Deerfield Police To
Consolidate Emergency
Dispatch Services with
Lincolnshire Police
The Deerfield Police Department dispatch
center will be assuming emergency police
dispatch communication duties for the
Lincolnshire Police Department starting this
spring.
Established in 1970, the dispatch center
currently serves Deerfield, Bannockburn
and Riverwoods, which was added 2013,
with 9-1-1 and police dispatching services.
In 2016, a new State law took effect
requiring dispatch centers serving a
population of less than 25,000 residents
to consolidate with a larger center. The
combined populations of Deerfield,
Bannockburn and Riverwoods fell just short
of the threshold.
Over the last few years, appeals and
litigation have ensued in an attempt to
prevent the Deerfield dispatch center from
having to close.
The consolidation also results in cost
savings for both Villages as well as increased
opportunities for interoperability and shared
infrastructure and resources.
Adding Lincolnshire to the disptach center
also brings the total population served
well over the 25,000 threshold to avoid the
consolidation mandate.

Election Information
The Consolidated Election will be held
Tuesday, April 2, for election of municipal
offices, library trustees, park district
commissioners, school board members and
more.
On Election Day, polls will be open from
6 a.m. to 7 p.m. Residents can find their
designated Election Day polling place at the
County’s website LakeVoterPower.info.
Early voting runs from Monday, March 18
through Saturday, March 30, from 9 a.m. to 5
p.m., Monday through Friday, and from 9 a.m.
to 2 p.m. on Saturdays. The West Deerfield
Township office located at 601 Deerfield
Road is serving as an early voting site.
Voting by mail is available through the Lake
County Clerk’s office. Residents may request
a ballot by mail at LakeVoterPower.info or by
calling 847.377.2406.
Those who need to register to vote and
missed the in-person and online deadline may
register during the grace period through April
2. Those registering to vote during this period
must vote at the time of registration.

Fire Hydrant Flushing
During the week of April 15, the Public
Works Department will begin flushing all
fire hydrants within the Village.
Opening fire hydrants and flushing out
water on an annual basis allows Public
Works to ensure that hydrants are in proper
working condition and helps to flush
sediment out of the distribution system.
Signs will be posted in each area before
flushing begins. The work is typically
performed between 7:30 a.m. and 3:30
p.m., Monday through Friday, and takes
approximately two weeks to be completed
for the entire Village.
Do not do laundry on the day hydrants
are flushed in your area. Flushing may stir
up rust that can enter washing machines
and cause discoloration to certain types
of clothing. Additionally, there may be
discoloration in the water coming from the
faucets in your home after hydrant flushing
is complete in your area.
It is recommended that residents flush
water from their interior system through
a tub spout for a few minutes to clear out
sediment. Please note that the water from
the tap is safe to drink at all times.

Landscape Waste Pickup
Landscape and yard waste pickup starts the
first week of April. The price of landscape
waste stickers this year is $2.82.
Residents north of Deerfield Road will have
yard waste collected on Tuesdays; those
south of Deerfield Road will be collected
on Wednesdays.
Yard waste must be placed in a 30-gallon
paper bag and placed at the curb with a
sticker affixed for collection. A sticker is
also required for each bundle of sticks or
other yard waste not exceeding 4 feet in
length, 30 inches in circumference and 50
pounds in weight. Collection runs April 1
through December 15.

Political Signage
Regulations
During the political campaign season, the
Village wants to remind residents about
regulations for placing political campaign
signs on your property.
Permits are not required for temporary
signs, and residents can place any number
of political signs on their property as long
as the aggregate gross surface area does not
exceed 20 square feet.
Signs must be:
• on private property;
• at least 5 feet from the house side of the
sidewalk;
• at least 10 feet from the house side of a
carriage walk; and
• at least 15 feet from the street edge or
back of curb if no sidewalk.
Signs must not be:
• placed in the public right-of-way;
• attached to trees, traffic or light poles,
utility poles or fire hydrants; or
• higher than 10 feet above curb level.

Tree City USA
The Village of Deerfield has been named a
Tree City USA community by the Arbor Day
Foundation for the 9th consecutive year. To
earn this award, a municipality must have a
community forestry program with an annual
budget of at least $2 per capita.
In 2018, the Village spent nearly
$100,000 on tree planting and
maintenance. This includes planting
dozens of trees and completing the
annual tree trimming program.

