Customers Will Save on
electricity rates
On April 17, the North Shore Electric
Aggregation Consortium (“Consortium”)
announced a new rate for electricity that is
41% less than the current Commonwealth
Edison residential electricity rate. This is
one of the largest aggregation groups in
Illinois.
Over the next three years, MC Squared
Energy Services, LLC (“mc2”), the
Consortium’s selected alternative electricity
supplier, will supply power to an estimated
60,000 to 70,000 Consortium customers.
The Consortium communities locked
in electricity rates of 4.836 cents per
kilowatthour (“kWh”) through the May
2013 ComEd billing cycle. The current
ComEd residential rate is 8.233* cents
per kWh. New rates through mc2 are
anticipated to begin in June and July.
Eligible Deerfield residents should have
already received official correspondence
from the Village regarding electricity
aggregation. Once the notice is received,
customers have 21 days to determine if
they want to “opt‐out” of the municipal
program. Under this “opt‐out” program,
all residential and small commercial retail
customers (those whose annual usage
is 15,000 kWh or less) will be switched
automatically to mc2, unless the customer
affirmatively opts‐out of the program and
continues service through ComEd or
another provider.
Residents and small businesses that have
already switched to an alternative
provider will be able to “opt‐in” to the
municipal aggregation program; those resi-
dents and businesses should contact mc2

Annual Budget
The Village’s annual budget for the fiscal
year beginning May 1, 2012 was approved
by the Mayor and Board of Trustees at
the April 16, 2012 meeting, culminating a
thorough review process by the Board and
staff. The Village provides a wide range of
basic services upon which we all depend
including police protection, potable water,
sewage treatment and street maintenance,
to highlight only a few. A great deal of
time, energy and deliberation was put into
the creation of this budget and the Board
worked diligently to ensure that the high
quality of services that Deerfield residents
rely upon remains unchanged.
Deerfield has not been immune to the chal-
lenged economic climate that has impacted
most of its revenue sources. Sales taxes,
hotel/motel taxes, building permit revenue,
state shared taxes such as income tax, and
water and sewer revenues have all been
affected. And while the Village has taken
many steps to reduce its cost structure, the
need to maintain its level of services and
demands for infrastructure improvements
have required revenue enhancements and
bonds to be issued with this budget. These
include:
Water and Sewer Rate Increases
To maintain the viability of these funds, a
2.5% increase has been approved for water
rates and a 10% increase for sewer rates. A
household that uses 30 units of water per
billing quarter will see an increase of ap-
proximately $10.00 in their total bill.
Property Tax Increase
The Village projects no changes to the
General Fund property tax levy. The Village
portion of the property tax bill is about 3% .
Due to the need to replace the sewage
treatment plant (WRF), the Village will
most likely be borrowing $2 million in early
2013 through the use of general obligation
bonds. As discussed for many years, the
debt service for this critical project will add
to the 2012 Village portion of the property
tax levy. The Village will review its financial
position in December, when the 2012 tax
levy will be approved.
Please note that Deerfield property owners
east of the Tollway do not pay regional
agencies (MWRD in Cook County,
NSSD in Highland Park and Lake County
Special Service Areas in Riverwoods and
Lincolnshire) for sewage treatment. Our
total costs continue to be lower for this
service when comparing “apples to apples”
and the Village maintains stronger local
land use controls as a result.
Expenditures
The total Village budget for 2012/13 is
$56,505,057. Due to the types of services
provided by the Village, its operation is very
labor intensive. It is no surprise then that
labor costs are 54% of the total operating
funds budget of $28,403,794.
The CIP for next year totals $19 million,
a decrease of 18% from the 11/12 budget.
Most of this total is due to the construction
cost of $14 million for the replacement of
the sewage treatment plant which will cost
a total of nearly $32 million over the life of
the project.

Electric Aggregation

The alternative energy supplier, mc2
responded to the Consortium’s request
for proposals for electricity aggregation
services and was the lowest responsible
bidder of seven vendors that submitted
proposals. As part of the agreement with
mc2, the Consortium communities will
review electricity rates annually within
the 36‐month time period to ensure that
customers are receiving the best possible
rate.
On March 20, voters in all eight
Consortium municipalities approved the
referendum authorizing each municipality
to operate an “opt‐out” electricity
aggregation program for its residents and
small businesses. Through an
intergovernmental agreement, the
Consortium has been working together
since December 2011 and engaged the
consulting firm Intelligent Power Partners
and the law firm of Holland & Knight LLP
to provide professional expertise to the
Consortium.
Under this program, residents will also
have the opportunity to support renewable
energy resources through a Green Power
Program that purchases renewable energy

Green Power For Your
Home
As part of the new electricity aggregation
program, residents and small businesses
participating in the Village’s contract with
mc2 will have the option to purchase
renewable energy credits to offset the
“brown power” used in your home. Though
every home is different, an average home
uses approximately 10 megawatt hours
of energy a year. The price for renewable
energy credits in the Village’s contract is $1
per megawatt hour. To an average home
that is a cost of $10 per a year.
The renewable energy credit you purchase
is proof that 1 megawatt hour of renewable
energy was produced and placed in
the electric grid. In May, participating
customers in the aggregation program will
receive a letter with details on how to sign
up.

