Customers to Continue
to Save on Electricity
Rates for Third Year
The North Shore Electricity Aggregation
Consortium (“Consortium”) has worked
collaboratively during the last two years
to save participating residential and
commercial customers in eight member
communities more than $32 million* off
of Commonwealth Edison’s (“ComEd”)
electricity supply rates.
During this time, the average customer has
saved more than $463* on electricity versus
current ComEd rates.
In late March, the Consortium secured
electricity rates of 6.688 cents per kilowatt‐
hour (“kWh”) for the June 2014 through
May 2015 billing cycles for residential
and eligible small commercial customers.
ComEd’s proposed rate through September
is 7.596 cents per kWh, representing an
estimated savings to customers of 12%.
In 2012, the municipalities of Deerfield,
Glencoe, Highland Park, Lake Bluff, Lake
Forest, Northbrook, Park Ridge and Skokie,
collectively known as the Consortium,
entered into a three-year contract with MC
Squared Energy Services, LLC (“mc2”) to
serve as the alternative electricity supplier to
the almost 70,000 Consortium customers.
This is the final year of that contract.
The new price is an increase from the
current rate for the electricity commodity
due to the significant rise in the price of
capacity effective June 1, 2014. Capacity
is the cost of generating electricity to meet
demand during peak times and paid by
customers of all suppliers.

proven to be an entertaining, family-friendly

visitors from all over the Chicagoland area in
attendance to peruse or purchase art. As in
past years, all art media will be represented.
This year’s festival will again feature local res-
taurants and live music through a partnership
with the DBR Chamber of Commerce. Please

Electric Aggregation

In the last two years, this capacity cost was
lower and represented a smaller portion
of the electricity price. However, with an
expected increase in the capacity price of
more than 300%, it is now a substantial part
of the electricity supply price.
Customers interested in participating in the
100% Green Power Program can sign‐up
for an additional cost of .140 cents per
kWh. Those customers already purchasing
enhanced renewal energy certificates as part
of the Green Power Program do not need to
take any action.
Customers received a letter from the
Consortium in April regarding new pricing
terms. If customers are already receiving
the Consortium’s electricity supply rate, no
action is necessary. Customers interested in
signing up for the Consortium rate, such as
those who have moved into the community
or may want to change providers, can sign‐
up through the customer portal at
www.northshoreelectricityaggregation.com.

New TeenConnect
Program
Deerfield’s new TeenConnect program aims
to connect Deerfield teens who are available
to do outside yard work, with Deerfield
residents who need the service.
Earlier this year, the Village started to
collect a list of area teens looking to
perform yard work. The TeenConnect list
contains contact information for Deerfield
teens, the type of work they are willing to
do and their expected rate of pay.
Residents can receive the list by mail or
e-mail by calling Management Analyst
David Fitzgerald at 847.719.7400. The
resident will be responsible for contacting
the teen and for making financial and
scheduling arrangements directly.
Applications are available on the Village’s
website. The application requires a parent
or legal guardian’s signature for teens under
the age of 18.
The list will be updated every year. Teens
can indicate what kind of work they are
willing to perform, when they are available,
and their minimum payment accepted per
hour of work.
The intent of this program is to assist
residents who are unable to do physical
work themselves, unable to afford the cost
of a professional contractor on a regular
basis or only would require assistance on an
as-needed basis.

Fine Arts Commission
Looking for Artists for
Public Art Program
The Village of Deerfield is soliciting artwork
loans from artists as part of a new rotating
public art program. Artists must be willing
to loan works of art for public display for up
to one year.
The Deerfield Fine Arts Commission will
review artwork proposals submitted by
artists interested in having their works
displayed in the community as part of this
public art initiative. The program is solicit-
ing paintings, murals, drawings and other
pieces to be displayed in Deerfield Village
Hall, the Public Works Facility, Deerfield
Park District facilities, the Deerfield Public
Library and other government buildings.

Market Celebrates 20
Years of Fresh Flavors
The Deerfield Farmers Market’s 20th
season begins June 14 and continues every
Saturday through October 11, from 7 a.m.
to 12:30 p.m., rain or shine.
Savor the flavor of the seasons each
week with the finest locally grown fruits,
vegetables and specialty items such as
freshly baked breads and cookies, fabulous
flowers, tasty maple syrup and honey, salsas,
and a variety of hand-crafted cheeses.
Over the years the market has become a
fun communal gathering spot for Deerfield
residents and a destination point for those
in neighboring communities. The market
is located in the commuter parking lot at
Deerfield Road and Robert York Avenue.

