RESOLUTION NO. R-20-24
A RESOLUTION APPROVING AN AMENDMENT
TOTHE PERSONNEL POLICIES AND PROCEDURES
OF THE VILLAGE OF DEERFIELD
WIIEREAS, the last comprehensive update of the Village's Personnel Policy Manual was
approved in January, 2020; and,
WHEREAS, Village staff and the Village attorney have reviewed the current Personnel
Policy Manual and have recommended that the Village Board approve a revised Personnel Policy
Manual as provided herein;
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUS"FEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in
the exercise of its home rule powers, as follows:
SECTION 1: That the "Village of Deerfield Personnel Policies and Procedures" manual
dated as of September 8, 2020, a copy of which is on file in the office of the Village Manager and
which is incorporated by reference into this Resolution, is hereby authorized and approved as the
Personnel Policy Manual of the Village of Deerfield.
SECTION 2: That said Personnel Policy Manual shall be effective as of September 8, 2020.
and all prior Personnel Policy Manuals are hereby superseded.
SECTION 3: That this Resolution, and each of its terms, shall be the effective legislative act
of a home rule municipality without regard to whether such Resolution should: (a) contain terms
contrary to the provisions of current or subsequent non -preemptive state law, or, (b) legislate in a
manner or regarding a matter not delegated to municipalities by state law. It is the intent of the
corporate authorities of the Village of Deerfield that to the extent that the terms of this Resolution
Should be inconsistent with any non -preemptive state law, this Resolution shall supersede state law
in that regard within its jurisdiction.
SECTION 4: That this Resolution shall be in full force and effect from and after its passage
and approval as provided by law.

5.1.7 PUBLIC SAFETY EMPLOYEE BENEFITS ACT COVERAGE
'Phe Public Employee Safety Benefits Act, commonly referred to as PSEBA,
provides that in certain circumstances, a police officer who suffers a catastrophic
injury in the line of duty shall be entitled to maintain coverage on the Village's basic
group health insurance plan subject to certain terms and conditions. Similar benefits
are provided to family members of a police officer killed in the line of duty. For
purposes of administration, the Village designates its HMO insurance plan as the
Village's "basic plan" for purposes of employees or their families qualifying for PSEBA
benefits.
