RESOLUTION NO. 2021- R-21-32
A RESOLUTION APPROVING AN AGREEMENT WITH STRAND ASSOCIATES,
INC. OF MADISON, WISCONSIN FOR
CHEMICAL PHOSPHORUS REMOVAL FACILITIES PROJECT SERVICES
WHEREAS, the Village of Deerfield ("Village') is a home rule municipality in
accordance with Article VII, Section 6 of the Constitution of the State of Illinois of 1970;
and
WHEREAS, the Village desires to retain a qualified firm to provide [design,
bidding-, and construction -related services for chemical phosphorus removal facilities]
("Services'; and
WHEREAS, the Village issued a request for qualifications for qualified firms to
complete the Services; and
WHEREAS, the Village has determined that the proposal submitted by Strand
Associates, Inc., of Madison, Wisconsin ("Consultant's, is the most appropriate for the
provision of the Services; and
WHEREAS, the Village and Consultant desire to enter into an agreement for the
provision of the Services by Consultant ("Agreement's; and
WHEREAS, the Mayor and Board of Trustees have determined that entering into
the Agreement with Consultant will serve and be in the best interest of the Village and its
residents;
NOW, THEREFORE, $E IT RESOLVED BY THE VILLAGE BOARD OF
DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, as follows:
SECTION 1: RECITALS. The Village Board hereby adopts the foregoing recitals
as its findings, as if fully set forth herein.
SECTION 2: APPROVAL OF AGREEMENT. The Agreement by and between
the Village and Consultant is hereby approved in substantially the form attached to this
Resolution as Exhibit A, and in a final form and substance acceptable to the Village
Manager and the Village Attorney.
SECTION 3: AUTHORIZATION TO EXECUTE AGREEMENT. The Mayor and
the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the
Village, the final Agreement upon receipt by the Village Clerk of at least one original copy
of the final Agreement executed by Consultant; provided, however, that if the executed copy
of the final Agreement is not received by the Village Clerk within 60 days after the effective
date of this Resolution, then this authority to execute and attest will, at the option of the
Mayor and Board of Trustees, be null and void.

SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect
from and after its passage and approval according to law.

Pursuant to Agreement for Technical Services dated June 1, 2020
Project Information
Project Name: Chemical Phosphorus Removal Facilities Project
Services Description: Provide design, bidding-, and construction -related services for chemical
phosphorus removal facilities.
Scope of Services
ENGINEER will provide the following services to OWNER.
Desisin'Services
1. Conduct a combined design kickoff meeting and initial site visit to review the design objectives
and preliminary schedule with OWNER, to gather site -specific information, and take
measurements for use in designing the project.
2. Perform a site topographical survey of the intended area of the chemical building and routes of
piping to the intended chemical application points.
3. Assist OWNER in procurement of geotechnical services to perform soil borings and evaluate
soil conditions for the intended construction areas.
Prepare preliminary drawings, technical specifications, and Bidding Documents at approximately
60 percent design and provide drawings and technical specifications to OWNER for review and
comment. Prepare Bidding Documents using Engineers Joint Contract Documents Committee
C-700 Standard General Conditions of the Construction Contract, 2018 edition. The project will
include design of a 25-foot by 32-foot masonry building to house chemical pumps; a chemical
storage tank with chemical containment; and associated electrical equipment; mechanical
equipment including plumbing, heating, ventilation, air conditioning, fire protection, and site work
associated with the new building. Three chemical application points will be included in the design.
Electrical design will include incorporation of the new facilities into the existing plant supervisory
control and data acquisition (SCADA) system.
Participate in a 60 percent design review virtual conference to discuss design progress and
OWNER comments.
Prepare 90 percent drawings, technical specifications, and Bidding Documents, Provide
OWNER with electronic copies of drawings and specifications in portable document format
(PDF). Prepare final opinion of probable construction cost based on 90 percent Bidding
Documents.

7. Participate in a 90 percent design review virtual conference to discuss design progress and
OWNER comments. Incorporate OWNER comments, as appropriate, to prepare final Bidding
Documents.
8. Assist OWNER with completion of the WPC-PS-1 construction permit application and
submission of drawings and technical specifications to the Illinois Environmental Protection
Agency (IEPA) for agency review. Incorporate comments from IEPA, as appropriate.
Bidding -Related Service
1. Submit Advertisement to Bid to OWNER for publishing, Distribute Bidding Documents
electronically through QuestCDN, available at www.strand.com and www.questedn.com.
Submit Advertisement to Bid to OWNER for publishing.
2. Attend prebid meeting and answer- prospective bidder questions.
3. Prepare addenda, if necessary, to clarify Bidding Documents.
4, Tabulate and analyze bid results and assist OWNER in the award of the construction contract.
Construction -Related Services
Prepare agenda for and attend a preconstruction meeting for discussion of contract requirements,
project schedule, and other construction items. Prepare meeting minutes and distribute to
attendees.
2. Communicate with OWNER about day-to-day construction progress.
3. Provide contract administration services including:
a. Review of contractor's initial schedule of values, project schedule, and list of
subcontractors and suppliers.
b. Review rap to two submittals each of contractor's shop drawings. Provide OWNER a
shop drawing review log, Shop drawings exceeding two submittals will be reviewed on
an hourly rate basis plus eXpenses in accordance with the contract documents.
C. Respond to up to 12 contractor's requests for information.
d. Prepare up to five cost proposal requests.
e. Prepare up to three work change directives.
£ Prepare up to three change orders.
g. Review contractor's applications for payment.
4. Prepare agenda for and attend up to six monthly construction progress meetings. Prepare meeting
minutes and distribute to attendees.

Provide up to 12 full -day site visits for part-time field observation of electrical, structural, and
mechanical work.
6. Provide SCADA graphics programming for operator interface and reports configuration.
Provide up to two site visits for observation of contractor -arranged manufacturer startup and
training sessions and consultation with OWNER, operation assistance during startup, and
respond to operator's inquiries,
8. Develop written operation and maintenance (O&M) manual section as an addendum to the
2013 O&M Manual for Wastewater Reclamation Facility. The section includes a narrative,
figures, and descriptive tables to assist the operators in operation of the new plant process.
Organize equipment O&M manuals provided by manufacturers. Provide written 0&M manual
and equipment O&M manuals in a bound book. Provide three hard copies and one PDF copy of
the O&M manual.
Assist with project closeout including providing substantial completion inspection and list of
items to complete or correct, final completion and inspection and list of items to complete or
correct, compiling warranties, and assist with final payment determination.
10. Provide record drawings in electronic format from information compiled from contractor's
records. ENGINEER is providing drafting Services only for record drawings based on the
records presented to ENGINEER by contractor and OWNER. ENGINEER will not be liable for
the accuracy of the record drawing information provided by contractor and OWNER.
Compensation
OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus
expenses an estimated fee of $172,000.
Schedule
Services will begin upon execution of this Task Order, which is anticipated the week of
September 6, 2021. Services are scheduled for completion on July 1, 2023,
