Design engineers from Strand Associates, Inc. have been working to complete specific elements including a sustainability review. Other elements of the design include reconfiguration of the sewers entering the facility and construction of a deeper pumping station to reduce the likelihood of basement backups, incorporation of screening and grit removal equipment to protect pumps and other equipment, improved ability to handle high flow events, implementation of disinfec- tion using ultraviolet light to reduce chemical use, and a change to a less labor-intensive and less weather-dependent biosolids manage- ment system. A Constructability Review by an experienced general contractor was held in October to provide insight into construction methods and potential issues unique to the WRF project. An important aspect of the design is the reuse of existing structures wherever practical to reduce the total cost of the improvements. The sustainability review has identified green elements that will be incorporated into the project to minimize energy use and other negative environmen- tal impacts (runoff, for example), as well as provide a long-term sustainable WRF. The Village has decided to apply for LEED certification of the WRF Lab and Administration Building. The design will continue, with Village Plan Commission input, until the plans and specifications are approved by the Village Board for submittal to the Illinois EPA for approval late this year. e Ban on Text Messaging While Driving Do you send text messages or check your email while driving? If your answer is yes to either of these, think again! Effective January 1, 2010, these actions will be illegal in the State of Illinois. On August 6th, Governor Pat Quinn signed into law House Bills 71 and 72. House Bill 71 states that any motorist who engages in the act of using an electronic communication device to read, compose and send electronic messages while operating a vehicle will be in violation of State traffic regulations and will be fined. The State defines an electronic com- munication device as “including but not lim- ited to a wireless telephone, personal digital assistant, or a portable or mobile computer.” House Bill 72 makes it illegal for a motorist, regardless of age, to use a cell phone while driving in a school speed zone or a highway construction/maintenance zone. Winter Celebration December 4th & 5th (see page 2 for more information) villageNEWS Page 2 with your leaves. If these items are found, the leaves will not be removed. • Try to put leaves out each week, if possible, so that crews are not overloaded at the end of the program. • If a crew starts to pick up in an area before they are scheduled to do so, they will also return on the scheduled day. • Inclement weather may delay pickups, but crews will make at least four trips through your neighborhood. • Do not rake leaves near sewer inlets as doing so can contribute to street flooding. • Motorists should not park on top of or close to leaf piles as warm exhaust systems can ignite a fire. Following the final collection in your neighborhood, remaining leaves must be bagged and a yard waste sticker attached, for regular landscape waste collections on Mondays and Tuesdays. December 14 and 15 will be the final yard waste collections this year. For more information, please contact the Public Works Department at 847.317.7245 or visit www.deerfield.il.us. e 2009 Fall Leaf Collection Program The Village’s annual leaf collection program provides residents with an alternative for disposal of their autumn leaves. Residents who do not mulch or bag their leaves may rake leaves to the curb or carriage walk line the night before their scheduled pickup. Beginning the week of October 26 and continuing through November 19, Public Works Department crews will make one pass by all homes in the Village each week during the 4-week program. We ask that you please not put out leaves more than one day prior to your scheduled pickup day. Leaves should be raked in a long neat row that does not exceed 5 feet in width. They should be raked as close to the curb as possible, so long as they are not placed in the street or on top of carriage walks or sidewalks, as this causes safety hazards. Listed below are some helpful reminders for leaf collection: • Do not park your vehicle on the street on the day of your pickup. • Do not mix grass clippings, sticks, rocks, branches, mud or other debris 2010 Census: Your Participation Counts! The Decennial Census is fast approaching in early 2010. Your household’s participa- tion is extremely important to the Village of Deerfield. Deerfield needs an accurate population count as there is a lot of fund- ing based on the final Census numbers. Census data directly affects how federal and state funding is allocated to communities for neighborhood improvements, public health, education, transportation and much more. For example, the final Census population counts determine funding from the State of Illinois income tax and the fed- eral government’s motor fuel tax. A short population count means Deerfield will not get its fair share of those funds. Census data are also used to determine the number of seats each state will have in the U.S. House of Representatives and to make decisions about what community services to provide. The 2010 Census questionnaires will be mailed to households in February and March 2010, and each household will need to complete only one questionnaire. The 2010 Census questionnaire will be short and easy to complete, with only 10 questions. Your answers are protected by law and are strictly confidential. Visit Village Hall Friday night for sleigh rides, live entertainment and roasted chestnuts. Project updates and a map of the detour can be viewed on www.deerfield.il.us by clicking on “Construction Updates” on the home page. • East Side Pump Station: The construction of this new facility (see photos), being performed by Keno and Sons Construction, began in September of 2008 and will be complete by the end of the year. The origi- nal pumping station was constructed in the 1970’s to pump sanitary sewage from east of Waukegan Road to the Village WRF at 1045 Hackberry Road. The station, located at 297 River Road, handles all of the sanitary sewage east of Waukegan Road, with a maximum pumping capacity of 9.2 million gallons per day. e Construction Updates Please refer to the Village’s website www.deerfield. il.us (click “Construction Updates” on the home- page) for additional project information, detour maps and construction updates. Quick Notes: • Waukegan Road Resurfacing: IDOT’s work on IL-43 is complete. Thank you for your patience during construction. The Village would also like to extend its thanks to Senator Garrett and Representative May for their work in securing the funds necessary to complete the work. • Wilmot Road South: Water main and road work on Wilmot between Gordon