Street Rehab Program
Each year the Village of
Deerfield utilizes local
funds and Motor Fuel
Tax funding, administered
through the State of Illinois, to rehabilitate/
reconstruct local streets. The scope of
this year’s work will include complete
rehabilitation/replacement of the existing
roadway, storm sewer repair/replacement,
intermittent curb and gutter repair/
replacement, sidewalk replacement and
parkway restoration as needed. The 2012
program includes Camille Avenue, Rago
Avenue, Williams Avenue, Davis Street,
Crowe Avenue, Cumnor Court, Carlisle
Place, Warwick Road, Elmwood Avenue,
Kenmore Avenue.
To facilitate the work and keep the contrac-
tor on schedule, the project will be divided
into three stages. The Village appreciates
your effort in helping to complete these

Emerald Ash Borer
The Emerald Ash Borer (EAB) is a metallic green
beetle native to Asia. The beetle is 1/2 inch long and
1/8 inch wide. The adult emerges from the
bark between the months of May and July. The
females lay numerous eggs in bark crevices. The
eggs hatch in about 7 to 10 days. The larvae bore
into the tree and feed on the inner bark and phloem creating winding galleries. In time,
this cuts off the flow of nutrients and water, causing the tree to display visible signs of
stress.
In the summer of 2011, EAB was discovered in the Village of Deerfield’s southwest
quadrant. Trees infested with EAB will start with a slow decline and then can die very
quickly. This causes trees to become brittle and start to lose their limbs. Based on
research, EAB is going to effect the entire community. It is not a matter of “if” an Ash
tree is going to be infested, it is a matter of when.
Since this discovery, the Village has worked with an Arborist to complete a Parkway
Ash Tree Inventory. During this inventory, trees received a condition rating on a scale
of 1 – 6, with Condition 1 being a healthy tree, and Condition 6 being a dead or dying
tree. The Village Board has accepted a recommendation from Public Works to remove
all trees rated a Condition 5 or 6. This totals 34 trees. The trees will be removed through
the beginning of May. The trees rated a Condition 4 will be slowly removed over the next
year. These total 189 trees. Homeowners will be notified with a letter and the tree to be
removed will be marked with a “X” prior to removal.
The Village is not treating any public Ash trees due to the cost and limited success of
treatment, instead the Village intends to replace some trees where appropriate. If a
homeowner is interested in treating a parkway tree with their own certified arborist,
they must fill out a permit application. The permits are available on-line, at Village
Hall or at the Public Works Facility. The application and permit fees are waived for Ash
tree treatments or removal. If you do plan to treat your trees please be aware that only
products applied as trunk injections are permitted for parkway trees. The best time for
injections is after the tree has leafed out in spring. This is generally between mid-May and
mid-June.
Homeowners may treat the parkway tree, but please understand that if the tree becomes
a hazard, the Village still has the right to remove the tree. Over the next few years, the
Village will be slowly removing trees that decline and become hazardous. All the trees
will be monitored for signs of EAB, and will be removed when the health and safety of
the tree are in question. Homeowners that have an Ash tree in their parkway and would
like to be proactive may call and have the tree removed earlier. We encourage residents to
participate in the semi-annual 50-50 Parkway Tree Planting Program as well.
Ash trees on private property are the responsibility of the homeowner to maintain. If
your tree is found to have EAB and is starting to decline, the Village may require you to
have the tree removed for safety reasons. Please report any known infestations of EAB to
the Village.

The Deerfield Public Library will be
temporarily closing on Friday, May 18 at
6:00 p.m., and will reopen at a temporary
site at Cadwell’s Corners in mid-June.
Access to book drops will end on Friday,
May 18 at 6 p.m. After this date, patrons
are asked to keep all of their checked out
materials until the library reopens.

