PART I – PROJECT CONTEXT
Per your request, GEWALT HAMILTON ASSOCIATES, INC. (GHA) has collected existing Weekday and Weekend traffic
and parking data in the vicinity surrounding Mitchell Pool. It is our understanding that the Park intends to
commence planning for potential renovation / upgrades and improvements at Mitchell Park particularly the existing
pool and bathhouse and the data collected by GHA and described in the following summary is intended to provide
a “baseline” view for future planning. The Exhibits referenced throughout this document are located at the end of
this document.
PART II – SITE CONTEXT
Exhibit 1 – Site Location Map
The approximately 13-acre James C. Mitchell Park site is located at the southeast corner of the Wilmot Road /
Hazel Avenue in Deerfield, IL. Mitchell pool is located near the northwest corner of the park. A small parking
lot on the south side of Hazel can be accessed via a pair of one-way drives. Additional parking has been
constructed along the south side of Hazel, between Wilmot Road as well as the two driveways. It is our
understanding that the Jaycee Park parking lot located north of Hazel on the west side of Wilmot is also
sometimes used for overflow parking.
PART III –PARKING & TRAFFIC DATA
Parking Observations
On Thursday August 1 and Saturday August 3 2013, GHA staff conducted hourly observations of parking
occupancy at the various lots adjacent to Mitchell Park as well as the off-site Jaycee Park. Parking data was
collected between 7 am and 9 pm on Thursday and between 9 am and 6 pm on Saturday. Exhibit 2 provides
an aerial photo of the study area and identifies each of the parking “zones” that were observed on the various
days.
Exhibits 3a - 3b tabulate the results of the parking occupancy studies. As can be seen, parking occupancy on
Thursday rarely exceeded 60% for each of the parking zones. On Saturday however, the primary parking lot

was over 85% occupied between 2 pm and 5 pm. In fact, every lot within the study area was at capacity
during the 2 pm hourly count.
Traffic Counts
In addition to the parking observations, GHA conducted automated, machine traffic counts at the entrance
and exit driveways for 24-hour periods on the same Thursday and Saturday of the parking occupancy counts.
The observed Peak Hours occurred as follows:
Weekday Morning – 8:00-9:00 am
Weekday Evening – 5:00-6:00 pm
Saturday – 4:00-5:00 pm
It should be noted that the due to parking turnover – entering and exiting volumes may not necessary be
balanced for the various hours observed.
The 24-hour volumes in and out of the parking lot were 250 vehicles and 200 vehicles on Thursday and
Saturday respectively.
Peak Hour and Daily volumes are illustrated on Exhibit 4.
No unusual activities (e.g. emergency vehicle activity, roadway construction, etc.) or inclement weather were
observed during our counts that would be expected to impact traffic volumes or travel patterns in the vicinity.
PART IV –OBSERVATION SUMMARY
We hope that the Park District finds this information useful for the purpose of future planning. It would be
beneficial to understand how the traffic and parking observations relate to attendance on the dates the counts
were conducted as well as how those days attendance relate to yearly or monthly averages. Some additional
observations included:
Camp drop-off/pick-up occurs in the drive-thru lot, occasionally blocking handicapped accessible spaces.
Employees do not appear to park on site
Jaycee Park was rarely used for overflow, but there were several events (family picnic & “adopt-a-pooch”
that could contribute to the higher parking counts.
“No Parking” signs on Hazel are generally respected.