Terrace and Deerfield Road began on September 8, 2009. The project will be complete later this fall, weather permitting. Flood Information: Part 3 (Continued from September/October Issue) NATURAL & BENEFICIAL FUNCTIONS Floodplains play a valuable role in provid- ing natural and beneficial functions to the area around, and including, Deerfield. Floodplains that are relatively undisturbed provide a wide range of benefits to both human and natural systems. These benefits provide aesthetic appeal as well as impor- tant functions such as filtering nutrients. Parts of both the Middle and West Fork of the North Branch of the Chicago River floodplain are used as a means to filter chemical run-off so that these areas can maintain bio-diversity and ecosystem sustainability. Both floodplains contain historic and archeological sites that provide opportunity for education and study. They enhance waterfowl, fish and other wildlife habitats and provide feeding/breeding grounds. Both floodplains provide natural erosion control and open space so further flooding damage does not occur. DRAINAGE SYSTEM MAINTENANCE Keeping smaller ditches and streams free of debris can dramatically improve the run-off capacity of low-lying areas, as well as greatly reduce incidental blockage that significantly contributes to flooding. Please note that it is illegal to dump materials into a required waterway and violators may be fined. If you see someone in the act of dumping or see debris in one of our watercourses, please contact the Village Engineering Department at 847/317.2490. FLOOD WARNING SYSTEM Many times, flooding along the West and Middle Forks of the North Branch of the Chicago River within Deerfield can be predicted days in advance, giving ample warning for preparation and evacuation. However, in the event of a flash flood due to a large rain event, you may be the first to notice the oncoming situation so please notify the Village Police Department. You may also tune your radio to WGN-720 AM and WBBM-780 AM for local and national clear and safe for winter travel. Residents should be aware that Public Works does not park its vehicles until every street has been cleared. The goal is for every street to be cleared within 6 hours after the snow has stopped coming down. Please remember: By Village ordinance, vehicles may not be parked on the street for 24 hours after 3 inches or more of snow has fallen. Also, you may not deposit snow from your property onto the street or sidewalk. Your cooperation will help us keep the streets clear! Please stay alert and cautious while driving this winter. Sidewalk Snow Removal Residents are asked to please be mindful of pedestrians and school children by clearing their sidewalk of snow and ice. Trash bins should be placed on the driveway apron to keep the sidewalk as unobstructed as possible. e Winter Reminders Winter is on the way! After last year’s high level of snowfall, the Public Works Depart- ment is again prepared to clear the Village’s 72 miles of streets once the snow begins to fly. Public Works operates over 20 pieces of equipment for snow removal. Utilizing a combination of road salt, deicers and plowing, crews are able to keep roadways weather updates. Announcements will likely be made on local radio and television stations advising you of the situation. SMS Phone Number: Language Preference: e Emergency Information Programs There are two new programs sponsored by the State that the Police Department wants Deerfield residents to be aware of: the Illinois Premise Alert Program and the Illinois Secretary of State, Emergency Contact Database. The former is a safety program that supports individuals living with disabilities while aiding public safety personnel to better respond. The Department is creating a database of individuals with special needs that will be secured in our computer aided dispatch (CAD) database and maintained by the Department at the request of families, caregivers, and individuals with disabilities or special needs. The program is free of charge. It will assist us in identifying individuals who have special needs, which will in turn enable us to have additional information at our disposal in order to better serve you. To enroll in this program, forms will be available at Deerfield Village Hall, the Police Department, and the Deerfield Township Office. You can also request a form be mailed to you by contacting Mary Anne Glowacz at 847/945.8636. The second program is managed by the Illinois Secretary of State. It compiles emergency contact information and associates it with your Illinois driver’s license and/or state identification card. In the event of a motor vehicle crash or other emergency situation where a person is unable to communicate directly, law enforcement may access this database to help them reach the person’s designated emergency contacts. Reserva- tion only. e communityINFO Page 6 Winter Energy Saving Tips To ensure your energy dollars are being used wisely this winter: Check for Leaks Weatherstripping and caulking are prob- ably the least expensive, simplest, most effective ways to cut down on energy waste in the winter. Improperly sealed homes can waste 10 to 15 percent of the homeowner’s heating dollars. Check Your Insulation Insulate your attic. In an older home, that can be the most cost-efficient way to cut home heating costs. Weather- strip and insulate your attic hatch or door to prevent warm air from escaping. Seal holes in the attic that lead down into the house, such as open wall tops and duct, plumbing, or electrical runs. Check Your HVAC System Routine maintenance and inspection of your heating system each autumn will help make sure it is in good working order. Replace your furnace air filter monthly. Your heating system will use less energy and last longer as a result. Most homeowners can replace filters and do such simple tasks as cleaning and removing dust from vents or along baseboard heaters. Install an electronic thermostat that allows you to automati- cally turn down the heat when you are away at work or when you’re sleeping at night, and then boost the temperature to a comfortable level when you need it. Properly using your set-back thermostat could cut your heating costs significantly. Also, reverse the movement of your ceiling fan blades so they blow upward, toward the ceiling. By reversing the fan’s direction, the blades move air upward. This is especially valuable in rooms with high ceilings, where heat that naturally rises is forced back down into the room. Daylight Savings Time Ends Daylight Savings time will end on Sunday, November 1. Remember to set your clocks back one hour (2:00 a.m. to 1:00 a.m.). This is also a great time to change the batteries in your smoke and CO2 detectors. From now until December 24th, the Deerfield Police Station and the Village Hall (850 Waukegan Road) will serve as drop off points for new, unwrapped toys.
