Wow! We made it!
What a construction season
this has been. Now that the
Cook County and Federally
funded and subsidized
projects have been shut down for the year, it’s
time to reflect.
The Deerfield Road pedestrian walkway was
a one-time civic improvement, joining our
west quadrants to our downtown commercial
and Village Center, while very significantly
improving pedestrian safety under the
railroad tracks. This project was made
possible through a one-time Federal grant
available now, and only now. To our benefit,
the walkway will impact the vitality and
aesthetics of the Village for decades to come.
For safety reasons, two of our bridges
over the West Fork creek required
replacement this year. Federal funds covered
approximately 80% of the work. We don’t
foresee additional repairs to these bridges for
at least the next 30 years.
Additional safety issues along Hazel Avenue
and Chestnut Street also needed correction
this year. This work was part of our ongoing
street maintenance program rather than a
one-time improvement, all part of our master
plan for keeping Village infrastructure where
it needs to be.

Tax Levy Approved by
Board of Trustees
Each year local governments must approve
a tax levy ordinance in order to receive
property taxes the next year. The ordinance
must be adopted before the last Tuesday in
December. The Board of Trustees approved
the 2011 Real Estate Tax Levy Ordinance at
their December 19th meeting.
Based on fiscal year 2010/2011 year end
results and fiscal year 2011/2012 year to
date results, the Village was able to abate
(remove) $910,385 of debt service line
items from the levy on December 19th and
the Village Board is anticipated to approve
an additional $996,077 in abatements at
the January 3rd meeting. If all anticipated
abatements are approved on January 3rd the
levy will be reduced by approximately $1.9
million.
The anticipated 2011 Village levy,
including abatements, is $4,430,702. This
represents an increase over the 2010 levy of
approximately $859,790.

Township to Host
Employment Clinic
On Wednesday, January 25, come to
Deerfield Village Hall, 850 Waukegan
Road, with your resume, your smile and
a winning attitude! Between 9 a.m. - 1
p.m., representatives from Aerotek, a
commercial staffing company located in
Deerfield, and JVS (Jewish Vocational
Services) will be on hand to jumpstart your
job search in 2012. JVS has a record of
helping clients open doors to employment
with one-on-one mentoring and coaching
in many fields of employment. Aerotek,
located in Parkway North, will come with a
listing of current job openings that they are
seeking employees for that day. Postings
come from a wide range of employment
opportunities: machinists, engineering,
sale, quality assurance, and customer
service just to name a few.
The morning will be an open house format,
no appointments needed. Walk in and talk
with professionals that will point you in the

Tax Levy
Continued from Page 1
All of the increase in the tax levy is for
debt service on the new Wastewater
Reclamation Facility. Construction on
this $30 million improvement will take
place through 2013. To date, the Village
has issued $7.5 million of Build America
Bonds (35% of the interest refunded
by the Federal government) and $12.5
million of Qualified Energy Conservation
Bonds (70% of the interest refunded by
the Federal government) to finance the
first phase of construction. The Village
continues to explore alternative funding
sources and maintain its Triple A bond
rating to minimize borrowing costs.
A Truth in Taxation hearing was required
since the increase from the 2010 levy was
greater than 5%. Notice of the hearing was
published in the Deerfield Review and it
was held during the December 5, 2011
Village Board meeting. Individual property
tax bills, payable in June and September, are
comprised of levies from multiple taxing
districts. The Village receives approxi-
mately 3% of the total property tax bill.
Property taxes, along with other sources
of revenue, allow the Village to provide
services such as police protection, public
works and administration.

