturday 9AM — 5 PM
o Sunday 1PM — 5PM
The following report identifies peak parking times and demands for the library as well as parking
availability at the Site during those times. All referenced exhibits are located in the Appendix
Part II. Site Context
Site Context
Located in the furthest southern portion of the Village, Cadwell's Corner is a community shopping
center containing 79,774 square feet of Gross Leasable Area (GLA). Currently the center has
significant vacancies and only approximately 13,655 S.F. is leased, leaving 66,119 S.F. vacant. The
library plans on leasing space near the southern end of the center and adjacent to the largest parking
fields. The parking areas are located in the front and rear of the shopping center with easy access to the
planned location. There is access from both Lake Cook Rd. as well as Waukegan Rd.

Library Operations at the Temporary Site
The library plans to occupy space located at the southern end of the shopping center for approximately
18 months while the new addition is under construction. The library will then return to the regular
location. There are differences as well as similarities between the current operations and those
associated with the temporary site. The following compares the existing library operations to the
planned temporary facility:
0 45 employees at the existing library - 45 at the temporary facility.
0 33,238 square feet at the existing library - 20,112 square feet at the temporary facility.
o All departments will remain operational at the temporary facility but meeting room use will be
eliminated.
As noted in a previous parking and traffic study performed for the library expansion, the maximum
number of employees working on a typical weekday is 36 but only 27 drive. On Saturday, staff is
reduced to 18 persons, of which only 15 drive. As noted above, this will continue to be the normal
staffing model at the temporary site.
Because of its location, as well as smaller useable space, the temporary facility is expected to have
some diminished attendance. However, as discussed further in the report, plentiful parking exists to
accommodate even the current demand.
Four book drops will be located in front of the library. Rather than having vehicles pull into the drive
aisle and leave their cars to deposit books, three spaces next to the boxes should be reserved for "book
drop only".
Part III. Existing Conditions
Parking Counts and Occupancies
Parking supply and occupancy counts were performed on a weekday from 3PM to 6PM (Thursday,
January 26`h) and on a Saturday (January 28th) from LOAM to 4PM. The site was divided into four
separate parking fields/areas, A-D as shown in Exhibit 2. Parking count summaries are shown in
Exhibit 3. Parking occupancies were recorded hourly for the times previously discussed. As shown in
the exhibit, Site parking as a whole is never more than 6 percent occupied. Furthermore, the field
closest to the library space — Area A — contains 202 spaces of which a maximum of fifteen spaces were
occupied during the busiest time of the day. Table I summarizes peak hour occupancies.

Part IV. Evaluation
Parking Demand — Library
A detailed parking calculation was tallied for the new library which took into account added patrons
due to the expansion. However for purposes of this evaluation, the existing parking demand was used.
The highest parking demand was identified on a Saturday which was approximately 66 spaces. The
peak demand on a weekday was at 4PM at which time there were 56 cars parked on site. This takes
into account patron parking, as well as employees. Since the current library parking lot contains 77
parking spaces, the numbers are presumed to be contained entirely on site with no cars parking in other
areas of the campus.
Parking Demand — Shopping Center Unleased Space
As shown in Exhibit 2 there is plentiful parking for the library use at the Site both in total and in the
parking area (Lot A) adjacent to the library location. It should be recognized however that the site is
under leased. Accordingly, if an arbitrary additional 60% of the 66,119 square feet of currently
unleased space (39,671 square feet) were occupied within the next 18 months while the library is at the
Site, there would be additional demand. Therefore the question is whether the Site can accommodate
both the library and a large percentage of space becoming leased in the near future.
Acknowledging that this is a shopping center that has already been approved based on code, reference
to the Village Zoning Code requirements for unleased space is used for model demand estimation only.
Based on the Village Zoning Code retail shops require off street parking of 1 space per 200 square feet.
This would equate to an additional requirement of 198 spaces for the 39,671 square feet discussed
above.
However, a better estimate would be data contained in the Institute of Transportation Engineers (ITE)
Parking Generation book. The numbers contained in that document for Shopping Centers includes the
interaction of uses on the same site or in a shopping center.
Those extra demand (non December) would range from 2.87 to 2.94 spaces per 1000 square feet.
Accordingly, the demand for the 60% of unleased space (using the higher 2.97 factor) would be 117
additional spaces. The combined demand would be as follows.
• Projected peak demand library — 66 vehicles
• Projected peak demand unleased retail space — 117 vehicles
• Total projected peak demand —183 vehicles
• Available peak supply Lot A — 187 spaces
• Available peak supply Total Site — 312 spaces

Part V. Conclusion
The parking required by the library to relocate to the Site is readily accommodated within the existing
supply. This is true both for the overall Site as well as for Lot A which is immediately adjacent to the
library location. Employees should be directed to park in areas other than Lot B or in areas proximate
to the library. Lot C (49 spaces in the rear of the Site) or the northern portion of Lot A are good
alternates.
While it is recognized that some of the unused space may be leased in the next 18 months, even if 60%
were occupied in that time, plentiful parking exists. Given the current economic climate, as well as the
historical performance of the Site, further significant occupancy may be unlikely. However, even in
the rare event that 100% of the net unused space (net of the 20,112 square feet for the library) was
leased and generated an additional demand of 175 spaces, the site could handle all parking demands.
Accordingly, from a parking perspective, it is our professional opinion that the library's temporary
location at the Caldwell's Corners Shopping Center will be a very suitable location and can meet all
projected parking demands.