from any other public library during the
closure, they should update their account

the alternate library of their choice no later

Police & Fire Cook Off
Whole Foods Market Deerfield invites the
community to take part in its second an-
nual Grill-Off Challenge on Saturday, June
23, 2012 from 1 to 3 p.m. The Deerfield
Police Department and the Deerfield Fire
Department will show off their grilling
skills at Whole Foods Market Deerfield to
raise money for the Muscular Dystrophy
Association. Customers will be able to
vote for their favorite burger based on the
following criteria: taste, appearance and
team spirit. The winner will be awarded a
catered meal for their department and an
entire year of bragging rights.
The cost is $6 per plate with all proceeds
going to the Muscular Dystrophy Associa-
tion. The muscular dystrophies (MD) are
a group of more than 30 genetic diseases
characterized by progressive weakness and
degeneration of the skeletal muscles that
control movement.
Solicitor Regulations
The Deerfield Police Department routinely
receives inquiries concerning the registra-
tion of solicitors and peddlers. Local ordi-
nance distinguishes between commercial
and non-commercial solicitation.
The law and local ordinance are very
specific regarding restrictions that may
be imposed upon commercial solicitors.
Those restrictions include licensing, license
requirements, license fees, and hours
of operation. In 2002 the United States
Supreme Court ruled on a case that greatly
reduced the restrictions and requirements
that could be placed on noncommercial
solicitors.
Residents who are concerned about
unknown individuals approaching their
front doors, or do not wish to receive the
message, should politely ask the solicitor
to leave. Individuals commit the offense of
trespass if they do not depart your prop-
erty when asked. If you are concerned
that individuals in your neighborhood are
not engaged in legitimate solicitation, call
the Deerfield Police Department. Finally,
property owners who do not wish to be
disturbed by any door-to-door solicitors
should post a “No Solicitors or Peddlers”
sign at the main entrance to their property.
No solilcitor signs are available to residents
at no cost at the Deerfield Police Depart-
ment or at Village Hall.

Lightning Prediction
System
As a result of the Deerfield Park Founda-
tion and their meetings with various com-
munity organizations, commitments have
been received to enable Thorguard Light-
ning Prediction Systems to be purchased
and installed at each of our schools, parks
and pools. The system will be operational
from April through November each year
and will be tested at 10 a.m. on the first
Tuesday of each of these months.
As a reminder, here is some basic informa-
tion about the Thorguard system:
If atmospheric conditions are right •
for lighting to develop, the horns and
lights will activate, indicating that
individuals should seek shelter.
One • long horn blast means that there
is a strong risk of lightning. The
strobe light should also illuminate to
indicate the continuing risk of light-
ning. Under both of these circumstanc-
es, all individuals should seek shelter
in a building or vehicle.
When • three short horn blasts are
heard and the strobe light ceases to
illuminate, the threat of lightning has
passed, but use caution if conditions
continue to appear threatening.
Lightning is a severe hazard that must be
viewed seriously. Stop and seek shelter any
time you believe lightning threatens, even
if a signal has not been sounded. e
Project Lifesaver
The Deerfield Police Department is a
member of Project Lifesaver: a system that
serves to reunite those individuals with
a tendency to wander with their families.
The system consists of personal transmit-
ters placed in small wrist bracelets, belts or
anklets that emit a signal which can be de-
tected up to one mile from the individual.
Should a loved one wander, the Deerfield
Police can be contacted, and trained officers
are dispatched to locate the subject.
Additionally, the Department maintains a
description of the individual, a recent pho-
tograph and other pertinent information
to help in locating them. This innovative
system permits search and rescue efforts to
be quicker, reducing the time it takes to lo-
cate your loved one from hours to minutes.
In order to be eligible, an individual must
meet the following criteria:
• The individual must be diagnosed with
Alzheimer’s Disease, Autism or Down
Syndrome.
• Individuals must reside in the Deerfield
Police Department’s jurisdiction.

6th Annual
Cop on Top
On Friday, June 1, 2012,
Deerfield Police Officers
along with a celebrity
guest will spend the day on the roof of
our local Dunkin’ Donuts, 499 Lake Cook
Road, not on surveillance, but rather raising
awareness and funds for Special Olympics
Illinois. Officers will participate from 5
a.m. to 1 p.m. at the annual “Cop on Top
of Dunkin’ Donuts” event in the hopes of
raising $3,000. Last year over $2,000 was
raised.
Dunkin’ Donuts of Illinois will be making
a corporate contribution of $10,000 to
Special Olympics Illinois for our efforts.
As part of our commitment to this cause,
the Police Department is also selling raffle
tickets for $10 a piece (prizes include a

Village Vehicle Sticker
Registration
The applications for 2012 vehicle stickers
will be mailed to all currently registered ve-
hicle owners in mid-May. By July 1, stickers
must be displayed on all vehicles registered
in Deerfield. If you purchase your sticker by
June 30, the sticker fee is $30. After June 30,
the fee includes a 50% late penalty. Seniors
may purchase one sticker for $1 per house-
hold; additional stickers are regular price.
Residents may purchase vehicle stickers in
person at Village Hall or may return their
renewal forms via mail or in the drop box
located in the median just south of Village
Hall on Jewett Park Drive. Remember: The
deadline to display a new 2012 sticker is
July 1.