Emerald Ash Borer
The Emerald Ash Borer (EAB) is a metal-
lic green beetle native to Asia. The beetle
is 1/2 inch long and 1/8 inch wide and its
larvae bore into trees and feed on the inner
bark and phloem. In time, this cuts off the
flow of nutrients and water, causing the tree
to display signs of stress, weaken and perish.
In the summer of 2011, EAB was
discovered in the Village of Deerfield’s
southwest quadrant. Trees infested with
EAB will start with a slow decline and then
can die very quickly. This causes trees to
become brittle and start to lose their limbs.
Since this discovery, the Village has worked
with an arborist to complete a parkway
Ash tree inventory. During this inventory,
trees were rated on a scale of 1 – 6, with a 1
being a healthy tree, and 6 being a dead or
dying tree. To date, the Village has removed
over 550 infested Ash trees. This spring,
the Village will be inspecting Ash trees
throughout the Village for signs of decline.
The Village plans on removing 200-250 Ash
trees this year.
The Village is not treating any public
Ash trees due to the cost and limited
success of treatment. If a homeowner is
interested in treating a parkway tree with
their own certified arborist, they must fill
out a permit application. The application
and permit fees are waived for Ash tree
treatments or removal.
Homeowners may treat the parkway
tree, but if the tree becomes a hazard the
Village still has the right to remove the
tree. Ash trees on private property are
the responsibility of the homeowner to
maintain. If your tree is found to have EAB
and is starting to decline, the Village may
require you to have the tree removed for
safety reasons. Please report any known
infestations of EAB to the Village.

Deerfield Flood
Information:
Installment 1 of 3
FloodPlain Permit
Requirements
All development within the 100-year flood-
plain (not just construction of buildings, but
filling, excavation, fences, etc.) is required
to undergo a formal review by the Engineer-
ing Department. Approval must be granted
prior to doing any work in a floodplain area.
Please contact the Engineering Department

tion you will need in order to properly
develop in the floodplain.
Substantial
Improvement/Damage
The National Flood Insurance Program
(NFIP) requires that if the cost of improve-
ments to a building in a floodplain or the
cost to repair damages (from any cause)
to a building in a floodplain exceeds 50
percent of the market value of the building
(excluding land value), the entire building
must be brought up to current floodplain
management standards. Building improve-
ment projects include exterior and interior
remodeling, rehabilitation, additions and
repair and reconstruction projects. Ad-
ditionally, the cost of currently planned
improvements will be added to the cost of
previously made improvements and com-
pared to the existing market value to deter-
mine if the improvements exceed 50 percent
of the structure’s value. Please contact the

Flood Insurance
If you do not have flood insurance, talk to
your insurance agent. Most homeowners’
insurance policies do not cover damage
from floods. Flood insurance is only avail-
able to those communities participating in
the NFIP. Because of our floodplain man-
agement programs, Deerfield residents are
able to obtain flood insurance. Additionally,
because the Village participates in FEMA’s
CRS program, flood insurance premiums
are discounted.
Be sure to check your policy to ensure you
have adequate coverage. Usually these poli-
cies cover the building structure, but not
the contents. Contents coverage can also be
obtained upon request. There is a 30-day
waiting period before flood insurance cover-
age becomes effective. Plan ahead; do not
wait until a flood is predicted before pur-
chasing flood insurance. If you are building
inside the floodplain, the purchase of flood
insurance is mandatory if using a federally
regulated/insured bank for a loan.

Use a Landline: Whenever possible, use a
landline to call 9-1-1. Cell phone calls aren’t
always routed to the closest call center and
it takes time to transfer your call to the call
center. Even the best technology available
right now can’t tell us a caller’s exact loca-
tion, which is why 9-1-1 telecommunicators
rely on the caller to be sure they provide
exact information about their location so
the police, fire or EMS team can find and
help them.
Know Where You Are: Where are you
right now? Could you tell 9-1-1 exactly
where to find you?
Don’t Text to 9-1-1: Your local 9-1-1 may
not be able to accept text messages, photos
and video. A voice call continues to be the
best way to reach 9-1-1.
Stay Calm & Ready to Listen: 9-1-1 is
here to help you until help arrives. Be ready
to listen and follow directions.
When calling 9-1-1, one of the first things
you’ll be asked to provide is the location of
the emergency you’re reporting.
The call taker may not automatically know
your location or may ask you to confirm it.
Tell the call taker the location of the emer-
gency. Provide landmarks such as cross
streets and mileposts.
Always be aware of your surroundings.
Try to stay calm, listen carefully, give infor-
mation and follow all instructions.
In an emergency, seconds matter, so being
knowledgeable and prepared can make all
the difference.
Knowing when to call and what to
expect when you dial 9-1-1 can help
reduce fear and feelings of helplessness
in an emergency.

