BE IT .ORDAINED by the Mayor and Board- of Trustees of the Village of
'Deerfield, Counties,of Lake and Cook, and State of -Illinois, that:
AN ORDINANCE ESTABLISHING A
COMMISSION ON HUMAN RELATIONS
FOR THE VILLAGE OF DEERFIELD
.be adopted as 'follows:
SECTION 1; 'Declaration of Policy and Establishment of a Commission.
The Mayor and Board of Trustees of Deerfield recognize the importance
of human relations and recognize that it is the duly and obligation of the
Village and its officers to maintain law and order and to protect the
rights of individuals without regard to race, color, religion, or
national origin; as established by the Constitutions of the United States
and the State of I 1 1 i not s.
The Mayor and Village Board of Trustees also recognize their moral
responsibility to preserve and enhance the dignity and equality of all
men, under God. To this end there is hereby established "The Human
Relations Commission'. This Commission shall keep the Village Board of
Trustees informed of developments in this vital area of human relations
so that a genuine aura of tolerance and good will toward all people will
be encouraged.
SECTION 2. Membership.
The Commission shall consist of seven (7) members to be appointed
by the Mayor, with the consent of the Board of Trustees. Members of the
Board of Trustees are eligible as members of as chairman of the Commission.
One of the members of the Commission shall be designated Chairman by
the Mayor, with the approval of the Board of Trustees. All members shall
be residents of the Village of Deerfield.
SECTION 3. Terms of Office
The members of the Commission first appointed after the passage of
this ordinance shall serve for the following terms: Three (3) commissioners
shall serve for three (3) years; two (2) commissioners shall serve for
two (2) years; and two.(2) commissioners shall serve for one (l) year.
The successor of all such initial seven,(7) members of the Commission shall
serve for terms of three (3) years. Any member appointed to fill1a vacancy
prior to the expiration of the term for which his predecessor was appointed
shall serve for the remainder of such term. All members shall serve with-
out compensation but may be reimbursed for any personal expenses incurred
in the performance of their duties with prior approval of the Board of
Trustees.
SECTION 4. Duties and Functions.
The Commission shall act solely in an advisory capacity to the Mayor
and Board of Trustees. It shall, prior to.-activating any program, submit
recommendations for approval to the Mayor and Board of Trustees.
Responsibilities of the Commission shall be to:
a) Study and recommend means of develop:ing.bette,r relationships
among recial, religious and ethnic groups with respect to
housing, employment, recreation, health, and other community
activities.
b) Cooperate wieh State and Federal agencies whenever it and
the Board of Trustees deems such action appropriate i.n
effectuating the policy of this ordinance.
c) Receive and investigate complaints of discrimination
against any person or group because of race, religion
or ethnic origin. It shall seek to resolve such
matters but shall have no power to issue orders of any
kind:
d) Issue such publications and reports concerning its work.

consider in the public interest.
SECTION 5:
This ordinance shall be in full force and effect from and-after
its passage,: and approval.