Earth Hour 2019
Join the Village and celebrate Earth Hour
on Saturday, March 30, by turning off all
non-essential lights from 8:30-9:30 p.m.
Fun ways to celebrate include hosting
a candle light dinner, stargazing or

Earth Day 2019
With Earth Day right around the corner on
Monday, April 22, it’s time to start thinking
about ways Deerfield residents can
continue to promote and be leaders of
sustainable and environmentally friendly
growth in our community.
The Earth Day Network is currently
focusing on ways to protect our endangered
species. Earth Day Network’s mission
is to diversify, educate and activate the
environmental movement worldwide.
Growing out of the first Earth Day, Earth
Day Network is the world’s largest recruiter
to the environmental movement, with
more than 50,000 partners in nearly
195 countries to build environmental
democracy. More than 1 billion people
now participate in Earth Day activities each
year, making it the largest civic observance

Arbor Day 2019
In celebration of Arbor Day on Friday, April
26, the Sustainability Commission and the
Deerfield High School Earth Works Club
will plant a tree in the parkway of the High
School. The Village urges all citizens to
celebrate Arbor Day and to support efforts
to protect our trees and woodlands.

Vacation Safety Tips for
Your Home
According to the FBI, a home is burglarized
every 15 seconds in the United States
– resulting in an average valued loss of
$2,188. Basic preventative measures that
take only minutes to complete can work
wonders to help you keep your home safe
while you’re away:
• Resist the urge to mention your trip
on social media or in public. Don’t
tip criminals off by sharing too much
information on your social networks.
• Make an inventory of your valuables,
including serial numbers and photos.
• Keep important documents, financial
information and small valuables in a
fireproof safe, discreetly hidden.
• Stop the newspaper and mail, or ask a
trusted neighbor to pick them up.
• Park your car inside the garage – and
ask a neighbor to park in your driveway
occasionally.
• Put at least one light on a timer.
• Arrange for your lawn to stay trimmed
(summer) or your driveway to be
plowed (winter).
• Notify your home security company
that you’ll be out of town.
• Leave your emergency contact
information with a neighbor.

IRS Phone Scams
The IRS is warning consumers to guard
against scam phone calls from thieves intent
on stealing their money or their identity.
Criminals pose as the IRS to trick victims
out of their money or personal information.
The IRS will not:
• call you to demand immediate
payment;
• require that you pay your taxes with a
prepaid credit/gift card;
• ask for your credit or debit card
numbers over the phone; or
• threaten to bring in police or other
agencies to arrest you for not paying.
If you don’t owe taxes and have no reason
to think that you do, do not give out any
information and hang up immediately.

Hide, Lock, Take
The Village of Deerfield and neighboring
communities have experienced an increase
in reports of burglary to motor vehicles.
In most cases these crimes are committed
in unlocked vehicles. Car burglaries are
crimes of opportunity and failing to lock
your vehicle makes it a target for thieves. A
vehicle can be burglarized or stolen while
on your street, in your driveway, or in a
parking lot—even if it is only unattended
for a short time. Every time you exit your
vehicle, remember to Hide, Lock, Take:
1. Hide (or remove) your valuables
2. Lock your car doors
3. Take your keys
Other safety precautions include keeping
the car windows closed, removing the
garage door opener from your vehicle and
keeping your garage door closed.

Remain vigilant and report any suspicious
people, vehicles, or circumstances to the

National
Telecommunicators
Week: April 14 - 20, 2019
Each year, the second full week of April
is dedicated to the men and women who
serve as Telecommunication Officers. In
October 1991, Congress made a formal
proclamation to recognize this week as
National Telecommunicators Week.
Deerfield has eight full-time and three
part-time Telecommunicators who
serve as an indispensable link between
the officers and the public, as well as a
vital support service in the public safety
community. They provide radio, telephone
and dispatch services with dedication and
professionalism.
The Village will celebrate the week by
issuing a proclamation from Mayor
Rosenthal and the Village Board. Please
take the time to thank this group of heroes.

Cop on Rooftop: Friday,
May 17
On Friday, May 17, Deerfield Police
officers will spend the day on the roof of
our local Dunkin’ Donuts (499 Lake Cook
Road), not on surveillance, but rather
raising awareness and funds for Special
Olympics Illinois.
Officers will participate from 5 a.m. to 1
p.m. at the annual “Dunkin’ Donuts Cop
on Rooftop” event in the hopes of raising
$5,000. Last year we raised $5,700 and
hope to exceed our goal again this year.
Dunkin’ Donuts of Illinois has pledged a
corporate donation of $10,000 to Special
Olympics Illinois in celebration of this
statewide event.
The Police Department is also selling raffle
tickets to support the Special Olympics.
Prizes include a new Harley Davidson, big
screen HDTVs, a custom ATV and Special
Olympics merchandise.