‘Cop on Top’ Event at
Dunkin’ Donuts May 30
On Friday, May 30, 2014, Deerfield Police
Officers will spend the day on the roof
of our local Dunkin’ Donuts, 499 Lake
Cook Road, not on surveillance, but rather
raising awareness and funds for Special
Olympics Illinois.
Officers will participate from 5 a.m.
to 1 p.m. at the annual “Cop on Top of
Dunkin’ Donuts” event in the hopes
of raising $4,000. Last year, more than
$3,000 was raised.
Dunkin’ Donuts of Illinois will be making
a corporate contribution of $10,000 to
Special Olympics Illinois for our efforts.
As part of our commitment to this cause,
we are also selling Special Olympics mer-
chandise and raffle tickets for $10 a piece
for prizes including a new Harley Davidson
or one of five big screen HDTVs.

June 14 Grill Off to
Support Special Olympics
The 4th annual Whole Foods Grill Off
between the Deerfield & Bannockburn
Police Departments and the Deerfield Ban-
nockburn Fire Protection District has been
scheduled for Saturday, June 14, 2014.
The event is sponsored by our local Whole
Foods, 760 Waukegan Road. Customers
will pay $3.00 per plate with the proceeds
being donated to the Illinois Special Olym-
pics. Customers will vote on which grilled
item is better and a local celebrity panel of
judges to will oversee the grilling operation.
The Department that wins will not only
have bragging rights but will also be treated
to food trays catered by Whole Foods.

Burgers and Badges At
Tom & Eddie’s June 21
The 4th annual Burgers and Badges will be
held on Saturday, June 21, at Deerfield’s
Tom & Eddie’s, 740 Waukegan Road. This
is a fun-filled fundraiser for Special Olym-
pics where our uniformed officers “take or-
ders” and wait on customers from 11 a.m. to
6 p.m. Tips and 10 % of the day’s proceeds
will be given to Illinois Special Olympics.

Pick Up After Your Pet
Please be reminded that no person owning,
keeping or harboring a dog shall permit
such animal to urinate or deposit waste on
any public street, alley, parkway or other
public place or any premises other than
those of the owner or person in control of
such dog, without collecting and properly
disposing of said animal waste.
Violators will be fined between $10 and $50
for each offense. e

Village Vehicle Sticker
Registration
The applications for 2014 vehicle stickers
will be mailed to all currently registered ve-
hicle owners in mid-May. By July 1, stickers
must be displayed on all vehicles registered
in Deerfield.
If you purchase your sticker by June 30,
the sticker fee is $30. After June 30, the fee
includes a 50% late penalty. Seniors may
purchase one sticker for $1 per household;
additional stickers are regular price.
Residents may purchase vehicle stickers in
person at Village Hall or may return their
renewal forms via mail or in the drop box
located in the median just south of Village
Hall on Jewett Park Drive.
Remember: The deadline to display a new
2014 sticker is July 1. Stickers will be sold
beginning in mid-May.

Deerfield Historic
Village Opens June 2
The Deerfield Historic Village, 517
Deerfield Road, is open Sundays from 2 - 4
p.m., June through September.
Visit the oldest building in Lake County,
the Caspar Ott log house (1837), to see
how Deerfield’s earliest settlers lived.
The Histroic Village also includes a
farmhouse, carriage house, visitor center
and a one-room schoolhouse that has been
a favorite with children for many years.
The Deerfield Area Historical Society, a
donor-supported, nonprofit organization,
created and maintains the Historic
Village. Admission is free. Donations are
appreciated.

