The existing Village Hall will remain, and a two-story wing to the north of the current building will be constructed with a one story connection "link" which will serve as the new entryway and lobby. Currently, the Village Hall Annex is located in this area and it will be razed to accomplish this project. In addition to significant upgrades in accessibility, operating systems, and public meeting space, this expansion has been examined with consideration of the Village's longterm space needs. In collaboration with the Village's architect, Williams Architects, evaluation of the current structure indicated that, rather than constructing a completely new building, the current Village Hall could be utilized and expanded in a form that was functional and still aesthetically pleasing. The building was also designed with customer service needs in mind. This expansion brings together virtually all Village services, except Public Works, under the same roof for the first time since 1972. Community Development, Finance and Administration will be housed in the Village Hall with easy access to the Police Department via a new corridor. During construction, the Community Development Department will be relocated. Staff is evaluating options for this move. The design of the building provides for a new "community" building, a true Village 77te expanded tillage Hall uill house the Departments of Community Development, Finance, and Administration. Groundbreaking is scheduled for spring of 2006 with occupancy in summer 2007. Hall that is welcoming to residents and efficient for elected officials and staff. The front lawn will have a number of pieces of public art, including the Centennial Sculpture, commissioned for the Village's centennial celebration in 2003, in addition to benches and a new formal entrance. Steps have been taken to maintain the classic look and appearance of the building, while preserving the beautiful oak trees on the front lawn of the building. Expansion has been anticipated for nearly two decades in a number of planning documents including the Village's Comprehensive Plan. The new contract provides service with no increase in the refuse collection rate to the Village for the first year of the contract. Initial increases are tied to new recycling carts. Any increase in cost to the residents will be determined by the Board of Trustees. Currently, the Village subsidizes the rate charged by Onyx for refuse collection service. Highlights of the contract are below. Refuse Collection This contract provides for a continuation of backdoor refuse collection service. Residents may leave garbage cans at the rear of their houses or at the top of their driveways for collection. Those who choose to may bring refuse to the curb, but it is not mandated. Recycling While refuse collection has not changed, a significant difference will be seen in the way recyclables are collected. A 65-gallon recycling cart will be provided to each single-family residence in Deerfield. Residents who have special needs and require a smaller cart may request a 35-gallon cart. Both carts replace the 18- gallon bins currently used for recycling. While the overall size of these carts may cause some concern, it should be noted that their footprint, or the amount of space that they cover on the ground, is only slightly larger than the 18-gallon bins they replace. Once the new recycling collection program begins recyclables will no longer be collected from the 18-gallon bins. Residents may "recycle" these bins for other uses around their home. The new carts are convenient and easy to move and have a lid to help keep items from blowing out of the container and littering the neighborhood Residents no longer have to sort their recyclables - all materials can be co -mingled in one cart. These carts, like the bins, must be brought to the se Contract "at a glance": The 5-year contract includes refuse, recycling and yard waste collection. Backdoor refuse collection will continue for all residents. Recycling and yard waste collection remain at the curb. A new recycling program will be rolled out, with 65-gallon recycling carts replacing existing 18-gallon bins. The new 65-gallon recycling carts are approximately 40" tall and 23" square at the base compared to recycling bins currently in use which have a base approximately 22" wide and 16" deep. The footprints of each`are very similar. The smaller 35-gallon cart has a slightly smaller base and is approximately 6" shorter than the 65 gallon cart. Landscape waste stickers will remain at $1.60. Bundled brush must have a sticker affixed in order for it to be collected. curb for collection, where a semi -automated operation will empty each cart into the collection truck. While recycling collection remains once per week, due to the larger size and lid features of these carts, individual usage may allow you to take your recycling to the curb only every other week or even once per month. These carts, which are used in many neighboring communities, also help to encourage recycling as their large size allow them to hold more recyclables. --------------------------------- D Recycling Cart Preference Form D D Onyx Waste Services will be delivering a new 65-gallon recycling