Village Green Proposal
At its June 1st meeting, the Village Board
received the Plan Commission and Village
Center Development Commission (VCDC)
reports concerning the proposed Village
Green for 1.7 acres of Village property on
the north side of Deerfield Road just west of
Waukegan Road. Further Board
discussion– but no decision– on the proposal
will take place at the July 27th Committee of
the Whole meeting.
The Village Green proposal seeks to convert
the existing deteriorated parking lot into a
public activity and parking area, demonstrat-
ing sustainable materials, energy generation
and plantings.

46th Annual Deerfield
Family Days Celebration
Deerfield Family Days will again take place on
July 3rd and 4th. Join family and friends for a
holiday weekend filled with fun and
entertainment!
The spectacular fireworks show will be held
Friday at Brickyards Park with live
entertainment from The Fundamentals. The
gates will open at 5:00 p.m. On Saturday,
head on over to the festivities at Jewett Park
including a pancake breakfast, dog show and
a variety of games and rides. The parade starts
at noon. (For a full listing of Family Days events,
please turn to page 2 or visit the Village’s website
at www.deerfield.il.us.)
Deerfield Family Days is sponsored by the
Village of Deerfield, planned by the all
volunteer Family Days Committee, and the
parade is organized by the Deerfield Lions
Club. The hard work and dedication of all
keeps this annual event a staple of the
Deerfield community. Funding for Family
Days comes from the generous support of
many Deerfield residents and businesses. e
Sewer Testing May Have
Some Seeing Smoke
From now through September, some
Deerfield residents may be seeing smoke in
their neighborhoods, but they should not
panic.
Starting in June, crews began testing the
sanitary sewers of certain portions of
Deerfield by blowing nontoxic smoke into
the sewer system. This process – called smoke
testing – helps identify spots where rainwater
can enter the sanitary sewer system during
heavy rainstorms and cause sewer backups in
basements.
Smoke testing crews from the RJN Group
Inc., plan to test the sanitary sewers in
Deerfield through September. The testing
involves forcing nontoxic, harmless smoke
through the sanitary sewers. The smoke used

repairs. This project includes patching
portions of the streets, curbs, and sidewalks
that have been affected by road salt, freezing
temperatures, and utility work.
The Public Works and Engineering
Department has compiled a list of
locations to be repaired based upon field
investigations and resident requests. The
project is expected to begin before the end
of July and will be complete by October
2009.
Carlisle Ave. & Carriage Way
Infrastructure Project
The Village Engineering Department is
in the process of completing the design
for the Carlisle Avenue and Carriage Way
infrastructure replacement project. The
intention of the project is to reconstruct
and rehabilitate existing Village roadways
and utilities. The project limits are Carlisle
Avenue between Deerfield Road and the
Briarwood Nature Area and Carriage Way
between Foxhunt Trail and the Briarwood
Nature Area. The scope of the overall work
will include complete replacement of the
existing roadway, water main replacement,
point repairs on storm and sanitary sewer
systems, lighting system upgrades, and
sidewalk replacement as needed.
The project is currently proposed to begin
in the spring of 2011 and, weather depend-
ing, be completed in the fall of 2012. In the
interim, the Public Works and Engineering
Department expects to perform pothole
patching and roadway spot patching to
maintain operations until reconstruction
can begin. e
Flood Information:
Part 1
Flood Hazard Areas
Special Flood Hazard Areas (100-year
floodplain) in the Village of Deerfield are
located near the Middle Fork and West Fork
of the North Branch of the Chicago River.
The eastern portion of Deerfield is in the
Middle Fork watershed, while the western
part of downtown is in the West Fork water-
shed. For a detailed map visit the Village of
Deerfield website www.deerfield.il.us (Public
Works & Engineering pages, under maps
and information).
Information on whether your property is in
the 100-year floodplain can be obtained by
contacting the Engineering Department at
847/317.2490.
Flood Safety
The following guidelines can help you avoid
the dangers of flooding:
• Do not drive through a flooded area.
More people drown in cars than any
where else. Do not drive around barriers.
• Do not walk through flowing water.
Currents can be deceptive. Six inches of
water can knock you off your feet.
Flood Recommendations
• Stay away from power lines and
electrical wires. If your house is about
to be flooded, turn off the power at the
service box. Electrical current can travel
through water. Electrocution is the
second leading cause of death during
floods.
• Be alert to gas leaks. Turn off the gas
to your house before it floods. If you
smell gas, report it to your gas company.
Do not use candles, lanterns or open
flames if you smell gas or are unsure if
your gas has been shut off.
• Keep children away from flood
waters, ditches, culverts and storm
drains. Flood waters can carry substan-
tial items that have dislodged themselves.
Culverts can pull smaller objects into
them blocking water flow.
• Clean everything that has been wet.
Flood water is usually contaminated with
sewage and other chemicals which pose
health threats.
• Look out for animals, especially
snakes. Small animals that have been
flooded out of their home may seek
shelter around your home.
• Be smart when using gas engines,
such as generators, or charcoal fires
indoors during power outages. Carbon
monoxide exhaust can pose serious
health hazards.