Park District Spring
Golf Outing May 21
Deerfield Park Foundation (DPF) and
Warriors Wrestling Alumni & Friends
(WWAF) present the 2nd annual Spring
Golf Outing at Deerfield Golf Club, in
Riverwoods, on Wednesday, May 21, 2014.
The event starts at noon with check-in and
complimentary range use, followed by a 1
p.m. tee-off. All adults are invited to sign up
their foursome –or contact the Park District
to have a twosome paired up. Outing
includes 18 holes of golf, free contests with
team and individual prizes, carts with GPS
and automatic scoring, after-golf food and
desserts, raffles, silent auction and more.
Sponsorships are available and donations
of gift certificates and select merchandise
is welcome. Sponsors already on board
include Nicholas and Associates; Italian
Kitchen, Deerfield; and Whole Foods
Market, Deerfield.
The Foursome team fee is $550. Event
takes place rain or shine. All net proceeds
are shared between DPF and WWAF. DPF
supports Grants-in-Aid (scholarships) for
Deerfield Park District residents in serious

Park District Tinman
Triathalon June 7
Tinman Triathlon (Swim-Bike-Run)
takes place on Saturday, June 7, 2014, at
Deerspring Park. The event is open to
anyone eight years of age or above and
includes a 300 meter swim (6 lengths in
a 50 meter pool), 6-mile bike ride (w/
required helmet) and 3-mile run. Check-
in for registered triathletes is at 6:30 a.m.,
with pre-race instructions at 7:15 a.m., race
starting time at 7:30 a.m., and ending time
at 10 a.m.

for the Triathlon (Activity #463301 –

beginning participants, Deerfield Park

“Green” Tips From
The Sustainability
Commission
Spring is prime gardening time. Here
are a few “green” tips from the Sustain-
ability Commission for those with –
and without – “green” thumbs.
The best time to suppress weeds is before
they germinate. Corn gluten fertilizers
are great for lawns or flowerbeds. These
fertilizers keep seeds from sprouting and
are not toxic to pets or people. If you
have to kill weeds, try using boiling water,
digging by hand, or looking on-line and at
garden centers for other non-toxic weed
control options. Some chemical lawn care
products may not be safe for children, pets
or people with severe allergies.
Two pernicious weeds to watch out
for in your yard are Garlic Mustard
and Buckthorn. Garlic Mustard is very
difficult to eradicate once it flowers
and produces seeds—which happens
in spring—so now is the time to tackle
it. Try to dig out the whole plant,
including the entire root if possible!
Phosphorus is a major water pollutant.
It promotes overgrowth of algae in our
watershed systems. Look for lawn fertil-
izers with zero phosphorus. Don’t cut
your grass too short. Leave it at least
three inches tall and it will help screen
weed germination. Leave cuttings on
the lawn. They break down quickly and
are a good source of nitrogen.
Many gallons of water run right off
your roof and into storm sewers. If you
have a large garden or do a lot of lawn
sprinkling, your summer water bill can
run into the hundreds of dollars. A
one-time investment in a rain barrel
allows you to catch and use free
rainwater for years.

Planter Program
Brightens Downtown
The Village of Deerfield is offering the
Flower Planter Program for the fifth year,
coordinated though the Village’s land-
scaper Guy Scopelliti Landscape, Inc. This
program allows merchants and commercial
property owners in the Village Center to
purchase attractive planters and have them
filled with colorful plantings all year.
This year’s participants in the Flower
Planter Program are F.I.T. Boutique, Eisen
Orthodontics, West Deerfield Township,
Village Hall, Essence Pilates, Running Away,
One Deerfield Place and the Deerfield
Cemetery.

Reduce Mosquitoes
The South Lake Mosquito Abatement
District offers the following tips to defend
your home and garden from mosquitoes
and West Nile Virus.
Every week:
• Tip and toss free-standing containers
such as flowerpot saucers, watering
cans and buckets.
• Change the water and clean bird baths.
• Empty water that collects in folds of
tarps used to cover woodpiles, boats, etc.
• Position corrugated drain pipes to
ensure drainage or dump out water.
As necessary:
• Clean leaves and debris from gutters.
• Store or recycle old tires.
• Clear debris to allow water to flow
freely from drainage ditches and
culverts.
• Filter or aerate ornamental ponds using
a circulation pump, or stock it with fish.
• Drain or fill-in puddles and areas of
your yard that remain wet and soggy
for more than a week.
• Check window and door screens to
ensure that mosquitoes cannot enter.

2014 Yard Waste Collection
The cost of landscape waste stickers is $2.66 each. Stickers may be purchased at Village
Hall, Jewel, Walgreens and Craftwood Lumber. Residents north of Deerfield Road will
have yard waste collected on Tuesdays; those south of Deerfield Road will be collected on
Wednesdays. Yard waste must be placed in a 30-gallon paper bag and placed at the curb
with a sticker affixed for collection. A sticker is also required for each bundle of brush not
exceeding 4 feet in length, 30 inches in circumference and 50 pounds in weight. Collection
runs through December 15.