Deerfield Flood
Information:
FloodPlain Permit
Requirements
All developments within the 100-year
floodplain (not just construction of
buildings, but filling, excavation, fences,
etc.) are required to undergo a formal
review by the Engineering Department.
Approval must be granted prior to doing
any work in a floodplain area. Please
contact the Engineering Department at
847.317.2490 to receive all the information
you will need in order to properly develop
in the floodplain.
Substantial
Improvement/Damage
The National Flood Insurance Program
(NFIP) requires that if the cost of
improvements to a building in a floodplain
or the cost to repair damages (from any
cause) to a building in a floodplain exceeds
50 percent of the market value of the
building (excluding land value), the entire
building must be brought up to current
floodplain management standards. Building
improvement projects include exterior
and interior remodeling, rehabilitation,
additions and repair and reconstruction
projects. Additionally, the cost of currently
planned improvements will be added to
the cost of previously made improvements
and compared to the existing market value
to determine if the improvements exceed
50 percent of the structure’s value. Please

Flood Insurance
If you do not have flood insurance,
talk to your insurance agent. Most
homeowners’ insurance policies do not
cover damage from floods. Flood insurance
is only available to those communities
participating in the NFIP. Because of
our floodplain management programs,
Deerfield residents are able to obtain flood
insurance. Additionally, because the Village
participates in FEMA’s CRS program, flood
insurance premiums are discounted. Be sure
to check your policy to ensure you have
adequate coverage. These policies usually
cover the building structure, but not its
contents. Contents coverage can also be
obtained upon request. There is a 30- day
waiting period before flood insurance
coverage becomes effective. Plan ahead; do
not wait until a flood is predicted before
purchasing flood insurance. If you are
building inside the floodplain, the purchase
of flood insurance is mandatory if using a
federally regulated/insured bank for a loan.

It is important to educate yourself on
flood insurance and dispell the myths that
surround it. Below are a few of the most
common myths about flood insurance and
some explanations of what is really true:
My homeowner’s insurance covers flooding.
False - Flood insurance is sold as a separate
policy, so even if a person’s regular agent
doesn’t handle flood insurance, it can be
obtained from another agent in the area.
I don’t need flood insurance because I’m
not in a high-risk zone. False - Flooding
can happen almost anywhere, and it
doesn’t take much water to cause expensive
damage. About 1/3 of all flood disaster
assistance and 1/3 of all flood insurance
claims payments go to people who have
been flooded even though they were
outside of the mapped high-risk zone.
I can’t get flood insurance because I’m not in
a high-risk zone. False - Mostly anyone who
lives in or owns property in an National
Flood Insurance Program participating
community can buy flood insurance for
a residential building, business, condo or
apartment. The homeowner’s possessions
may also be insured.
Even if my house did flood, it wouldn’t be by
much. False - There may not be much water,
but that doesn’t mean there won’t be much
damage. Only one inch of water can cause
more than $25,000 in damage.
I don’t need flood insurance because FEMA
gives disaster assistance. False - The truth
is that FEMA can only provide disaster
assistance when the President issues a
disaster declaration; this happens for
less than half of all floods. Even if there
is a disaster declaration, FEMA can only
provide small grants, not enough to cover
all losses or to fully rebuild.
Underground Sprinkler
System Testing
The Village would like to remind residents
that all irrigation and sprinkler systems are
required to have a backflow prevention
device. This equipment is also known as a
Reduced Pressure Zone device (RPZ). The
device must be certified and tested annually
by a licensed inspector prior to the system
going into service.
The Village has contracted with Backflow
Solutions, Inc. (BSI) to administer the
RPZ tracking program. The annual
backflow assembly test report must be
submitted electronically, by your certified
inspector, via the BSI Online system at
www.bsionlinetracking.com by June 30.
For homeowners that have irrigation or
sprinkler systems they no longer wish
to use, the Village offers a backflow
prevention lock program. At the owner’s
request, Village staff will install a specially
keyed ‘lockout’ device that prevents the
irrigation system from being turned on
and causing inadvertent contamination of
the water supply.
By installing the lock, homeowners can
avoid paying for annual irrigation system
testing. Locks can be removed by the
Village at any time, should the homeowner
wish to reactivate their irrigation system.

Flower Planter
Program Brings
Spring Blooms to
Downtown
The Village of Deerfield is offering a
Flower Planter Program for the tenth
year, coordinated though the Village’s
landscaper, Moore Landscaping, LLC.
This program allows merchants and
commercial property owners in the
Village Center to purchase attractive
planters and have them filled with
colorful flowers and plantings for all
four seasons of the year.