Quick Updates:
• East Side Sanitary Pumping Station:
Expected to be complete by September
of 2009.
• Waukegan Rd. at High School Drive:
Traffic signal and the sidewalk at the High
School entrance will be complete by the
end of July 2009.
• Wilmot Road Bridge:
Construction is scheduled to begin the
first week of July and be completed by the
end of August 2009. The bridge will be
closed completely during construction.
Wilmot Road South
The Village of Deerfield is preparing to
rehabilitate Wilmot Road from Gordon
Terrace to Deerfield Road. The work is
scheduled to begin in late July and be
completed by December 2009. The
Village was successful in procuring. up
to $1.45M (depending on bid results) in
“Economic Stimulus Funding” through
President Obama’s American Recovery and
Reinvestment Act (ARRA).
Wilmot Road will be closed to southbound
traffic for approximately four months to
facilitate the work. A detour route has been
established and will be in place as the work
commences. Wilmot School will be
accessible off of Wilmot Road for north-
bound traffic only but will have full access
off of Deerfield Road.
2009 Street Rehabilitation
Harsh winters have left Village streets in
need of patching and resurfacing. The scope
of the 2009 Street Rehabilitation Project
will be to rehabilitate portions of Village

recommends keeping the following tips in
mind:
• Offers too good to be true usually
are. Remember the latest headlines
of Bernie Madoff’s $50 Billion Ponzi
Scheme? Madoff’s promise of high
profits and guaranteed double-
digit interest rate returns ensnared
many well-known investors, non-
profit organizations and pension
funds. Carefully read through any
“unbelievable deals” or the
“amazing prize offer” and discuss
with someone you trust before
making a commitment.
• Never give out your personal
information over the phone or
Internet unless you have initiated the
contact. Legitimate business callers will
never ask you for this information over
the phone.
• If a caller asks you to pay for an offer
in advance or asks for your credit card or
Social Security number, tell the person
you do not give out personal
information over the telephone.
Remember that legitimate
telemarketers will not be turned off if you
use these techniques. They will appreciate
dealing with an educated consumer. It’s not
rude – it’s shrewd! e

are leaks, crews will see smoke. Smoke
should not enter residents’ homes unless
there are dried-up drain pipes or
defective plumbing issues. Residents in the
area being tested should fill seldom-used
drains with water to prevent smoke from
entering their homes.
RJN Group crews will notify residents
before they begin working in their
neighborhood by placing information cards
on their doors. These cards have additional
information about what residents should
expect to happen during the smoke testing.
The testing does not require the field crews
to enter homes, and residents do not need
to be home during the testing. RJN Group
personnel will be identified with uniforms
and badges. If residents see smoke in their
homes or on their property during the
testing, they should notify the RJN crew
working on their street.

Beware of
Telemarketing Scams
Many legitimate companies and charities
solicit consumers by phone and consider it
an effective way to raise money or increase
company business. Unfortunately, others
are simply up to no good. The Deerfield
Police Department believes
citizens can prevent telemar-
keting fraud by becoming
educated consumers.
According to the Federal
Trade Commission
(www.ftc.gov), nearly 25
million Americans are
victims of consumer fraud each year. Senior
citizens continue to be a rapidly
increasing segment of the population, and
that makes them a prime target for con
artists and thieves. Americans who are 65
or older represent about 13 percent of our
country’s population, and their
population will only continue to grow as
the Baby Boomer generation begins to
enter that age range.
Studies have shown that senior citizens are
more at risk of being targeted by
telemarketing scams than any other age
group, and fraudulent telemarketers direct
anywhere from 56 to 80 percent of their
calls at older Americans. These con artists
believe that senior citizens are vulnerable
and more susceptible to their tricks.

water, sewer, and refuse. In order to assist
residents and businesses in understanding
billing dates and due dates, the Finance
Department has provided the following