Electronics Landfill
Ban
Beginning January 1, 2012 the Illinois
Electronic Products Recycling and Reuse
Act landfill ban for certain electronic
devices will take effect. Under the Act
electronic items such as televisions,
monitors, computers, fax machines, VCRs,
scanners and printers will no longer be
allowed in the regular trash.
Waste Management drivers will tag any
electronic items that cannot be picked up.
Residents can call Waste Mangement at,
800/796.9696 and be directed to a free
drop-off location in the area. Residents

Completion this year of the two-year
reconstruction of Carlisle Avenue and
Carriage Way also was part of our ongoing
infrastructure program. Residents there now
can breathe easy for years to come.
As for Lake Cook road -- what a mess! As
most of you know, this is an ongoing Cook
County project in which the Village has
practically no say. Although we tried to keep
residents informed, there were times the
County didn’t keep the Village informed, so
at times confusion reigned. As we breathe
a collective sigh of relief over surviving the
headaches, we also must feel a collective
commitment to patronize local businesses.
Our retail is mostly family operated and
while every restaurant and store is suffering
to some degree, those along Lake Cook
are seemingly suffering the worst. In hope
of easing the burden on everyone, we
have worked with our State and County
representatives in obtaining a one year
moratorium on the remaining portion of
Lake Cook construction. Beyond that,
Village Manager Kent Street, other staff and
I have met formally with our Cook County
Commissioner, and will continue regularly
to do so. We have very few voters in Cook
County, so the Village will push to be heard
in every other way possible.
Thank you to all residents for your necessary
tolerance. Next summer should be an easier
time individually, and an all-important
period of recovery for our retail base.

Snow Plowing
Operations
Snow removal and roadway ice control
operations have been underway since early
December. The Village’s Public Works
Department is prepared to deal with these
situations and is able to effectively clear
Deerfield’s 70 miles of roadway quickly to
make safe passage possible for all who use
our streets.
To assist your neighbors and Village staff
this winter, please remember the following:
• One way to assure that street plows
do not fill a cleared driveway entrance
with snow is to follow this simple
guideline: Shovel the snow to the side,
in the direction of traffic, and clear a
pocket of snow on the opposite side
of your driveway (see the illustration
above). The accumulated snow in the
plow will dump into the pocket and
not on your driveway. This simple
procedure will reduce the possibility
of residual snow being plowed from
the street into your driveway.
• By Village Ordinance, vehicles cannot
be parked on the street for 24 hours
after 3 inches of snow have fallen.
Keeping vehicles off the street assists
plows and salt trucks in clearing the
streets more effectively.

• By Village ordinance, you
may not deposit snow from
your property onto the street
or sidewalk. This can hinder
safe passage of vehicles and
pedestrians and make it harder
for Village plow crews to keep
streets clear.
• Adopt a fire hydrant!
Remember, when you shovel
your sidewalk and driveway, do
not forget to clear snow from
fire hydrants in front of your
property to ensure that they are
accessible if needed.
• Please remember to shovel an
extra area on your driveway
apron or parkway to properly
stage your refuse and recyling
bins for pick-up by Waste
Management. e
Prevent Damage to
Mailboxes
During the winter months, mailboxes are
sometimes damaged when snow storms
affect Deerfield. If your mailbox has been
damaged this winter, or if you are planning
to install a new one, please be aware of
how to properly install a mailbox that
meets Postal standards.
The majority of mailbox
knockdowns result
because the post
supporting the mailbox
has deteriorated or
because the mailbox was
installed too close to
the roadway.
A mailbox may extend no less than 12
inches away from the back of the curb or
the roadway edge. The mailbox post must
be mounted at least 18 inches away from
the back of the curb or roadway edge. The
post should be strong, but should be able
to break away if struck by a vehicle that
leaves the pavement.
If you decide to install a new mailbox,
contact JULIE by dialing 811 before you
dig. This will allow you to see any buried
utilities so that you will know where they
are located.