The Deerfield Area Historical Society
hosts its annual dinner prepared by The
Italian Kitchen on Thursday, April 25, at
6 p.m. at the Patty Turner Center (375
Elm Street).
Following dinner, Dunn Museum
curator and Lake County historian Diana
Dretske will explore historic and natural
preservation efforts in 19th and 20th
century Lake County.
All proceeds benefit restoration of the
Deerfield Historic Village. Tickets are

Village Center Survey
Deerfield’s Village Center Commission
is asking residents to give their feedback
by completing the 2019 Village
Center Resident Survey! The survey is
available online at www.deerfield.il.us/
downtownsurvey now through March 31.
The Village Center Commission
continues to advance a positive vision
for downtown Deerfield and supports
the area’s vitality and desirability. In
order for the Deerfield Village Center
Commission (VCC) to evaluate and
evolve initiatives and programs, we are
taking the pulse of the community.
Once we have compiled the responses,
we will be better equipped to design our
programs in line with your needs.
The survey can be taken online, mailed
or dropped off at Village Hall. The
survey will also be inserted in the March
Village water bills. e

Reduce, Reuse & Recycle
Reduce Waste
Find out what you can do to help make
a difference in our environment every
day. Whether you’re at home, on the go,
in the office or at school, there are many
opportunities to go green by reducing,
reusing and recycling. Practice the following
tips to help reduce waste:
• Learn to compost at home
• Use reusable grocery bags and food
containers
• Limit unnecessary packaging and reuse
old packaging when you can
• Limit hard copies of papers that can be
saved to a hard drive
Reuse with Rain Barrels
Many gallons of water run right off your
roof and into storm sewers - you can reuse
it with the help of a rain barrel. If you have
a large garden or do a lot of lawn sprinkling,
your summer water bill can run into the
hundreds of dollars. A one-time investment
in a rain barrel allows you to catch and use
free rainwater for years.
Recycle the Right Way
It has been reported that higher percentages
of non-recyclable materials are being found
at processing plants. Some of the most
common items and a few new ones to avoid
recycling include the following:
• Plastic bags
• Pizza boxes
• Bubble wrap and shrink wrap
• Electrical cords, string and rope and
rubber and plastic hose
• Propane tanks, batteries and electronic
waste
• Medical equipment, needles and
medical devices
• Clothing and textiles
• Wood, metal and furniture
Remember that items you can recycle, like
metal, paper, glass, plastic and food and
beverage cartons must be clean and empty
with caps and lids on.

ComEd Energy
Efficiency Program
ComEd customers have the opportunity
to reduce energy usage for free with the
Energy Efficiency Program that brings
electric and natural gas savings to you.
Assess: Customers can schedule a
free energy assessment of their home
or apartment. During the assessment,
homeowners will receive an installation of
energy-saving products, including LEDs,
programmable thermostats, showerheads
and more as well as personalized savings
recommendations.
The assessment can be scheduled by
contacting ComEd at 855.433.2700. It will
take about two hours, and you will receive
a personalized report identifying additional
ways you can save.
Recycle: Customers can retire their old
fridge or freezer (must be in working order)
by scheduling a free pickup from ComEd.
Discount: Customers can receive in-store
discounts on select ENERGY STAR®
certified CFLs and LEDs at local retailers.
Look for the “Lower Price” sticker to save.

Sump Pump
Disconnection
Program
The Residential Sump Pump
Disconnection Program has been
implemented to reduce costly and
unnecessary sanitary sewer overflows
and backups. For a limited time only,
the Village is offering a 20% rebate to
homeowners that eliminate illegal sump
pump connections. If you have an illegal
sump pump connection, please consider
taking advantage of this limited-time
offering while it lasts.
Participation is important for the
following reasons:
1. Eliminating illegal sump pump
connections can reduce sanitary
sewer backups and basement
flooding. In total, illegal
connections put millions of gallons
of storm water into the sanitary
sewer system, overburdening the
system and causing backups for our
residents.
2. Illegal sump pump connections
costs taxpayers’ money. When sump
pumps are connected incorrectly,
the Village is forced to unnecessarily
treat clean storm water at its Water
Reclamation Facility. This is an
unnecessary expense borne by all
taxpayers.
3. Having this type of connection
in your home is illegal. If you
are unsure about whether or
not you have this connection,
contact your preferred plumber
or the Community Development
Department at 847.719.7484.
In order to receive a rebate, you must
submit to the Village a Certificate of
Compliance completed by a licensed
plumber and a paid invoice. Documents
can be found at www.deerfield.il.us under
“Services.”