Chamber of Commerce
Scholarships Awarded
The Deerfield Bannockburn Riverwoods
(DBR) Chamber of Commerce Dollars for
Scholars chapter is pleased to announce the
awarding of the 2009 college scholarships
to Christine Mulhern, Arielle Gray, and
Niteesh Chitturu. All three of the
scholarship recipients are graduating
seniors at Deerfield High School.
The DBR Chamber of Commerce Dollars
for Scholars chapter is a nonprofit
volunteer organization that provides
financial assistance to help students in the
60015 zip code pursue a higher education.
The Chamber awards three scholarships
each year, one for Community Service and
two Takeda Pharmaceuticals North
America, Inc. Science scholarships. The
criteria for these awards includes, but is not
limited to, residing in the 60015 zip code,
and an outstanding record of service to
others.
Christine Mulhern, the recipient of the
Community Service award has spent a great
deal of her high school years in service to
others, including work with St. Malachy’s
school in Chicago. Christine will be
attending Northwestern University in the
fall of 2009. Arielle Gray and Niteesh
Chitturu, recipients of the Takeda
Pharmaceuticals North America, Inc.
Science awards, are both outstanding
students who are focused on careers in
science. Arielle will attend the University of
Michigan and Niteesh will attend the
Univeristy of Illinois, Urbana -Champaign.
The Chamber organized the scholarship
program in 2002. The committee that
oversees the program is comprised of
members of the community including Bank
Financial, Takeda Pharmaceuticals North
America, Inc., Walgreen Company and
What’s Happening Newspaper.

The Deerfield Historic
Village
The Deerfield Historic Village, maintained
by the Deerfield Area Historical Society,
is open on Sundays, from 2:00 -4:00 p.m.,
June through September. Step back in time
and discover a 19th century prairie
community. Visit the oldest building in
Lake County, the Caspar Ott log house
(1837) and picture how Deerfield’s earliest
settlers lived. Displays include “Deerfield
History,” from the pioneers through the

Household Strategies
For The Summer
Fill up your gas tank & mow your
lawn in the evening.
Even with new gas pumps and cans,
designed to prevent the release of VOCs
into the atmosphere, filling your gas
tank and mowing your lawn during the
middle of a hot summer day can
increase the levels of “bad” ozone in
your area. Because NOX + VOCs +
Sunlight + Hot Weather = Ozone, the
heat and sunlight typical of a summer
day increase the likelihood that the
VOCs will combine with NOX to form
ozone. If we wait until nightfall to fill
our gas tanks, the reaction that creates
ozone cannot take place. Also, when
mowing your lawn, consider replacing
your gas lawn mower with an electric or
manual model.
Use native
landscaping on
your property.
Natural landscaping uses native plants,
wildflowers and grasses instead of
traditional turf grass. Because natural
landscaping is adapted to the
Midwestern geography, hydrology and
climate, it requires fewer pesticides,
fertilizers and watering to maintain.
This can improve air quality both
because it reduces the use of pesticides
and it minimizes the need to mow our
lawns. A gasoline-powered lawn mower
pollutes as much in one hour as does
driving an automobile for 350 miles!
Because many communities have
municipal weed ordinances, it makes
sense to consult a local plant nursery
that can both recommend native plants
that fit best with your area and can
advise you on how to complete your
native landscaping project while staying
within your community’s landscaping
regulations.

Household Electronics
The Village of Deerfield will hold a household
electronics collection on Saturday, July 18
from 9:00 a.m. - noon at the Public Works
Facility, 465 Elm Street. For information on
what can be collected, please visit
www.lakecountyil.gov/swalco.
Block Parties
If your block is planning a party, please
remember that such gatherings require a
permit. There is no fee, but the application
must be filled out so a temporary street closure
may be scheduled. Call 847/945.5000 for
more information. The application is available
online.
Garage Sale Permits
Garage Sale permits are available at the Village
Hall. Permits are $5.00 and allow two sales per
year with a maximum of 4 consecutive days for
each sale.
Lawn Sprinkling
As a reminder, between May 15th and
September 15th lawn sprinkling regulations
are as follows: Even numbered addresses may
water on even numbered dates from midnight
- noon and/or from 6:00 p.m. -midnight. Odd
numbered addresses may water on odd
numbered dates from midnight - noon and/or
from 6:00 p.m. - midnight. This applies only to
lawn sprinkling.

Services Day
The 5th Annual Community Services Day will
take place at Brickyards Park on Saturday,
September 12 from noon - 4:00 p.m. This
event highlights the many services various
governmental agencies and service groups
offer to residents of Deerfield. Look for more