cart to each single-family D residence sometime in the near future. Page 2 GIS Information 04vailable Online Geographical Information System (GIS) data is now available online at w►vw.deeffield-il.org. This information can be useful to homeowners, as it can provide a wealth of information regarding your property. Some of the information available online includes the following: • Your property's zoning classification. • Whether your property is located in a flood zone. • Your Property Identification Number (PIN). • Downloadable aerial photographs. The website is easy to use and the map is interactive. Users can choose different layers of information and print out maps �or personal use, all with the click of a mouse. These highly informative maps have been created through the Village's involvement in the GIS Consortium, a group of ten communities who have collaborated to develop GIS programs at a decreased cost, as costs are spread out among all members. The Village has been a member since 2003. This information has become invaluable and is utilized by Village staff to assist in public works construction projects, as well as numerous uses in the police and community development departments. For more information on Deerfield's involvement in the GIS Consortium, please contact Assistant Village Engineer John �elch at 847/317-7245 or at dfldpw@deerfield-it org. � Construction Update Leaf Pickup Program KJ With the winter months approaching, the Village is concluding a very intensive construction season. Construction is never convenient, but the public works and engineering staff appreciate residents' and visitors' patience during this period of construction. Below are some final updates on projects. Deerfield Road The project is on schedule to be completed near the end of November, including final work on the roadway, as well as landscaping restoration. Stratford Road Stratford Road reopened to two-way traffic in late October; however, the final asphalt layer will be applied in the spring. Landscaping restoration will continue through the month of November. -o- Sump Pumps Do you know where your sump pump water goes? It is important for you and your neighbors to make sure it goes only into a storm sewer pipe, otherwise it may cause basement flooding. Rain or storm water has to be kept out of the sanitary sewer where it can cause overflows or "surcharging". If you are uncertain which sewer your sump pump is connected to, please contact the public works department at 847/317-7245 or via e-mail dfldpwOdeerfleld- il.org to make an appointment with a sewer department representative. ao- publicWORKS The Village's annual leaf collection program continues through November 17. Please do not put out leaves more than one day prior to your scheduled pickup day. Remember. Vacuum hose machines are used to pick up leaves. Do not rake grass clippings, sticks, rocks, branches or mud to the curb with your leaves. These materials clog and damage the equipment used for collecting leaves. If these items are found, the leaves will not be removed. Remember. Leaves should be raked into neat piles, as close to the curb as possible. Remember that leaves may not be placed in the street or on carriage walks or sidewalks. Doing this causes safety hazards to pedestrians and drivers. Remember. Following the final pickup in your neighborhood during the week of November 14, all remaining leaves must be bagged and a yard waste sticker adhered for regular refuse collections on Mondays and Tuesdays. December 12 and 13 will be the last yard waste pickups this year. The Village will not collect any leaves after the collection program has concluded. As the weather grows colder and the days grow shorter, we are reminded that winter is on the way! With winter comes snow, and the Village's Public Works Department is again prepared to clear the Village's 70 miles of streets. Public Works utilizes over 20 pieces of equipment for snow removal. When the snow starts to fall, salt trucks are the first to respond. If less than 2 or 3 inches fall, the salt trucks alone can handle the storm. The Village uses approximately 3,000 to 4,000 tons of salt every year to help keep the streets safe. If salt alone can not keep the streets clear, all additional snow equipment is called out and put into service. Residents should be aware that Public Works does not park its vehicles until every street has been cleared. The goal is for every street to be cleared within 6 hours after the snow stops. The Village takes pride in its dedicated Public Works staff who work to maintain safe and clear roadways for residents and visitors to Deerfield. Remember. By Village ordinance, vehicles cannot be parked on the street for 24 hours after 2 inches of snow has fallen. Also, you may not deposit snow from your property on to the street or sidewalk. Page 4 Sewer System Rate *Increase As part of the recently completed Sanitary Sewer System Evaluation, a rate increase to fund the operations and capital costs of the Village's sewer system, including the wastewater treatment facility, was recommended. The least expensive alternative, to maintain and replace necessary equipment in the existing facility using the processes in place, resulted