MEET TRUSTEE JOHN HEUBERGER
JEFFERY WERNER AWARD WINNERS
In April, John Heuberger
was elected to a four year
term as Village Trustee.
John, a 16 year resident
of Deerfield, is a Partner
with the Chicago law firm
of Rudnick & Wolfe. His
specialty is real estate
finance law. He and his
wife, Donna, and their
three children live at
107 W. St. Andrews.
NAG, NAG, NAG
You probably get tired of our reminding you about
getting your Village stickers but, as Mom used to
say, "it's for your own good!" And, in fact, if you
should forget and have to pay the 50% penalty, she'd
j say" "This hurts you worse than it does me!"
Just remember, after JULY FIRST, you'll be paying
50% more for those stickers.
DO YOUR LAWN A FAVOR
Leave those grass clippings on the lawn when you
mow it. Not only is this much easier for you, but it's
s0000 good for the grass to have that extra
protection. Here's a suggestion that's cheaper, less
work, and smarter..... how can you beat it?
Then, with the time you save by not having to bag
the clippings, you could take a few minutes to trim
the trees and/or bushes which overhang the sidewalk
on you property. You'll be so popular with the
joggers, walkers and bikers!
SCAVENGER HOLIDAY
Scavenger service will be a day later during the week
of July 4th.... don't be the one on your block who
forgets.
GOOD NEIGHBOR POLICY
What time does your landscaper arrive to mow the
lawn? The noise ordinance specifies 7:30 A.M. as
the earliest this is permitted..... but what about the
next door neighbor who has only one day to sleep
late? You could score points if you'd have the
landscaper start latter..... especially on the weekends.
Since 1969, the Deerfield Youth Council has
annually named outstanding high school Seniors who
exemplify Jeff Werner's dedication to service to the 40
community. Congratulations to the 1993 winners:
MICHAEL MADDEN
ADAM WOLFE
Their names will be added to a plaque in the Village
Hall.
LET'S TALK ABOUT WATER
Specifically, let's talk about lead in drinking water.
There is virtually NO lead in Lake Michigan
water, and no lead is added -in the processing,
storage or delivery of water to your home.
Lead CAN enter drinking water due to
corrosion or wearing away of materials.
Some homes, built before 1978, may have
flexible lead service entrances or copper
plumbing, installed before 1987, that utilized
lead solder. Other homes may have faucets
or valves that are built with lead alloys and
where protective plating is eroded or worn.
SO, to be on the safe side, observe these two •
precautions:
Let the water run from the faucet for about
15 to 30 seconds before drinking it or using
it for cooking IF the water hasn't been used
for six hours or more.
Don't cook with or drink water from the hot
tap. Hot water can dissolve more lead more
quickly than cold water.
As you know, we purchase our water from Highland
Park. They have added corrosion inhibition
treatment to their water plant. This process is
endorsed by the Federal government and is widely
used to prevent lead from entering the drinking
water due to corrosion (or wearing away of materials
in some homes).
If you wonder why all the emphasis on lead in
drinking water, it's because the Federal government
has already eliminated lead solder in food canning,
has required unleaded gasoline and has eliminated
lead -based paints. Now, they are working on low-
level sources of lead exposure which includes the
nation's water supply, and that includes yours and
mine. &

ILLINOIS HOMESTEAD EXEMPTION PROGRAM
STREET IMPROVEMENTS
Illinois law currently provides taxpayers with three
homestead exemptions, the use of which will lower
the amount of property tax owed to the county
treasurer. The amounts and criteria for the
exemptions are as follows:
Homestead Limited Exemption - This exemption
will lower the equalized value of the property by
$3500. To qualify, you must own the property and
must have lived on the property prior to January 1
of the tax year.
Senior Homestead Exemption - If you are the owner
of a residential property, occupied it prior to
January 1 of the tax year, and turned 65 anytime
during the tax year, your equalized value will be
lowered by $2000. Application for this exemption
must be made at the West Deerfield Township
Assessor's Office. A copy of the deed will also be
required.
Homestead Improvement Exemption - If you make
an improvement or an addition to the home for
which we assess, the assessment increase due to that
alteration is kept off the tax rolls for 4 years. There
is a maximum of $10,000 of assessed value which can
be kept off the tax rolls for that period. The
Assessor's office will initiate this exemption
automatically. If you have any questions about these
exemptions, please call the West Deerfield Township
Assessor's Office at 945-3020 or visit the office at
858 Waukegan Road.
PARKWAY TREES
There is still time to order a tree for your parkway
through our 50/50 program. If you are interested,
call us at 945-5000. We'll send you the information
on the program and an order blank.