Sidewalk Snow Removal
Residents are asked to please be mindful
of pedestrians and school children by
clearing their sidewalks of snow and
ice. Trash bins should be placed on the
driveway apron or parkway to keep the
sidewalk as unobstructed as possible.
Thank your neighbors for shoveling their
sidewalk or remind them to do so, with
a friendly smile and cup of coffee or hot
chocolate. e

Snow Squalls: Brief, intense snow showers
accompanied by strong, gusty winds. Accu-
mulation may be significant. Snow squalls
are best known in the Great Lakes region.
Sleet: Raindrops that freeze into ice pellets
before reaching the ground. Sleet usually
bounces when hitting a surface and does
not stick to objects. However, it can ac-
cumulate like snow and cause a hazard to
motorists. e
Request for Comcast
Feedback
The Village’s Cable and Telecommunica-
tions Commission is seeking resident feed-
back to assist in its negotiation of a cable
franchise renewal with Comcast. The Com-
mission is seeking community assistance in
identifying future cable-related community
needs, interests and review of Comcast’s
performance under the franchise during
the current franchise term. Due to the
rules at both the State and Federal levels,
the Village can regulate only certain areas
of Comcast service. These areas primarily
include Comcast’s cable services, public
access stations, customer service related to
cable (including penalties and credits), and
Comcast’s use of the Village’s Right of Way.
The Village’s regulatory powers do not
include Comcast’s pricing, channel selec-
tion, phone services, internet services, or
the ability to enact more stringent customer
service standards than are currently in State
law.
There are several ways in which residents
can provide feedback to the Commission:
1. Attend a Cable and Telecommunica-
tions Commission meeting. Meetings
are held on Tuesdays on an “as needed”
basis at 7:00PM in Village Hall. The
next Commission meeting is January
31.
2. Email Assistant to the Village Manager,

Girl Power!
6th grade girls are invited to attend a fun
support group either Wednesdays or

meeting will be on January 11, and the first
Thursday meeting will be on January 12,

Know your winter
weather terms
With Old Man Winter just around the
corner, the National Weather Service urges
residents to keep abreast of local forecasts
and warnings and familiarize themselves
with key weather terminology.
Winter Storm Warning: Issued when a
combination of heavy snow, heavy freezing
rain, or heavy sleet is expected to begin.
Winter Storm Watch: Alerts the public
to the possibility of a blizzard, heavy snow,
freezing rain, or heavy sleet. Winter Storm
Watches are usually issued 12 to 36 hours
before the beginning of a winter storm.
Winter Storm Outlook: Issued prior to a
Winter Storm Watch. The Outlook is given
when forecasters believe winter storm con-
ditions are possible and are usually issued
48 to 60 hours in advance of a winter storm.
Blizzard Warning: Issued for sustained or
gusty winds of 35 mph or more, and falling
or blowing snow creating visibilities at or
below 1/4 mile; these conditions should
persist for at least three hours.
Lake Effect Snow Warning: Issued when
lake effect snow is expected to occur. A
Lake Effect Snow Advisory also cautions
for the possibility of snow.
Wind Chill Warning: Issued when wind
chill temperatures are expected to be less
than 34 degress below zero.

Thank you - From the Police Department
The Police Department would like to thank the community for its generosity and support
throughout 2011. With your help, the Deerfield Police Department raised almost $5,000
for the American Cancer Society/Relay for Life, over $15,000 for the Illinois Special
Olympics, gathered and donated a truckload of toys to the Marines’ Toys for Tots, and
dozens of bags of food for the West Deerfield Township food pantry. We look forward to
the year ahead and our role in community charity endeavors.
On March 3, 2012 the Police Department will be participating in the Law Enforcement
Polar Plunge, which will be held at Sunset Beach in Lake Bluff. We have rallied more
than a dozen personnel to jump into the frigid waters of lake Michigan all in the name
of the Special Olympics; each participant must raise a minimum of $75 in sponsorship

to lower temperatures when no

• Take a shorter shower, use a
low-flow showerhead, and turn
down your water heater by 1-3
degrees.
• Increase wall, window, and roof
insulation as much as possible.

p.m. in the Robert D. Franz Council Chambers at Village Hall. If a meeting falls on a
holiday, it is scheduled for the following business day.
The Village Board agenda and agenda packets are posted on the Village’s website at
www.deerfield.il.us, and cable channel 10 on Friday prior to the Village Board meeting.