in a projected rate increase from the current $1.90 per 100 cubic feet of water billed to $3.66. The components of this rate increase include approximately $2,500,000 per year for operating costs and just over $1,000,000 for debt service •on the expected total capital costs. The Village Board requested that staff present alternative rate structures and other funding mechanisms to provide for this funding. A number of alternatives were considered by the Board at a workshop meeting in August. These included a pure rate increase as indicated above; a blend of rate increase and other sources, specifically property taxes; use of General Fund balance to partially offset the capital costs; or instituting a base charge for all users; and changing the rate structure currently in place. The Village currently uses a sewer rate for single-family residences based on a "winter quarter" usage. That is, the amount of water used during She billing quarter that contains January usage is the amount of sewer usage that is billed for the remaining three quarters of the year. The intent is to offset the occasional heavier use of water during the warmer months (typically for landscape watering) that does not end up in the sanitary system. The Village Board requested that the staff present amendments to the sewer rate ordinance that would eliminate the winter quarter billing method, raise the rate to offset the operating costs, and use an increase in the property tax rate to service the debt necessary for the capital costs for the system improvements. The required rate increase in this scenario is $1.00 to $2.31, or 21.6%. The proposed increase in the property tax rate would be $0.09, or 37%. The effect on the user in the Village depends on the amount and usage habits of the household, along with the value of the property with regards to the property tax. An analysis of actual users indicates that the actual increase in sewer charges paid ranges from 16% to 60%. Questions may be directed to the Finance Department at 8471945-5000. Senior Taxi Service Seniors and disabled Deerfield residents are reminded that the Village provides subsidized taxi service. The discount entitles the rider to $.50 in -town fares, a special discount to and from Highland Park Hospital, and a discount for out-of-town fares. Certain restrictions apply. To register for this program, or to obtain additional information on how the program works, please contact the Village at 847/945-5000. ao- villageNEWSI Deerfield Assists Hurricane Victims In response to the hurricane devastation on the gulf coast, a member of the Police Department, Officer Mike Scarry, was called upon to assist where needed.,Officer Scarry was dispatched through the Illinois Law Enforcement Alarm System (ILEAS) in a coordinated effort to send approximately 150 officers from across the State of Illinois to assist with law enforcement needs in New Orleans and other areas affected by Hurricane Katrina. Officer Scarry assisted with a number of functions while in New Orleans. Six firefighters and an engine were also dispatched by the Deerfield -Bannockburn Fire Protection District to assist as needed. Another Wily to Help! Deerfield residents also have the opportunity to take part in a book drive to help replenish book supplies for the school district in Pass Christian, Mississippi. Beginning Tuesday, November I and continuing through Friday, November 18, residents may drop off new or very gently used books at the Deerfield Public Library or at Village Hall. A full list of the books needed can be found on the Village's website, unviv.deerbeld-il.org. Generally, these books will be used to rebuild libraries for students in Kindergarten - 12th grade. Trees and other organic greenery will be picked up at the curb if all bags, metal (including tinsel) and other decorations' are removed. Wording procedures and policies may arise and, in that event, will be mailed to brick purchasers. A 4" x 8" engraved brick is $50. Multiple bricks for longer messages may be purchased and can be laid out in adjacent placements. This has been a popular trend for thanking team coaches, troop leaders and others. An 8" x 8" paver is $500. Pavers have been a popular choice for local community service groups and clubs, as well as businesses and corporations. Exciting renovations for Deerspring Pool that can be enjoyed by the entire community are scheduled to be completed before the beginning of the 2006 pool season. New amenities include a zero -depth wading pool and a new drop slide, as well as a new spray/splash pad area that can be open to the public in early summer and in the fall, before and after the regular pool season. The park district is also completing a series of improvements for the pool, such as replacing the pool's 30+-year old filter system, underground piping and concrete deck. The AutoMARK is a ballot -marking system designed to provide privacy and accessibility to voters who are blind, vision -impaired, or have a disability or condition that would make it difficult or impossible to mark a ballot in the usual way. The system offers audio -ballots, enlarged ballot print, touch screen or keypad, sip -and -puff interface, and gel pads for limited mobility.