Three Guys and a Truck
Three Guys and a Truck will be hold-
ing its 11th Annual Food Drive for the
West Deerfield Township Food Pantry on
Sunday, June 3, from 9 a.m. to 5 p.m. at the
Deerfield High School Track. The Three
Guys will be circling the track and collect-
ing non-perishable food and household
items to stock the local pantry and support
the hungry in our community. We encour-
age people from the area to stop by, donate
food and walk/run/push a stroller around
the track. Each lap earns you a raffle ticket
and earns the pantry a dollar from one of
our many sponsors.
We welcome volunteers and encourage
groups, families, and friends to pitch in for
an hour to pack the truck, run the track and
be part of the day.

“Green” Tips From
The Sustainability
Commission
Spring is prime gardening time. Here are
a few “green” tips from the Sustainability
Commission for those with – and without
– “green” thumbs.
The best time to suppress weeds is before
they germinate. Corn gluten fertilizers are
great for lawns or flowerbeds. These fertil-
izers keep seeds from sprouting and are
not toxic to pets or people. If you have to
kill weeds, try using boiling water, digging
by hand, or looking on-line and at garden
centers for other non-toxic weed control
options. Some chemical lawn care products
may not be safe for children, pets, or people
with severe allergies.
Two pernicious weeds to watch out for in
your yard: Garlic Mustard and Buckthorn.
Garlic Mustard is very difficult to eradicate
once it flowers and produces seeds—which
happens in spring—so now is the time to
tackle it. Try to dig out the whole plant,
including the entire root if possible!
Phosphorus is a major water pollutant. It
promotes overgrowth of algae in our water-
shed systems. Look for lawn fertilizers with
zero phosphorus.
Don’t cut your grass too short. Leave it at
least three inches tall and it will help screen
weed germination. Leave cuttings on the
lawn. They break down quickly and are a
good source of nitrogen.
Many gallons of water run right off your
roof and into storm sewers. If you have a
large garden or do a lot of lawn sprinkling,
your summer water bill can run into the
hundreds of dollars. A one-time investment
of under $150 in a rain barrel allows you
to catch and use free rainwater for years.

Lake County Recorder
of Deeds Warns
Homeowners of Deed
Scams
Recently, the Lake County Recorder
of Deeds office has been getting phone
calls from concerned residents about
a deed scam. There are two companies
soliciting Lake County homeowners -
“Local Records Office” and “Illinois Deed
Providers” - offering to provide them with a
certified copy of their deed. The Recorder’s
Office is asking residents to be on the
lookout for solicitations from these two
companies, because they are charging $89
plus $4.50 for postage and handling.
There may come a time when you need
to reference the deed to your home. As
often happens, people misplace their
deeds or in some instances, never actually
received the original deed at the time they
purchased their home. For your protection,
all requests for copies of deeds should be
handled directly through the Lake County
Recorder’s office. The average deed is four
pages or less, with a copy fee of only $1
per page. Seniors may request a copy for
free. As you can see, these fake businesses
are roughly making a $90 profit on every
request they handle.

needlessly harmed by these deceptive
offers.”

2012 Flower Planter
Program
Deerfield is alive with color! The Village
and Moore Landscapes are offering the
Flower Planter Program again this year
in downtown Deerfield. This program
allows merchants and property owners
in the Village Center to purchase hand-
some clay planters and have them filled
with colorful flowers and plantings for
all four seasons of the 2012 year.
As of early April, this year’s participants
in the Flower Planter Program are:
Elizabeth Arden Red Door Salon & Spa,
Running Away Multisport, Deerfield
Village Centre, Shopper’s Court, the
West Deerfield Township, the Deerfield
Cemetery, and Village Hall.

Pick Up After Your Pet
No person owning, keeping or harbor-
ing a dog shall permit such animal to
urinate or deposit waste on any public
street, alley, parkway or other public
place or any premises other than those
of the owner or person in control of
such dog, without collecting and prop-
erly disposing of said animal waste.
Violators will be fined between $10 and
$50 for each offense. e

2012 Yard Waste Collection
The cost of landscape waste stickers is $2.55 each. Stickers may be purchased at Village
Hall. Residents north of Deerfield Road will have yard waste collected on Tuesdays; those
south of Deerfield Road will be collected on Wednesdays. Yard waste must be placed in a
30-gallon paper bag and placed at the curb with a sticker affixed for collection. A sticker is
also required for each bundle of brush, not exceeding 4 feet in length, 30 inches in circum-
ference and 50 pounds in weight. Collection runs through December.
