RESOLUTION NO. 2021- R-21-49
A RESOLUTION WAIVING BIDDING AND APPROVING AN AWARD OF
CONTRACT FOR THE PURCHASE AND OUTFITTING OF MULTIPLE VEHICLES
FROM CURRIE MOTORS, RAYMOND CHEVROLET, AND
MONROE TRUCK EQUIPMENT
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970;
and
WHEREAS, the Village has identified the need to purchase fiour vehicles: (i) two
Ford Escape Hybrids ("Ford Escapes'; (ii) a Chevrolet Silverado ("Pickup Truck'); and
(Ili) a Chevrolet 3500 Dump Truck ("Dump Truck's (the Ford Escapes, Pickup Truck, and
Dump Truck are, collectively, "Vehicles') with dump body outfitting ( "Outfitting'); and
WHEREAS, the Village is a member of the Northwest Municipal Conference
Suburban Purchasing Cooperative ("NWMC'), which representing municipalities and
townships located within the State of Illinois and Counties of Cook, DuPage, Kane, Lake,
and McHenry; and
WHEREAS, the NWMC sought bids for the award of a contract for the purchase of
the Ford Escape and awarded a contract to Currie Motors of Frankfurt, Illinois ("Currie');
and
WHEREAS, the Village received a quote for the purchase of the Pickup Truck and
Dump Truck from Raymond Chevrolet of Antioch, Illinois ("Raymond') through the
General Motors Government Purchasing Program; and
WHEREAS, the Village received a quote from Monroe Truck Equipment of Joliet,
Illinois ("Monroe' for the purchase of the Outfitting for the Dump Truck; and
WHEREAS, due to the supply chain problems caused by the COVID-19 pandemic,
there are few sources to procure the Vehicles and Outfitting in a timely fashion; and
WHEREAS, pursuant to Section 9-16 the "Municipal Code of the Village of
Deerfield, Illinois, 1975," as amended ("Village Code'), the bidding requirements may be
waived for contracts for supplies and services available from a single source or, which by
their nature, are not adaptable to competitive bidding; and
WHEREAS, the Mayor and Board of Trustees have determined that waiving
bidding for the Vehicles and Outfitting and approving the purchases from Currie,
Raymond, and Monroe will serve and be in the best interest of the Village and its residents;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:

SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals
as its findings, as if fully set forth herein.
SECTION 2: WAIVER OF COMPETITIVE BIDDING. Pursuant to Section 9-16
of the Village Code and the Village's home rule authority, the Village Board waives the
requirement of competitive bidding for the procurement of the Vehicles and Outfitting.
SECTION 3: APPROVAL OF PURCHASE FROM CURRIE. The Village Board
hereby approves the purchase by the Village from Currie of the Ford Escapes in the total
amount of $53,106.00, in accordance with the NWMC bid.
SECTION 4: APPROVAL OF PURCHASE FROM RAYMOND. The Village
Board hereby approves the purchase from Raymond of: (i) the Pickup Truck in an amount
of $31,851.65; and (ii) the Dump Truck in an amount of $50,683.00.
SECTION 5: APPROVAL OF PURCHASE FROM MONROE. The Village
Board hereby approves the purchase of the Outfitting from Monroe in the total amount of
$14, 909.00.
SECTION 6: AUTHORIZATION TO EXECUTE CONTRACT. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final purchase orders for the Vehicles and Outfitting upon receipt by the
Village Clerk of at least one original copy of the final purchase orders executed by Currie,
Raymond, and Monroe; provided, however, that if the executed copy of the final purchase
orders are not received by the Village Clerk within 60 days after the effective date of this
Resolution, then this authority to execute and attest will, at the option of the Mayor and
Board of Trustees, be null and void.
SECTION 7: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval by the vote of two-thirds of the Trustees.
