An Ordinance providing for improvements in Hovland
Subdivision to be paid for by special assessments.
BE IT ORDAINED by the President and Board of Trustees of the Village of
Deerfield, Lake and Cook Counties, Illinois, that:
Section 1. A.local improvement shall be made in the Village of Deerfield,
Lake and Cook Counties, Illinois, the 'nature, locality, character and description
of which shall be as follows:
An improvement in Gordon Terrace from the existing pavement at the
east right -of -way line of Wilmot Road -to the existing pavement at the west
right -of -way line of Willow Avenue by grading, draining and paving with pozzolanic
or waterbound macadam base course and bu!tl.imi nous. surface course, including
ditching, seeding, sanitary sewers, water mains, sanitary service to existing
'lots, water services to lots with existing residences;. in Laurel Avenue from
the existing pavement at the east right -of -way line of Wilmot Road to the existing-

pavement at the.wes-t right -of -way line of Willow Avenue by grading, draining
and paving with possolanic or.waterbound macadam base course and bfituininous
surface course, including ditching; seeding, sanitary and storm sewers, sanitary
services. to existing lots; in Rosewood Avenue from the existing pavement at the
east right -of -way line. of Wilmot Road to the existing pavement located one
hundred and eighty (180) feet west of the center line of Willow Avenue by grading,
- draining, and paving with.pozzolanic or waterbound macadam base course and
bituminous surface course, including ditching, seeding, water mains, sanitary
and water services to lots with existing residences; in Wilmot Road from the
existing water main located in County Line Road (Also known as-Lake Cook Road)
to the existing water main located in Hackberry Road by the construction of
water main, including sanitary sewers, water services.to lots with existing
residences; in Kenmore Avenuefrom the existing pavement located nine (9( feet
north of the center line of County Line Road (also known as Lake Cook Road)
to the proposed pavement in Rosewood Avenue by grading, draining, and paving
with pozzolanic or waterbound-macadam base course and bituminous surface course,
including ditching, seeding, sanitary sewers, water mains, sanitary service to
existing lots, water services to lots with existing residences; in Willow
Avenue from the north right -of -way line of County Line Road (also known as
Lake Cook Road) to the south right -of -way line of Country Lane by the
construction of water main; in Birchwood Avenue from the existing pavement
located nine (9).feet north of the center line of County Line Road (also known
as Lake Cook Road) to the existing pavement located one hundred and fifty (150)
feet south of the center line of Hackberry Road by grading, draining and paving
with pozzolanic or waterbound macadam base course and bituminous surface course,
including ditching, seeding, sanitary sewers, water mains,, sanitary services
to existing lots, water services to lots with existing residences; in Fair-
view Avenue from the existing pavement located nine (9) feet north of the center
line of County Line Road (also known as Lake Cook Road) to the existing pave-
ment located one hundred and fifty (150) feet south of. the center line of
Hackberry Road by grading, draining and paving with pozzolanic or waterbound
. macadam base course and bituminous surface course, i ncludi ng' di tchi'ng, seeding,
san'i tary sewers, water mains, sanitary-service to existing i,ots; water services
to.lots with existing residences; in County Line Road (also known as Lake Cook
Road) from the proposed storm sewer in Fairview Avenue to the existing culverts
located one hundred and eleven (111) feet west of the west right -of -way line
of Fairview Avenue, by the construction of storm sewer; all in accordance
with the plans and.specifications entitled Hovd1and Subdivision - Deerfield
Special Assessment 103, with an alternate.to the pozzolanic base course and
the cast iron water main, the alternate to consist of a waterbound macadam
base course and asbestos cement water main with "ring -tite "coupling" or
equivalent. Said Hoveland Subdivision is also known as Hovland Subdivision.
Conformance to Plans:
Wherever herein in the description of the locations of this improvement
there is any duplication of locations, no duplication of the improvement is
intended, or shall be made and the said improvement shall be constructed i'n a
good and workmanlike manner to conform to the plans therefor as shown on the
blueprints of the plans attached hereto and made a part hereof.
All materials-used intthe censtructi.on of this improvement mot specifically
herein.described shall be of good quality and suitable for the purpose for which
they are to be used.
All of the above described improvements shall be constructed under the
direction and supe ry i .s i on -and to the satisfaction of the Board of Local
Improvements, and all the necessary labor and work shall be performed in a good
and workmanlike manner.
Engineering and Inspection:
For the purpose of constructing this improvement-in accordance
with the elevations, dimensions and positions as herein provided for,
the grades and lines of construction shall be given by use of stakes
and other necessary devices as the work progresses; and to protect
those benefited by this improvement from the use of impropet. material
and poor workmanship, all material shall be inspected, and al -1 labor
performed shall be superintended. To this end, the Board of Local
Improvements shall employ the necessary competent engineers, inspectors
and superintendents during the construction of the work.
All work i-n connection with the improvement herein provided
for shall be executed in a good and workmanlike manner and under the
superintendence of the Board of Local Improvements:
Section 2. The recommendation of the Board of Local improve-
ments and the-estimate of the cost thereof, both hereto attached, be,
and the-same are hereby approved.
Section 3. The said improvement.shall be made and the whole
cost thereof, which is estimated to be Five Hundred Forty -Three Thousand
Five Hundred Twenty -Six Dollars and Forty -six cents, including the cost
of the alternate referred to above in Section 1, shall be'paid for by
special assessment in accordance with Article 9, Division 2 of Chapter
24 of the Illin6is Revised Statutes as amended.
An amount not exceeding 61/. of the estimated whole cost, to -wit,
Thirty -two Thousand Six Hundred Eleven Dollars and Fifty -nine Cents,
is hereby provided for to apply toward the payment of all lawful costs
and expenses incurred in making, levying, and collecting the assessment
for said improvement.
Section A. The aggregate amount herein ordered to be assessed
and each individual assessment shall be divided into ten installments
which shall bear interest at the rate of 6% per annum until paid, all
in the manner and in accordance with the provisions of.the aforesaid
Article 9, Division 2 of Chapter 24 of the'lllinois Revised Statutes
as amended.