July 1993 Happy Fourth of July
Chief Richard
Brandt Retires
1 hank you Deerfield.
After serving the Deerfield
Community as Police Chief for
the past eighteen years, I will
retire effective July 1, 1993. I
wish I could thank all of you, the
residents of Deerfield, for the
privilege of having served you. I
will miss all of you.
Deerfield and the Police
Department have seen many
changes over the past eighteen
years. The Police Department has
grown to thirty eight officers,
who are better equipped and
better trained than ever before.
The Department has the most
modern electronic equipment
including computer terminals in
the squad cars and E9-1-1
telephone answering equipment.
The net result of having a. better
trained and better equipped
department is a low crime rate.
Deerfield has one of the lowest
property crime rates in the area
and enjoys the lowest violent
crime rate in the State of Illinois
for a city with a population of ten
thousand or more.
Deerfield is a pleasant and safe
place to live because people get
involved and care about the
community. The elected officials
have supported the department
4th of July Emergency
Safety Vehicles
ach fourth of July we get a
number of complaints from
residents concerning fire-
works. Remember that fireworks,
firecrackers, skyrockets and
roman candles are prohibited.
Fireworks in irresponsible hands
can cause serious injury, fire and
property damage. Someone in
possession of fireworks can be
ticketed and receive a fine up to
$500.
This year, as in previous years,
we are asking residents to walk if
it all possible to Fourth of July
activities. Parking is always at a
premium. You can check the D-
Tales section of the newsletter for
times and activities. Have a great
Fourth of July!
you're driving along, minding
your own business, when
suddenly you see red lights
flashing in your rear view mirror.
After the initial feeling of surprise
subsides, you safely pull over to
the right hand side of the road
and prepare to stop. To your
delight the police car passes you
and continues on. We hope that
this is the situation should you
ever be placed in a similar
circumstance. If for some reason
this isn't the case and the officer
does want to speak with you,
remember these laws that apply
to you when you're driving.
The Illinois ' Vehicle Code
requires a motorist to yield at all
times -to an emergency —vehicle -
that has its emergency lights
activated. The driver must pull
parallel to the right hand curb and

The Police Commission has hired
only the bes jualified candidates
to be police officers. Through the
support of the Mayor and Village

Police Commission, and most of

the Deerfield Community, The
Deerfield Police Department is

the best Departments in the State.
Thank You Deerfield.
Door to Door
Solicitors
During the summer we receive
a lot of questions regarding
door to door solicitors. Our
Village ordinances concerning
solicitors or peddlers are as
follows.
Solicitors wanting to go door to
door in residential neighborhoods
must register daily with the police
department. (Solicitors are no
longer required to carry and
display a permit when soliciting.)
The times for solicitors are
Sincerely, 9A.M. - 9P.M. Monday
Chief Richard C. Brandt through Saturday. No soliciting
is allowed on Sunday or national
holidays.
If you do not want a solicitor
coming to your door, use this
sign. Place it on the inside of a
window of your door. Solicitors
are not permitted to solicit at
houses where this sign is located.

if necessary come to a complete
stop to allow the emergency
vehicle safe passage.
Occasionally when we are
responding to an emergency call
we encounter a driver who stops
in the middle of the roadway or
stops abruptly upon seeing
emergency lights. For everyone's
safety remember that emergency
vehicles should, whenever
possible, pass on the left hand
side of traffic.
Interpreters
rhe Police Department is
looking for residents who
would be willing to volunteer
some of their time. Occasionally
we come in contact with people
who speak a foreign language and
communicating with them can
sometimes be very difficult.
If anyone speaks a foreign
language fluently and would be
willing to translate for us we
would greatly appreciate the
assistance. The need for
interpreters doesn't come about
too often, but when it does the
service is extremely valuable.
In the vast majority of cases,
assistance would involve a short
telephone conversation to
determine the person's name,
address or ask a few short
questions.
If you would be interested in
volunteering, give officer Eric
Lundahl or Mark Anfensen a call
at 945-8636. We will ask the
language that you are fluent in,
your telephone number and the
hours you are available.