Section 5. For the purpose of anticipating the collection of
the second and.succeeding installments of said assessment for said
improvement, bonds shall be issued payable out of such installments,
bearing interest at the rate of 60% per annum, payable annually, and
signed by the President of the Village and attested by i:ts Clerk,
under the corporate seal of the said village. Said bonds shall'be issued
in accordance with,.and shall in all respects conform to the provisions of
Article 9, Division 2, of Chapter 24 of the Illinois Revised Statutes
as amended.
Section 6. Thomas A. Matthews, attorney for the village, be
and he is hereby directed to file a petition in the County Court of
said County, as provided by law in the name of the village, praying that
steps may be taken to levy a special assessment for said improvement, in
accordance with the provisions of this ordinance and in the manner pre-
scribed by law.
This ordinance shall be in force from and after its passage.

BE IT ORDAINED by the President and Board of Trustees

that:

the nature, locality, character and description of which
shall be as follows:

from the existing pavement located nine (9) feet north of the
center line of County Line Road (also known as Lake Cook

base course and bituminous surface course, including ditching,
seeding, sanitary sewers, water mains, sanitary service to

way line of Country Lane by the construction of water main;
in Birchwood Avenue from the existing pavement located nine (9)
feet north of the center line of County Line Road (also known
as Lake Cook Road) to the existing pavement located one hundred
and fifty (150) feet south of the center line of Hackberry
Road by grading, draining and paving with pozzolanic or
waterbound macadam base course and bituminous surface course,
including ditching, seeding, sanitary sewers, water mains,
sanitary services to existing lots, water services to lots
with existing residences; in Fairview Avenue from the existing
pavement located nine (9) feet north of the center line of
County Line Road (also known as Lake Cook Road) to the existing
pavement located one hundred and fifty (150) feet south of the
center line of Hackberry Road by grading, draining and paving
with pozzolanic or waterbound macadam base course and bituminous
surface course, including ditching, seeding, sanitary sewers,
water mains, sanitary service to existing lots; water services
to lots with existing residences; in County Line Road (also
known as Lake Cook Road) from the proposed storm sewer in

Fairview Avenue to the existing culverts located one hundred
and eleven (111) feet west of the west right -of -way line of
Fairview Avenue, by the construction of storm sewer; all in
accordance with the plans and specifications entitled Hoveland
Subdivision - Deerfield Special Assessment 103, with an
alternate to the pozzolanic base course and the cast iron
water main, the alternate to consist of a waterbound macadam
base course and asbestos cement water main with "ring -tite
coupling" or equivalent. Said Hoveland Subdivision is also
known as Hovland Subdivision.
Conformance to Plans:
Wherever herein in the description of the locations of
this improvement there is any duplication of locations, no
duplication of the improvement is intended, or shall be made
and the said improvement shall be constructed in a good and
workmanlike manner to conform to the plans therefor as shown
on the blueprints of the plans attached hereto and made a part
hereof.
All materials used in the construction of this improve-
ment not specifically herein described shall be of good quality
and suitable for the purpose for which they are to be used.
All of the above described improvements shall be con-
structed under the direction and supervision and to the satis-
faction of the Board of Local Improvements, and all the necessary
labor and work shall be performed in a good and workmanlike
manner.
Engineering and Inspection:
For the purpose of constructing this improvement in

and under the superintendence of the Board of Local Improvements.
Section 2. The recommendation of the Board of Local
Improvements and the estimate of the cost thereof, both
hereto attached, be, and the same are hereby approved.
Section 3. The said improvement shall be made and the
whole cost thereof, which is estimated to be Five Hundred
Forty -three Thousand Five Hundred Twenty -six Dollars and
Forty -six cents, including the cost of the alternate referred
to above in Section 1, shall be paid for by special assess-
ment in accordance with Article 9, Division 2 of Chapter 24
of the Illinois Revised Statutes as amended.
An amount not exceeding 6% of the.estimated whole
cost, to -wit, Thirty -two Thousand Six Hundred Eleven Dollars
and Fifty -nine Cents, is hereby provided for to apply toward
the payment of all lawful costs and expenses incurred in
making, levying, and collecting the assessment for said im-
provement.
Section 4. The aggregate amount herein ordered to be
assessed and each individual assessment shall be divided into
